    CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense.

    ‘Reasonable limits on the expression of hatred’: Mark Steyn and the Canadian Human Rights Commissions Matthew Omolesky I. On 20 October 2006, the website of the Canadian weekly current affairs magazine Maclean’s featured an article entitled ‘The future belongs to Islam,’ excerpted from the conservative polemicist Mark Steyn’s book America Alone: The End of the World as We Know It. [1] This provocative opinion piece presented a vision of European ‘demographic decline; the unsustainability of the social democratic state; and civilisational exhaustion,’ all of which paved the way for the continent’s ‘remorseless transformation into Eurabia.’ [2] Since ‘the salient feature of Europe, Canada, Japan and Russia is that they’re running out of babies,’ Steyn contended, ‘Europe has age and welfare,’ but ‘Islam has youth and will.’ [3] The article ended ominously, with a quotation from the Norwegian imam Mullah Krekar, who had recently told the Oslo newspaper Dagbladet: ‘We’re the ones who will change you [Europeans]. Just look at the development within Europe, where the number of Muslims is expanding like mosquitoes. Every Western woman in the EU is producing an average of 1.4 children. Every Muslim woman in the same countries is producing 3.5 children… Our way of thinking will prove more powerful than yours.’ [4] One question of Steyn’s, concerning this allegedly existential demographic and geopolitical threat, was meant to linger: ‘How does the state react?’ Ironically, it would be how the state reacted to Steyn – rather than immigration – that would take centre stage. The FBI alleges that Crocker, who local officials say was involved in a white supremacist group in the 1980s, tells the agent that he admires Hitler and hates Jews and the government. He allegedly also says "it would be a good thing if somebody could detonate some sort of weapon of mass destruction on Washington, D.C." Crocker is charged with trying to get explosives to destroy a building and other charges, and faces more than 20 years in prison if convicted. March 25, 2005 Congregation Micah in Brentwood Tennessee received an envelope with a white powdery substance and a threatening letter which also threatened other institutions in the area.

It can be about gender, minorities or ethnic groups or countries. Image or reputation describes the way in which a country and its policies may be perceived by others. Images are powerful political statements… they may be transmitted by the use of words. ( 1) “The image of a person needs to be recognized as a positive one. So are countries which are made up of people and are run by political elites. Historically, political leaders have recognized that images matter.”( 2) This study endeavors to discuss how Western press portrays the Egyptian Revolution and accordingly affect policy-making. Imperatively, the majority of the people have no chance to personally see what a foreign country is like but they see images of these countries in the media. Mass media have always been responsible for image building and formulating public opinion. Particularly, newspapers have constantly been labeled for their authenticity and; hence, they affect people’s attitudes concerning a country’s local and international affairs. Newspapers do not only transmit information, but they have also become a tool directing people and creating their ideological, political and social dispositions. Newspapers play a pertinent role in shaping, formulating and impacting public opinion and, consequently, a country’s decision-makers’ policies.

INTRODUCTION The movement later dubbed the “Arab Spring” started in December 2010 when Mohamed Bouazizi, a Tunisian produce vendor, doused his body with gasoline and set himself on fire to protest the endemic corruption in his country. His death galvanized Tunisians and led to a rare peaceful protest in the autocratic country. Amateur videos of the protest were posted on social media sites and quickly went viral, circumventing Tunisia’s state-controlled media system. The Al Jazeera news network aired the videos more broadly and unrest spread throughout the country.1 The next month, Zine el Abidine Ben Ali, Tunisia’s authoritarian president for more than 23 years, fled to Saudi Arabia amid massive protests. 2 Aided by social media and regional news networks, the protest movement born in Tunisia spread to many countries in the Arab world. Both public and private state-controlled media in these countries generally ignored or downplayed the swarming protests and other unrest. But social media sites such as Twitter, Facebook, and YouTube provided the activists a forum to publicize and organize their movements. The use of social media to circumvent state-controlled outlets has brought renewed attention to media regulations in the region, which have for decades imposed widespread censorship and tightly restricted information. 3 Applying Siebert, Peterson, and Schramm’s “Four Theories of the Press” framework, Arab countries generally fit into the authoritarian media system model, although specific situations vary from country 1.
