Recalling its resolutions 3201 (S-VI) and 3202 (S-VI) ot 1 Mar 19711 containing the Declaration and Programme ot Action on the Establishment or a Rev International Economic Order, 3261 (mx) ot 12 December 1974 containing the Charter ot Economic Rights and Duties ot States and 3362 (S-VII) ot 16 September 1975 on development and international economic co-operation,

Recalling turther its resolutions 32/192 ot 19 December 1977 and 33/151 ot 20 December 1978, entitled "Reverse transfer ot technology", Taking note ot the views and recOlllmendations ot the Sixth Conterence ot He.~b ot State or Government ot Non-Aligned Countries, held at Hanna, relating to economic problems, y Taking note further, ot the report ot the United Rations Conterence on Trade and Development on its tirth session, ot the Programme ot Action on Science and Technology tor Development, adopted at the United Rations Conterence on Sci~nce and Technology tor Development, and ot the report ot the trade and DeYelo~nt. Considering that the outflow of skilled manpower from developing countries may have negative effects on the possibilities for the social and economic development of those countries and that it constitutes a reverse transfer of technology,

Reiterating the urgent need to reduce, as part of the efforts of the international community towards the establishment of the New International Economic Order, the reverse transfer of technology and to obviate its adverse effects, especially those of a development nature on developing countries,

Reiterating further the importance of technical co-operation among developing countries in the exchange of skilled manpower in the context of economic co-operation towards collective self-reliance,

Recalling the proposals made by His Royal Highness Hassan bin Talal ' of concerning the establishment of an international labour compensatory facility 2/ ....hich are directed to....ards alleviating the adverse effects of reverse transfer of technology on developing countries,

1. Takes note of the report of the Secretary-General entitled "Reverse transfer of technology: a survey of its main features, causes and policy implications" 1/ and of the report of the Secretary-General of the United Nations Conference on Trade and Development entitled "Development aspects of the reverse. transfer of technology: an assessment of the results achieved at the fifth sesslOn of the United Nations Conference on Trade and Development; 4/

2. Endorses resolution 102 CV) entitled "Development aspects of the reverse transfer of technology", adopted at the fifth session of the United Nations Conference on Trade and Development, and decision 193 (XIX) entitled "Development aspects of reverse transfer of technology", adopted by the Trade and Deve10pmen: 51 Board at its nineteenth session and calls on all Member States and the internatlon community to give urgent consideration to the implementation of the measures contained therein;

3. Requests the Secretary-General of the United Nations to take the necessar1 measures with respect to the co-ordination of the treatment of the question o~ reverse transfer of techno10eY ....ithin the United Nations system bearing in mlnd relevant paragraphs of General Assembly resolution 33/151 and u~ited Nations Conference on Trade and Development resolution 102 CV);

4. Requests the Trade and Development Board as envisased in paragraph 6 of resolution 102 CV) to proceed at its tventieth session vith the consideration of apprcpriate arrangements, including the necessity of convening a group of experts, to examine the feasibility of measuring human resource flovs~

5. Requests the Secretary-General, in close co-operation vith miCTAD, lLO and other relevant United Nations bodies to carry out, on the basis ot the most up-to-date data available, a study on the feasibility ot the proposals ot His Royal Highness Crow Prince Hassan bin Talal, in the establishment ot an international labour compensatory facility and to submit a progress report to the thirty-firth session of the General Assembly and a tinal report to the thirty... sixth session; 6. Requests the Secretary-General ot the United Nations Conterence on Trade and Development to carry out the studies envisased in parasraph 1 of resolution 102 (V) ot the United Nations Conference on Trade and Developmenti 7. Invites Member States to respond favourably and to eo-operate vith the Secretary-General of the United Nations Conterence on Trade and Developm~nt in the implementation of paragraph 9 ot UNC'l'AD resolution 102 (V) and paragraph 5 ot General Assembly resolution 33/151.
