Washington State Senate
Washington State Senate Chair Fitzgibbon, Thank you for your dedication to pursuing the Low Carbon Fuel Standard for our state. While we sometimes disagree on the methods, we all share a commitment to ensuring our state does its part in reducing our carbon footprint to address climate change. As you know, HB 1091 passed the Senate Thursday night on a vote of 27-20. Our five votes represent more than the margin of passage and it is crucial that you know the changes made to the legislation in the Senate were integral to our support for the bill. We worked closely with our partners in the Building Trades to make sure all voices were heard. As we likely head to conference, these are the Senate changes to the legislation that must stay in the final bill to earn our support: • Ensure that this policy does not dramatically increase the cost of fuel, which is a burden that will likely fall on consumers and disproportionately impact those who can least afford it. • Ensure that Washington State benefits from the jobs created by the additional money that will be spent by consumers on low carbon fuels. This includes new biofuel facilities in Washington and an assurance that some of the crops used to make those fuels come from our state. • The bill must maintain a link to the transportation package. • Maintain the legislative review beyond the 10% threshold so that elected officials can weigh the efficiency of the policy after implementation. Addressing our climate impacts doesn’t have to be just a bitter pill. -

The Company’s Senior Vice President for Global Corporate Affairs and the Senior Vice President and General Counsel review all political expenditures. Funding for the Deschutes River Hatchery project was initiated in the 2013-2015 Capital Budget for preliminary site work, well development, pumps and piping. A $10 million investment this biennium will allow us to enter into the second phase of construction on this much needed hatchery in South Puget Sound. Recreational fishing is an important part of our economy. There are over 900,000 anglers in Washington who spend $1.2 billion annually and directly support 16,200 jobs. Recreational anglers are the single largest source of license fee and tax revenue to the Department of Fish and Wildlife (WDFW). Increasing recreational fishing opportunity in South Puget Sound supports local business and will generate more tax revenue to the State and to WDFW through increased license sales. Current salmon production on the Deschutes River is outdated and inefficient because of space constraints and limited infrastructure. As a result, fish must be reared outside the watershed at four offsite hatchery locations as far north as Everett. -

This proposal includes numerous important provisions that will provide greater clarity to cities and assist the State’s emerging legal marijuana market. In particular, cities ask for your assistance with the following provisions in the bill: • Local Flexibility: Cities support the provisions in Section 301 for local flexibility to adjust the 1,000 foot buffer between retailers and certain sensitive uses. This flexibility will help cities better site business, while still meeting the public safety needs for their communities. • Opposition to pre-emption: Cities strongly oppose the inclusion of a public vote requirement prior to enacting a prohibition on marijuana businesses. This is a clear pre-emption of existing local regulatory authority. It is also inconsistent with the language of I-502 and at odds with recent court decisions and the state’s Attorney General Opinion. -

WOMEN IN STATE LEGISLATIVE LEADERSHIP 2019 In 2019, 2,129, or 28.8% of the 7,383 state legislators in the United States are women. Women currently hold 510, or 25.9%, of the 1,972 state senate seats and 1,619, or 29.9%, of the 5,411 state house or assembly seats. Since 1971, the number of women serving in state legislatures has more than quintupled. In 2019, of the 352 state legislators holding leadership positions1 nationwide, 77, or 21.9%, are women. Women hold 38, or 23.6%, of the 161 leadership positions in state senates and 39, or 20.4%, of the 191 leadership positions in state houses. Women hold leadership positions in 29 state senates and in 28 state houses; in 12 states, women do not hold leadership positions in either chamber.
