Summary This school has been badly damaged... The whole building has been ruined, the windows are smashed and blown, and the floor is cracked, as are the walls and the ceiling. Even the door is broken. The wall outside that connects to the veranda is also destroyed, everything is in ruins. — A 16-year-old student whose school in Jharkhand was bombed by Naxalites on April 9, 2009 Sometimes [the security forces] bring culprits back to the school and beat them... I feel very bad when they beat them. —Indira Parkesh, 16 years old, whose school in Bihar was partially occupied by State Auxilliary Police, as of June 12, 2009 The education of tens of thousands of India’s most disadvantaged and marginalized children is being disrupted by the ongoing conflict between Naxalite insurgents and police and other security forces in the eastern states of Bihar and Jharkhand. Security forces are occupying government school buildings as bases for anti-Naxalite operations, sometimes only for few days but often for periods lasting years. Meanwhile, the Naxalites—a longstanding, pan-Indian Maoist revolutionary movement—are directly targeting and blowing up government schools, including those not used or occupied by security forces. The government’s failure to promptly repair damaged schools enhances the lasting negative impact of these attacks. The Naxalites claim that their attacks on schools cause no disruption to children’s education because, they assert, they only target schools being used by state security forces in counter- Naxalite operations. Human Rights Watch’s research suggests this claim is false. Our research suggests that many schools that have been attacked were not being used by the security forces at the time. Deficiencies in government monitoring make it difficult to get clear information on the extent and pattern of Naxalite attacks. Nonetheless, a combination of Human Rights Watch’s own on-the-ground investigations and a survey of public news sources suggest that at least 25 of the schools that were attacked in Bihar and Jharkhand during the year between November 2008 and October 2009 were undefended and not in use by security forces at the time. The Naxalites appear to be attacking government schools because they are often the only government building in the remote rural areas where the Naxalites have their greatest influence and ease of movement. Moreover, undefended 1 Human Rights Watch | December 2009 schools are a high-visibility, soft target—attacking them garners media attention and increases fear and intimidation among local communities. While the Naxalites do not appear to be targeting students directly, attacks on schools that are not being used for a military purpose are violations of both international humanitarian law and Indian criminal law. As part of their counter-insurgency operations, police and paramilitary forces are occupying school buildings either temporarily or for extended periods. The security forces may take over entire school facilities and campuses, completely shutting down the school, or occupy part of school buildings,

    DISTRICT PROFILE JAMUI INTRODUCTION Jamui district is one of the thirty-eight administrative districts of Bihar. The district was formed on 21 February 1991, when it was separated from Munger district. Jamui district is a part of Munger Commissionery. Jamui district is surrounded by the districts of Munger, Nawada, Banka and Lakhisarai and districts Giridih and Deoghar of Jharkhand state. The major rivers flowing in the district are Kiul, Burnar, Sukhnar, Nagi, Nakti, Ulai, Anjan, Ajay and Bunbuni HISTORICAL BACKGROUND Jamui has a glorious history. Historical existence of Jamui has been observed during the Mahabharta period. Jamui was earlier known as Jambhiyaagram. The old name of Jamui has been traced as Jambhubani in a copper plate kept in Patna Musuem. According to Jainism, the 24th Tirthankar Lord Mahavir got divine knowledge in Jambhiyagram/ Jrimbhikgram situated on the bank of river Jambhiyagram Ujjhuvaliya/ Rijuvalika. Hindi translation of the words Jambhiya and Jrimbhikgram is Jamuhi which developed in the recent time as Jamui and the river Ujhuvaliya/ Rijuvalika changed to river Ulai . Jamui was ruled by the Gupta, Pala and Chandel rulers. Indpai is supposed to be the capital of Indradyumna, the last local king of Pala dynasty during the 12th century. It was earlier known as Indraprastha. Many archaeological evidences have been found at this place. Gidhaur, also known as Patsanda, is a small town in Jamui district. It was one of the 568 Princely States in India before the partition of British India in 1947. Kings of Chandel descent belonging to Mahoba of Bundelkhand region, ruled here for more than six centuries.

    Look no farther: The impact of local contract teachers on student outcomes Madhuri Agarwal∗ Ana Balc~aoReisy November 26, 2018 Abstract The increasing number of contract teachers in developing countries has led to concerns about its effect on teacher quality. Contract teachers are in general less trained and qualified. However, they are more likely to be hired from the local community which can positively affect student outcomes by reducing social distance or through better monitoring. This paper provides additional evidence on the difference in the impact of contract and regular civil service teachers looking at the effect of being a local teacher. Using a value-added estimation method, based on data from a unique survey in India, we find that there is not a significant difference in the overall performance of the two types of teacher. However, focusing on contract teachers as an identification strategy, we observe local teachers have a significant and positive impact (0.21 to 0.23 standard deviation) on student learning for grade 6. Tourist across India Engineering and Technology, used to come here to see tigers and many rare animals in open air. One more potential of BNP should be IGAU, Raipur, Chhattisgarh, explored i.e. Betla in Jharkhand could be a hot medical tourist spot. The tribal people inhabit in the forest India areas of PTR of Jharkhand, collect potential and effective medicinal plants and utilized by them for AK Choudhary meeting their primary health care. The medicinal uses of plants species have been recorded from the Department of Botany, Ranchi tribal medicine men such as Jangurus, Ojhas, Manjhis etc. during the survey and field studies among University, Ranchi, Jharkhand, them. These tribes have traditional knowledge about use of this medicinal plant. It has been observed in India the present study that the total 139 medicinal plants belong to 56 families. One rare medicinal plant of forest is harjodwa commonly known as ‘Panivel’ Cissus repanda Vahl. (Syn. C.rosea, Vitis repanda and V. rosea) belong to Family Vitaceae. These tribes use the indigenous flora for various medicinal purposes in their daily life as local people have faith and belief in these medicines.
