The Fish Lake Valley tui chub is a recognized, but undescribed, subspecies of tui chub. Should the service not accept the tui chub as valid subspecies we request that it be considered as a distinct population as it is both discrete and significant. -

FEATURE: ENDANGERED SPECIES Conservation Status of Imperiled North American Freshwater and Diadromous Fishes ABSTRACT: This is the third compilation of imperiled (i.e., endangered, threatened, vulnerable) plus extinct freshwater and diadromous fishes of North America prepared by the American Fisheries Society’s Endangered Species Committee. Since the last revision in 1989, imperilment of inland fishes has increased substantially. This list includes 700 extant taxa representing 133 genera and 36 families, a 92% increase over the 364 listed in 1989. The increase reflects the addition of distinct populations, previously non-imperiled fishes, and recently described or discovered taxa. Approximately 39% of described fish species of the continent are imperiled. There are 230 vulnerable, 190 threatened, and 280 endangered extant taxa, and 61 taxa presumed extinct or extirpated from nature. Of those that were imperiled in 1989, most (89%) are the same or worse in conservation status; only 6% have improved in status, and 5% were delisted for various reasons. Habitat degradation and nonindigenous species are the main threats to at-risk fishes, many of which are restricted to small ranges. Documenting the diversity and status of rare fishes is a critical step in identifying and implementing appropriate actions necessary for their protection and management. Howard L. WHITNEY B.S., Emporia State University, 2007 M.S., Kansas State University, 2010 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Division of Biology College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2014 Abstract Many native freshwater animals are imperiled as a result of habitat alteration, species introductions and climate-moderated changes in disturbance regimes. Native conservation and nonnative species management could benefit from greater understanding of critical factors promoting or inhibiting native and nonnative success in the absence of human-caused ecosystem change. The objectives of this dissertation were to (1) explain spatiotemporal patterns of native and nonnative success, (2) describe native and nonnative response to uncharacteristic wildfire disturbance, and (3) test the hypothesis that wildfire disturbance has differential effects on native and nonnative species. This research was conducted across six sites in three reaches (tributary, canyon, and valley) of the unfragmented and largely-unmodified upper Gila River Basin of southwestern New Mexico. Secondary production was measured to quantify success of native and nonnative fishes prior to wildfires during 2008-2011. Native fish production was greater than nonnatives across a range of environmental conditions, although nonnative fish, tadpole, and crayfish production could approach or exceed that of native macroinvertebrates and fishes in canyon habitats, a warmwater tributary, or in valley sites, respectively. The second objective was accomplished by measuring biomass changes of a warmwater native and nonnative community during 2010-2013 before and after consecutive, uncharacteristic wildfires. -

Here, we report the sequencing of mitogenome, mtDNA the full mitochondrial genome (mitogenome) of R. osculus from a male fish collected from the Amargosa River Canyon in eastern California, USA. The assembled mitogenome is 16 658 base pair (bp) nucleotides, and encodes 13 protein-coding genes, and includes both a 12S and a 16S rRNA, 22 tRNAs, and a 985 bp D-loop control region. Mitogenome synteny reflects that of other Ostariophysian fishes with the majority of genes and RNAs encoded on the heavy strand (H-strand) except nd6, tRNA-Gln, tRNA-Ala, tRNA-Asn, tRNA-Cys, tRNA-Tyr, tRNA-Ser, tRNA-Glu, and tRNA - Pro. The availability of this R. osculus mitochondrial genome – the first complete mitogenome within the lineage of Rhinichthys riffle daces – provides a foundation for resolving evolutionary relationships among morphologically differentiated populations of R. osculus. Petition to List Three Populations of Speckled Dace (Rhinichthys osculus nevadensis) in the Death Valley Region Under the Endangered Species Act: Amargosa Canyon Speckled Dace Long Valley Speckled Dace Owens Speckled Dace Owens speckled dace photo by Joe Ferreira, CDFW June 8, 2020 1 Notice of Petition Submitted to the U.S. Fish and Wildlife Service on June 8, 2020. Petitioner Center for Biological Diversity formally requests that the U.S. Fish and Wildlife Service (“USFWS”) expand the endangered listing of the Ash Meadows speckled dace (Rhinichthys osculus nevadensis) under the federal Endangered Species Act (“ESA”) to include speckled dace populations in Amargosa Canyon and Owens Valley, California. Based on the best available information, Amargosa Canyon and Owens Valley speckled dace are the same subspecies as Ash Meadows speckled dace, and should be listed as endangered. In addition, petitioner requests that the USFWS list Long Valley speckled dace as endangered, as a separate subspecies. Long Valley speckled dace is recognized by extensive genetic analysis as a separate subspecies, but has yet to be formally described. Alternatively, Petitioner requests that the USFWS list each of the Amargosa Canyon, Owens, and Long Valley speckled dace populations as endangered Distinct Population Segments. Long Valley speckled dace may have recently been extirpated in the wild. Owens speckled dace remain in their natural habitat in only one location. Most of the remaining habitat for Amargosa Canyon speckled dace is under imminent threat of dewatering of the Amargosa River and its tributaries due to excessive groundwater extraction. All three populations qualify for protection as endangered under the ESA. -

