Le Parti socialiste a déposé une proposition de loi, présentée demain, visant à instituer des sanctions pénales contre la négation du génocide arménien. Qu’en pensez-vous ? Pierre NORA. - Si ce projet passait, un seuil serait franchi. Après toutes les mises en garde contre les dangers des lois sur l’histoire, venues de tous les côtés, ce serait la porte ouverte à toutes les dérives. Un vrai défi. L’intention n’est-elle pas de punir une forme perverse de négationnisme, pratiquée par de célèbres historiens ? Non, vous vous trompez. De la part des historiens auxquels vous faites allusion, que ce soit Gilles Veinstein ou Bernard Lewis, il n’y a jamais eu l’expression du moindre négationnisme. Aucun de ces éminents chercheurs n’a jamais nié l’immensité du massacre subi par les Arméniens. Lewis et Veinstein se sont engagés, tour à tour, dans une discussion critique dont l’enjeu n’était aucunement d’être affirmatifs ou définitifs - mais de mettre en perspective ce que l’on appelle, en termes juridiques, un « génocide ». La tempête déclenchée, il y a quelques années en France, autour de Bernard Lewis relève du terrorisme intellectuel. — 4 — ARMÉNICHANTAGE / 5 / hiver 2007 Quel terrorisme intellectuel ? Bernard Lewis est un très grand historien, dont les analyses sur l’histoire du Proche-Orient et sur l’islam font l’objet de la plus vaste reconnaissance internationale. Eh bien, il a suffi qu’après quinze années de recherches fouillées sur le massacre des Arméniens, il en vienne à écarter la qualification de « crime contre l’humanité », pour qu’en France, la « bien-pensance » le condamne en justice. Il aurait pourtant fallu se souvenir que, dès qu’elle fut forgée, à la Libération, l’appellation de génocide fut une notion intentionnaliste ; il aurait suffi de comprendre qu’elle désigne la décision, prise par un État, de conduire une politique d’extermination. Lorsque des historiens se demandent si le massacre des Arméniens relève de l’intentionnalisme génocidaire, il ne s’agit nullement pour eux de pinailler ou de contester l’existence de ce qui pourrait être un génocide au sens général ou générique du terme. Non. Le problème dont nous avons à débattre aujourd’hui est ailleurs. Où se situe-t-il, d’après vous ? La question est de savoir s’il est opportun d’étendre les pénalisations prévues par la loi Gayssot au génocide arménien.

After 17 years of relatively rocky relations, in 2008, a new Ministry of Diaspora was created that offered little in the way of policy output. Instead, it engaged in “identity gerrymandering,” broadening the category of diaspora from its accepted reference to post-1915 genocide refugees and their descendants, to include Armenians living throughout the post-Soviet region who had never identified as such. This diluted the pool of critical, oppositional diasporans with culturally closer and more compliant emigrants. The new ministry also favoured geographically based, hierarchical diaspora organizations, and “quiet” strategies of dissent. Since these were ultimately attempts to define membership in the nation, and informal, affective ties to the state, the Ministry of Diaspora acted as a “discursive power ministry,” with boundary-defining and maintenance functions reminiscent of the physical border policing functions of traditional power ministries. These efforts were directed at three different “diasporas:” the Armenians of Russia, whom RA elites wished to mold into the new “model” diaspora, the Armenians of Georgia, whose indigeneity claims they sought to discourage, and the “established” western diaspora, whose contentious public ii critique they sought to disarm.

