''CHAPTER XXIII PUBLIC PETITIONS

295. Right of petition.- (l) Any citizen of Pakistan or any natural or Icgal person residing or having a registered office in the counrry shall have the right to address, individually or in association with other citizens or penons, a petition to the National Assembly on a matter which allccts him, her or thcm direcrly.

(2) Pctitions shall be addressed to thc Speaker of the National Assembly and shall be titled as "Public Pctition to the National Assembly" and shall show the name, nationality and pcrmanent address of cach petitioner.

(3) Whcrc a Petition is signed by morc [han one Pclitioner, the signatories shall designate a rcpresentalivc who shall be regarded as the pctitioner fbr thc purposes ofthis'l itle.

(1) Each Petitioner may at any time withdraw support of petition in writing and on withdrawal ofsupporl by all the petilioncrs the petition shall becomc null and void.

(5 ) Pctitions must be prclcrably written in olficial languages. either English or and sent to thc National nssembly Secretariat. However petitions in Provincial or local languages e.g Sindhi. I'unjabi, Pashto, Balochi, Kashmiri, Shina. Hindko or Brahvi will also be considered.

9 (6) Petilions shall be entered in a register in the order in which thcy arc reccivcd ifthey corrtply with the conditions laid down in sub-rule (2): those that do not shall bc filcd, and thc petitione: shall be informed ofthe reasons for this.

(i) Pelilions cntered in the rcgister shall bc forwarded by the Spcakcr to the Public Pelitions commiuec rcsponsiblc, which shall first cstablish the adrnissibility or othcrwisc of the perition in accordance rvith these Rules.

(8) Petitions declared inadmissible by the Committee shall bc fllcd: lhc pctitioner shall be infcrmcd of the decision and the reasons for it. Where possiblc. alternativc mcans of redress mit;' be recommende-d.

(9) Petilions, once rcgistered, shall as a general rule become p.rblic documcnts, and the ttame of the petitioner and the contents of the pctition may be published by the National Assembly fbr reasons of tr ansparency.

(10) Notwithstanding lhc provision of sub-rule (9), the petiliorcr may requesl that his rr her name bc withheld in order to protect his or her privacy. in u'hich casc thc National Assembll must comply with thc request.

Where rhe rctitioner's complaint cannot bc investigated for rcasons of anonymity, the petitioner shall be consultcd so as the further steps to be taken.

(11) Thc pctitioners rnay request that his or her petition bc treatcd confidcntially, in whicl case suitable precautions shall be taken by Parliament to ensure that thc contcnts are nol made public. The petrtiolrcrs shall bc told under which prccisc conditions this pro'ision is to apply.

(12) Where the Committee deems it appropriate, it may refer thc rnatlcr to the Ombudsmart or to the relevant Government departments or Divisions for redressal.

296, Examination of petitions, Redrcssal and Report.- 1l) Admissible petitions shall be considered by the Committee where the petitioners may be invited ro participate in meetings ()i the Committee if their petition is to be the subject of discussion, or thcy may ask to be present The right to speak shall be granted to pctitioners at the discretion ofthc (lh:rir.

(2) The Committec shall submit repod to lhc Parliament. 'fhe Commiltcc shall. in partir;rlar, inform Parliamcnt of the measures takcn by thc Committee on pclitions rcferred to them l), the Parliament.

(3) The Committee may seek opinions from other committees .hat havc spccific responsibility for the issuc under consideration.

(4) Whcrc thc rcport deals with, in parlicular, thc applicati,)n or interpretation of larv or proposed changcs to existing law, the Standing Committee responsible lor the subject-rnatter shall be associate-d. If the Committee responsible does not accept such suggcslions, the asscciated conultittee nray table thcm directly in the I louse.

(5) Whcn investigating petitions, establishing facts or seekinE, solutions the Committee may organize fact-finding visits to the region concemed by the petiriorr. Reports on the visit shall be dralled by their participants.
