General Committee Report No. 18 Meeting of July 17, 2019

To the Council of The City of Peterborough for consideration at its special meeting held July 17, 2019 The General Committee as a result of its special meeting held on July 17, 2019 recommends as follows:

1. Emergency Location for Overflow Beds

1. That Staff prepare, open and operate overflow beds in the downstairs auditorium in the main branch of the Peterborough Public Library when other shelters are at capacity. That the operating hours for the overflow beds space be 9:00 PM until 8:00 AM.

2. That the additional costs required for the overflow beds, including for adequate security and cleaning services, be funded from the Homelessness Reserve.

3. That Staff implement such policies and practices as required to ensure the safe operation of the interim overflow beds.

4. That Staff be delegated the authority to close the temporary location when a longer-term location for overflow beds is available.

5. That the CAO and City Clerk be authorized to enter into such agreements as necessary for the provision of overflow beds and ancillary services.

Notice of Motion Moved by Councillor Riel Seconded by Councillor Zippel Whereas the Peterborough region ranks third among Ontario municipalities for the rate per 100,000 for opioid emergency department visits; Whereas there have been 19 suspected opioid-related overdose deaths in Peterborough City and County in the first six months of 2019; and Whereas supervised consumption sites save lives; Therefore be it resolved that the City of Peterborough supports in principle the submission of applications to the province and federal government for authorization and funding for the operation of a supervised consumption site under the provincial government’s Consumption and Treatment Services model that provides integrated, wrap-around services that connect clients who use drugs to primary care, treatment and other health and social services. General Committee Report No. 15 Meeting of July 2, 2019

To the Council of The City of Peterborough for consideration at its meeting held July 22, 2019 The General Committee as a result of its special meeting held on July 2, 2019 recommends as follows:

1. Report of Closed Session Sale of 260 Jameson Drive Recommendations:

a) That the vacant 2.207 acre industrial lot at 260 Jameson Drive be declared surplus to the requirements of the City of Peterborough;

b) That the notice requirements of By-law 95-62 (Sale of Real Property) be waived; and,

c) That the Commissioner, Infrastructure and Planning Services, be authorized to execute the Agreement of Purchase and Sale and documents to affect the sale in forms acceptable to the said Commissioner and the City Solicitor.

2. Designation of 130 Simcoe Street (Bank of Montreal) Report CSACH19-009 That Council approve the recommendations outlined in Report CSACH19- 009, dated July 2, 2019, of the Chief Administrative Officer and Acting Commissioner of Community Services, as follows: a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) to designate the property at 130 Simcoe Street as a heritage property under Part IV, Section 29 of the Ontario Heritage Act (R.S.O. 1990, c.O.18) being of “cultural heritage value or interest” be approved; and b) That Council’s intention to designate be advertised in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.29 (3); and

c) That the owner of the property to be designated, and the Ontario Heritage Trust, be served with a Notice of Intention to Designate as per the Ontario Heritage Act R.S.O. 1990, c.O.18, s.29 (3). d) That staff be requested to bring forward to Council a review of the Heritage Property Tax Relief Program at a future meeting.

3. Award of a Non-standard Procurement of a Storm Sewer Installation for the Peterborough Airport Report IPSAIR19-005 That Council approve the recommendation outlined in Report IPSAIR19- 005, dated July 2, 2019, of the Commissioner of Infrastructure and Planning Services as follows: That the engineering, supply and installation of the storm sewers be awarded to Vicano Construction Ltd., 225 Paris Road, , Ontario, N3R 1J2, at a total cost of $118,000.00, HST of plus $15,340.00, for a total cost of $133,340.00.

4. Opioid Crisis Presentation Report CLSCLK19-018 That Council approve the recommendation outlined in Report CLSCLK19- 018 dated July 2, 2019, of the City Clerk, as follows: That the presentation from the Deputy Police Chief and the Medical Officer of Health be received for information.

5. Listing of Properties on the Heritage Register Report CSACH19-010 That Council approve the recommendation outlined in Report CSACH19- 010, dated July 2, 2019, of the Chief Administrative Officer and Acting Commissioner of Community Services, as follows: At the meeting of July 2, 2019 Committee added items b) and c). Contract Extension for Daily Meal Program and Update on Local Food Security Programs Report CSSS19-007 That Council approve the recommendations outlined in Report CSSS19-007 dated July 2, 2019, of the CAO and Acting Commissioner of Community Services, as follows: a) That the CAO and Clerk be authorized to sign a 1-year contract extension not to exceed $208,000 with St. John’s Anglican Church for the delivery of the Community Meal and Drop-in Centre Program for the period of January 1, 2020 to December 31, 2020; and b) That payments of $300 per day be made as part of this contract extension for the delivery of a Warming and Cooling Facility Service when heat and cold alerts occur. At the meeting of July 22, 2019, Council added item c) as follows: c) That staff review the RFP process at the conclusion of the contract extension.

