At the moment of writing, the strategy, targeted towards both the majority and the minority populations, is on the verge of becoming implemented within all the municipal administrations and the whole municipal system of governance, so it is still to tell how much it will influence and change the current situation in the municipality. Population and demographics Botkyrka is a municipality with many faces. We are the most diverse municipality in Sweden. Between 2010 and 2012 the proportion of inhabitants with a foreign background increased to 55 % overall, and to 65 % among all children and youngsters (aged 0–18 years) in the municipality.2 55 % have origin in some other country (one self or two parents born abroad) and Botkyrka is the third youngest population among all Swedish municipalities.3 Botkyrka has always been a traditionally working-class lower middle-class municipality, but the inflow of inhabitants from different parts of the world during half a decade, makes this fact a little more complex.

I sought to understand how people and institutions perceived and deployed categories that created geographically inscribed “Otherness” through a year-long fieldwork in Botkyrka Municipality of the Greater Stockholm area. My analysis weaved together three models for explaining social segregation: the relational, the symbolic, and the spatial. I then augmented these models by taking into account the legal and bureaucratic frameworks that influence social exclusion, as well as historical factors of geographical exclusion. My study revealed how the Swedish government has, despite repeated attempts to integrate immigrant populations into the national identity, nonetheless continued to demarcate immigrant populations both symbolically and geographically, first through a long history of categorizing immigrants as “non-Swedes” (whether as “foreigner,” “immigrant,” or “people with a foreign background”), and through policies that have inadvertently separated the spaces in which immigrants are able to live. Appropriately, a joint initiative regarding housing and infrastructure development was signed in January 2014 by the Swedish government, Stockholm County Council and the afflicted municipalities Stockholm, Solna, Nacka and Järfälla. The joint initiative, the 2013 Stockholm negotiation, presented an extension of the current subway system with a total length of 19,6 km and 11 new stations in Stockholm, Solna, Nacka and Järfälla. Large-scale infrastructure projects often suffer from cost and time overruns. The Stockholm subway construction is no exception and has since the project started collected a delay equivalent of five years for Järfälla and Nacka, and a cost overrun of SEK 9,3 billion.