    Armenians and Abkhaz Ethnic Democracy – Current Trends, Future Prospects “The Armenians in Abkhazia have only three members of parliament and no church” 1 these are the words of Diana Kerselyan, ethnic Armenian and member of the Sukhumi City Council. The aim of this dissertation is to ascertain why the Armenians, which by most measures are the second largest ethnic group in Abkhazia,2 are less involved in political processes and institutions in the territory than their numbers should suggest, as well as try to determine which factors hinder or facilitate their participation in Abkhazian politics. This work will look at current political reality in Abkhazia regarding the Armenians chiefly through the framework of Abkhazia as an ethnic democracy, and will rely on empirical data from field work, as well other relevant theories of democracy and political participation to provide an answer. This work will be divided in three parts. The first part will discuss the theoretical framework of ethnic democracy, and determine how it can be relevantly applied to the situation in Abkhazia. The second part will look at the present day situation of the Armenian minority as situated within Abkhaz ethnic democracy, with specific reference to specific factors that affect their ability to play a role in Abkhazian society, be these legal, organisational, socio-economic factors etc. An attempt will also be made to determine to which degree the lack of Armenian participation in Abkhazian politics can be put down causes related directly or indirectly to the structure and practice of ethnic democracy.     Polish Political Science Yearbook vol. 46 (1) (2017), pp. 74–90 DOI: 10.15804/ppsy2017105 PL ISSN 0208-7375 Krystyna Gomółka Gdańsk University of Technology (Poland) Threats to Armenia’s Security in the National Strategy and Practice with Special Emphasis on External Security Abstract: The national security strategy adopted in 2007 provided a detailed defi- nition of security and identified its threats. The key threat to the Armenian state was considered to be the Nagorno-Karabakh conflict. The document indicated the Collective Security Treaty Organisation main guarantor of security, with Rus- sia being Armenia’s main partner in bilateral relations. The second position in the strategy was assigned to cooperation with the NATO and the OSCE. One of the priorities identified was to intensify the economic and trade connections with the European Union and participation in the European Neighbourhood Policy as a step towards integration with European structures. As to bilateral relations, the most significant were Armenia’s contacts with Georgia and Iran. If we compare the assumptions of the strategy with the policy pursued by Armenia after 2007, it is clear that the measures taken are in line with the provisions of the document. By the end of 2016, the most serious threat to Armenia – the Nagorno-Karabakh issue – remained unresolved. Russia reinforced its position as Armenia’s strategic ally. The talks conducted between Armenia and the NATO are of little signifi- cance in view of the obligations assumed by Armenia. The same goes for the talks with the European Union after Armenia’s withdrawal from signing the associa- tion agreement, accession to the Eurasian Economic Union on 01 January 2015 and signing bilateral agreements with the Russian Federation.

The Georgian- Abkhazian conflict, often referred to as ‘frozen’ conflict, is among the bloodiest. Before the 1992-1993 war, Georgians were the biggest ethnic group in Abkhazia; today, only the Gali district, found in the southern corner of the de facto Republic of Abkhazia across the Administrative Boundary Line (ABL), has such a majority. For close to three decades, Gali’s Georgians have lived an unusual reality, continuing their lives in this unrecognized state. The existing literature on the conflict has explored the human rights violations suffered by this minority, yet a gaping hole has been left regarding how almost three decades of conflict, frozen or otherwise, has affected the identity and sense of belonging of the Georgians of the Gali district.     THE GEORGIAN-ABKHAZIAN CONFLICT IN A REGIONAL CONTEXT George Tarkhan-Mouravi In March 1996 a meeting of Georgian and Abkhaz intellectuals was organized in Moscow. In the ensuing common declaration several ideas were put forward, with which I would fully agree: "It is of no use to accuse one another, trying to find out who actually started the violence (...) Dialogue should be sought instead." "Prior to discussing the issue of the future legal status of Abkhazia, it is necessary to develop a system of social and political guarantees that can secure peace in Abkhazia and a just settlement of the conflict." "It is necessary to secure the return of all refugees to Abkhazia." Unfortunately, mutual accusations and the abuse of tendentiously selected historic factography to prove a particular viewpoint still remain typical of the Abkhazian- Georgian dialogue. The reader of this volume may judge if its contributors have succeeded in escaping this form of unproductive polemics. I. The Georgian-Abkhazian Conflict from a Comparative Regional Perspective The post-cold war world, with its numerous conflicts emerging against the background of competing globalization and de-globalization trends, is confronted with the problem of how to reduce intra-regional confrontation and promote a co-operative model. It is therefore necessary to develop precise definitions, criteria and indicators for determining the nature, role and influence of the main factors contributing both to conflicts and to effective co-operation. Widespread inter-ethnic confrontation and conflict are relatively new phenomena in the former Soviet Union. Governments are experiencing difficulty in maintaining the forms of co-existence that were customary in the Soviet past and in designing strategies to facilitate co-existence and co-operation.