7. Assignment of the Municipal Housing Project Facilities Agreement for 255 Stewart Street Report CSSS19-006 That Council approve the recommendations outlined in Report CSSS19-006 dated July 2, 2019, of the CAO/Acting Commissioner of Community Services, as follows: a) That the City consent to the assignment of the Municipal Housing Project Facilities Agreement for 225 Stewart Street, which expires in 2022, from the seller, 755038 Ontario Inc., to the purchaser, TVM Stewart Street Inc.;

b) That the City agree to amend the term of the Municipal Housing Project Facilities Agreement for 225 Stewart Street, to extend it for an additional 10 years to January 15, 2032; c) That the Mayor and Clerk be authorized to execute documents to affect the assignment and extension of the term of the Municipal Housing Project Facilities Agreement in forms acceptable to the CAO/Acting Commissioner of Community Services and the City Solicitor; and d) That By-laws 07-008 and 07-009 be amended to affect the assignment and extension of the term of the Municipal Housing Project Facilities Agreement.

8. Residential Conversion and Intensification Grant Approval for 362 George Street North Report IPSPL19-020 That Council approve the recommendation outlined in report IPSPL19-020 dated July 2, 2019, of the Commissioner, Infrastructure and Planning Services, as follows: That a Residential Conversion and Intensification Grant be approved for 362 George Street North in the amount of $132,000.00 and that the City enters into an agreement with 2649446 Ontario Inc.

9. Encroachment Agreements - Part of 279 Lake Street and 617 The Kingsway Report IPSRE19-009 That Council approve the recommendation outlined in Report IPSRE19-009 dated July 2, 2019 of the Commissioner of Infrastructure and Planning Services, as follows: That the Commissioner of Infrastructure and Planning Services, after consulting with the City Solicitor, be authorized to execute such agreements as necessary to permit the City to enter into an encroachment agreement with: i) The owner of 283 Lake Street, concerning a portion of 279 Lake Street; and ii) The owner and tenant of 615 The Kingsway, concerning 617 The Kingsway.

1. Report of Closed Session

Recommendation:

That, respecting an action commenced in the Ontario Superior Court of Justice in as Court File No. CV-17-583684, General Committee recommend that Council authorize staff to proceed as outlined in Report CLSOCS19-008 dated July 8, 2019, of the City Solicitor.

2. Citizen Appointment to the Peterborough Architectural Conservation Advisory Committee Report CLSCLK19-016 That Council approve the recommendations outlined in Report CLSCLK19- 016, dated July 8, 2019, of the City Clerk, as follows: a) That Deborah Keay (Peterborough Historical Society representative) be appointed to serve as a member of the Peterborough Architectural Conservation Advisory Committee; and, b) That the appointment take effect July 22, 2019.

3. Peterborough Utilities Commission Development Charges Background Study Recommendations Report CLSFS19-036 That Council approve the recommendation outlined in Report CLSFS19-036 dated July 8, 2019, of the Commissioner of Corporate and Legislative Services, as follows:

That, as requested by the Peterborough Utilities Commission, Council adopt a Development Charge By-law, as set out in Appendix C, at its July 22, 2019 Council meeting to establish new development charge rates to be levied by the Peterborough Utilities Commission for the period July 22, 2019 to July 21, 2024.

4. Removal of "H" - Holding Symbol from the Zoning of 365 Armour Road Report IPSPL19-022 That Council approve the recommendation outlined in Report IPSPL19-022 dated July 8, 2019, of the Commissioner of Infrastructure and Planning Services, as follows: That the property at 365 Armour Road be rezoned from SP.356 – “H”- Residential District to SP.356 – Residential District in accordance with Exhibit “C” attached to Report IPSPL19-022.

5. Highway 115 Rehabilitation Presentation - MTO Report CLSCLK19-017 That Council approve the recommendation outlined in Report CLSCLK19- 017 dated July 8, 2019, of the City Clerk, as follows: That the presentation from the Ministry of Transportation be received for information.

6. City of Peterborough Holdings Inc. Presentation Report CLSFS19-037 That Council approve the recommendations outlined in Report CLSFS19- 037, dated July 8, 2019, of the Commissioner of Corporate and Legislative Services, as follows: a) That the City of Peterborough Holdings Inc. (COPHI) presentation be received;