OWEN'S TUI CHUB (CONSENT) Today’s Item Information ☒ Action ☐ Receive the DFW’s five-year status review report for Owens tui chub (Siphateles bicolor snyderi), which is listed as an endangered species under the California Endangered Species Act (CESA). Summary of Previous/Future Actions • Determined listing Owen’s tui chub 1974 as endangered was warranted • Today receive DFW’s five-year Dec 9-10, 2020; Webinar/Teleconference status review report • DFW presentation Feb 10-11, 2021 Background Owen’s tui chub is a moderate-sized freshwater fish endemic to the Owens Basin in eastern- central California, near the communities of Mammoth Lakes, Bishop, Big Pine, and Lone Pine. Owen’s tui chub was listed as an endangered species in California by FGC in 1974, pursuant to CESA, and is included in FGC’s list of endangered animals (Section 670.5). Pursuant to California Fish and Game Code Section 2077, upon the allocation of specific funding, DFW must reevaluate threatened and endangered species every five years by conducting a status review to determine whether conditions that led to the original listing are still present or have changed. The last status review for Owen’s tui chub was completed in 2009 by the U.S. Fish and Wildlife Service (USFWS); DFW makes an effort to coordinate such reviews with USFWS when species are listed under both the state and federal endangered species acts. Today, DFW provides a 2020 status review report of Owen’s tui chub in California, which updates descriptions, habitat requirements, threats, research needs, and other topics for this species (Exhibit 2). -

CALIFORNIA’S FRESHWATER BIODIVERSITY IN A CONTINENTAL CONTEXT Science for Conservation Technical Brief November 2009 Department of Conservation Science The Nature Conservancy, California Freshwater Biodiversity in California 2 California’s Freshwater Ecoregions in a Continental Context A Science for Conservation Technical Brief The Nature Conservancy, California The Freshwater Conservation Challenge Worldwide, freshwater species and habitats are, on average, more imperiled than their terrestrial or marine counterparts. In continental North America alone, 40% of freshwater fish are at risk of extinction or already extinct (Jelks et al. 2008). Despite concerns over the health of the world’s freshwater species and systems (Millennium Ecosystem Assessment 2005), there have been few attempts to systematically describe patterns of freshwater biodiversity on Earth. This is due in part to the lack of comprehensive, synthesized data on the distributions of freshwater species (Abell 2008). Without a robust biodiversity foundation, conservationists face challenges in setting freshwater protection priorities and agendas at the global, continental and regional scales. Freshwater Ecoregions of the World Project To fill this void, in 2008, World Wildlife Fund-US, The Nature Conservancy, and more than 130 scientists participated in the Freshwater Ecoregions of the World (FEOW) project. FEOW identified 426 freshwater ecoregions and provided information on freshwater biogeography and biodiversity; similar analyses exist for the terrestrial and marine realms. Until this effort, global biodiversity classification and planning efforts had been characterized using land-based parameters. FEOW is the first attempt to describe the world from a freshwater perspective. With this information, scientists and conservationists can more clearly compare freshwater biota and their conservation needs across large geographies.
