Orientalism When Sir William Jones proposed, in his famous third presidential address before the Asiatick Society in 1786, the thesis that the Sanskrit language was related to the classical European languages, Greek and Latin, and indeed to Gothic, Celtic and Persian, this was later received not only as a milestone in the history of linguistics. This newly found linguistic relationship represented at the same time the most important theoretical foundation on which European Orientalists reconstructed a pre-history of South Asia, the main elements of which achieved general recognition in the second half of the 19th century. According to this reconstruction, around the middle of the second millenium BCE, Indo-European tribes who called themselves a¯rya (Aryans) migrated from the north into India where they progressively usurped the indigenous popula- tion and became the new ruling class. In colonial India this so-called “Aryan migration theory” met with an astonishing and diverse reception within the identity-forming discourses of different people groups. The reconstruction of an epoch lying almost three to four thousand years in the past metamorphosed, in the words of Jan Assman, into an ‘internalized past’, that is, through an act of semioticization the Aryan migration was transformed into a ‘hot memory’ in Levi-Strauss’s sense, and thereby into a ‘founding history, i.e. a myth’ (Assman 1992:75–77). -

Inspiring Innovation VISION IAS™ www.visionias.in www.visionias.wordpress.com “The significant problems we face cannot be solved at the same level of thinking we were at when we created them." - Albert Einstein ANALYSIS / APPROACH / SOURCE / STRATEGY: GENERAL STUDIES PRE 2020 PAPER - TEAM VISION IAS Observations on CSP 2020 • This year the paper appeared to be on the tougher side and the options framed were confusing. • The static portions like History, Polity, Geography, Economics, etc. as expected were given due weightage. • Questions in almost all the subjects ranged from easy to medium to difficult level. Few unconventional questions were also seen. This year many questions were agriculture related which were asked from geography, environment and economics perspective. • Few questions asked by UPSC, although inspired by current affairs, required overall general awareness. For instance the questions on Indian elephants, cyber insurance, G-20, Siachen glacier, etc. • Polity questions demanded deeper understanding of the Constitution and its provisions. The options in polity questions were close but very easy basic fundamental questions like DPSP, Right to Equality, etc were asked from regular sources like Laxmikanth. Few Questions covering the governance aspect like Aadhar, Legal Services, etc were also given weightage. • In the History section, Ancient India questions were given more weightage unlike in the previous years, and their difficulty level was also high. Art & Culture and Medieval Indian history also had tough questions. However, the modern history section was of moderate level difficulty overall. • Environment questions unlike previous years did not focus on International climate initiatives and bodies. This year focus lay on environmental issues, application of technology and related concepts like benzene pollution, steel slag, biochar, etc. -

14. Formation of State of Maharashtra After India gained independence, there was demand on large scale for the reconstruction of states on linguistic basis. In Maharashtra also the demand for state of Marathi speaking people led to ‘Samyukta Maharashtra Movement’ from 1946 onwards. Through various changing circumstances the movement progressed and finally on 1 May 1960 the state of Maharashtra came to be formed. Background : From the beginning of 20th century, many scholars had begun to express the thoughts on unification of Marathi speaking people. In 1911, the British Government had to suspend the partition of Bengal. On this background, N.C.Kelkar wrote that ‘the entire Marathi speaking poulation should be under one dominion’. In 1915, Lokmanya Tilak had demanded the reconstruction of a state based on language. But during that period the issue of independence of India was more important, hence this issue remained aside. On 12 May 1946, in the Sahitya Sammelan at Belgaon, an important resolution regarding Samyukta Maharashtra was passed. Samyukta Maharashtra Parishad : On 28 July, ‘Maharashtra Ekikaran Parishad’ was called at Mumbai. Shankarrao Dev was its president. It passed a resolution that all Marathi speaking regions should be included in one state. This should also include Marathi speaking regions of Mumbai, Central provinces as well as Marathwada and Gomantak. Dar Commission : On 17 June 1947, Dr. Rajendra Prasad, the President of Constituent Assembly established the ‘Dar Commission’ under the chairmanship of Justice S.K.Dar, for forming linguistic provinces. On 10 December 1948, the report of Dar Commission was published but the issue remained unsolved. -

Draft Political Economy of a Dominant Caste Rajeshwari Deshpande and Suhas Palshikar* This paper is an attempt to investigate the multiple crises facing the Maratha community of Maharashtra. A dominant, intermediate peasantry caste that assumed control of the state’s political apparatus in the fifties, the Marathas ordinarily resided politically within the Congress fold and thus facilitated the continued domination of the Congress party within the state. However, Maratha politics has been in flux over the past two decades or so. At the formal level, this dominant community has somehow managed to retain power in the electoral arena (Palshikar- Birmal, 2003)—though it may be about to lose it. And yet, at the more intricate levels of political competition, the long surviving, complex patterns of Maratha dominance stand challenged in several ways. One, the challenge is of loss of Maratha hegemony and consequent loss of leadership of the non-Maratha backward communities, the OBCs. The other challenge pertains to the inability of different factions of Marathas to negotiate peace and ensure their combined domination through power sharing. And the third was the internal crisis of disconnect between political elite and the Maratha community which further contribute to the loss of hegemony. Various consequences emerged from these crises. One was simply the dispersal of the Maratha elite across different parties. The other was the increased competitiveness of politics in the state and the decline of not only the Congress system, but of the Congress party in Maharashtra. The third was a growing chasm within the community between the neo-rich and the newly impoverished. -

Political Economy Of Irrigation Development In Vidarbha SJ Phansalkar I. Introduction: • Vidarbha comprises ofthe (now) eleven Eastern districts in Maharashtra. As per the 1991 Census Over 17 million people live in some 13300 villages and nearly 100 small and big towns in Vidarbha, covering a total of 94400 sq km at a population density of 184 persons per sq km. Thirty four percent ofthese people belong to the SC/ST. While a large majority of the people speak Marathi or its dialects as their mother tongue, there is a strong influence ofHindi in all public fora. A strong sense of being discriminated against is perpetuated among the people of Vidarbha. Its origin perhaps lies in the fact that the city ofNagpur (which is the hub of all events in Vidarbha) and hence the elite living in it suffered a major diminution in importance in the country. It was the capital ofthe Central Provinces and Berar till 1956 and hence enjoyed a considerable say in public matters. The decision making hub shifted to Mumbai in 1956. Vidarbha elite have now got to compete for power with the more resourceful and crafty elite from Western Maharashtra. While largely an issue with the political elite, yet this sense of having been and still being wronged is significantly reinforced by the fact of relatively lower development of this region vis a vis other areaS in Maharashtra. For instance the CMIE Development indexes shown below indicate significantly lower level ofdevelopment for the Vidarbha area. ..