March 31, 2019 Financial Report (Unaudited) Report CLSFS19-031 That Council approve the recommendations outlined in Report CLSFS19- 031 dated July 8, 2019, of the Commissioner of Corporate and Legislative Services, as follows: a) That the March 31, 2019 Quarterly Financial Report (unaudited) attached as Appendix A to Report CLSFS19-031, dated July 8, 2019, be received; b) That the Flood Reduction Subsidy Program values be increased as follows: i) That the maximum subsidy levels for the sanitary backwater valve be adjusted from $800 to $1,000; ii) That the maximum subsidy levels for the foundation drain disconnect from the sanitary sewer and the installation of a sump pit and pump be adjusted from $800 to $1,500; and iii) That the maximum subsidy levels for doing both the installation of a sanitary backwater valve and the foundation drain disconnect from the sanitary sewer and the installation of a sump pit and pump be adjusted from $1,800 to $3,000. c) That, as a matter of housekeeping, the Public Transit Infrastructure Fund (PTIF) and Capital Levy funding allocations in previous Capital Budgets be reallocated to match the latest approved projects in accordance with the executed PTIF funding agreement as follows:

i) $312,500 in PTIF from the 2017 Transit Bus (2017 Capital Budget Project 3-4.02) be reallocated as follows: a. $250,000 to the Transit Intelligent Transit System (ITS) (2017 Capital Budget Project 5-11.04); and b. $62,500 to the Transit Stop Shelter Project (2018 Capital Budget Project 5-11.03) ii) $250,000 Capital Levy from the Transit Intelligent Transit System (2017 Capital Budget Project 5-11.04) and $62,500 Capital Levy from the Transit Stop Shelter Project (2018 Capital Budget Project 5-11.03) be reallocated to 2019 Transit Bus Project (2019 Capital Budget Project 5-16-01); and iii) $51,900 in PTIF from the 2017 Transit Bus (Project 3-4.02) be reallocated to the 2019 Transit Bus (Project 5-16-01). d) That the 2019 Transit Bus (Project 5-16-01) capital budget be reduced from $2,164,000 to $1,834,000 to reflect the budgeted provincial grant of $605,000 and federal grant of $734,000 which were not received and that $644,600 be reallocated to the 2019 Transit Bus capital budget as follows: i) $57,900 of Capital Levy from the 2018 Accessible Transit Stops and Shelters (Project 5-11.03); ii) $30,000 of Capital Levy and $15,000 Transit Development Charges from the 2018 Transit Stop Shelters (Project 5-11.04); and iii) $541,700 of Federal Gas Tax from the Federal Gas Tax reserve. e) That, as a matter of housekeeping, $892,500 Federal Gas Tax (FGT) be reallocated to the George Street Cycling Project (2016 Capital Budget Project 5-14-01) and corresponding amounts of Capital Levy be transferred into the following projects: i) $270,000 to the Otonabee River Trail – Del Crary Park to Little Lake Cemetery (2019 Capital Budget Project 5-1.04); ii) $120,000 to the Otonabee River Trail - CPR Bridge to George Street (2011 Capital Budget Project -7-1.02); and iii) $502,500 to the Bethune Street - City Funded (2019 Capital Budget Project 5-6.02). f) That the $154,000 project budget for Art Gallery Accessibility Upgrades be funded from a $100,000 grant from the Federal Enabling Accessibility Fund and a $54,000 transfer from the Facilities Maintenance Reserve.

That staff be directed to notify Drain Bros. Excavating Limited that The Corporation of the City of Peterborough waives its right to exercise an option to reacquire the property known municipally as 1900 Technology but without prejudice to the parties’ rights and obligations pursuant to the said Option Agreement and time remaining of the essence in respect of all such rights and obligations.

2. Employment Services Transformation - Local Service System Management Report CSSS19-008 That Council approve the recommendations outlined in Report CSSS19-008 dated July 22, 2019, of the CAO and Acting Commissioner of Community Services, as follows:

a) That staff be authorized to complete the Provincial Request for Qualification application to be considered for the role of Service System Manager of community-based employment and training services;

b) That if the City is successful in the Request for Qualification process, staff be authorized to develop and submit the Call for Proposal in collaboration with identified Consolidated Municipal Service Managers (CMSM) in the District of Muskoka, City of , and Northumberland County;

c) That any proposed final agreement between the Province and City of Peterborough as the lead Consolidated Municipal Service Manager be 100 percent funded by the Province and cost neutral to the City and participating CMSM’s;

3. Transitional Housing Opportunity: YES Shelter for Youth and Families Report CSSS19-009 That Council approve the recommendations outlined in Report CSSS19-009 dated July 22, 2019, of the CAO/ Acting Commissioner of Community Services, as follows:

a) That the Ontario Priorities Housing Initiative funding for Youth Emergency Shelter of Peterborough Incorporated’s (known as YES Shelter for Youth and Families) acquisition of 12 units of affordable housing at 709 Water Street, Peterborough, including municipal incentives and conditional approval of up to a maximum of $900,000 in federal-provincial capital funding be approved;

b) That a By-law be adopted authorizing City Council to designate the property at 709 Water Street, Peterborough as a Municipal Housing Facility, in accordance with By-law Number 12-094, and authorizing the Mayor and Clerk to sign agreements and other documents as necessary to provide municipal incentives, and capital funding;

c) That a By-law be adopted authorizing Council to exempt the property at 709 Water Street, Peterborough from property tax levied for municipal and school purposes for a period of 10 years, as a Municipal Housing Facility in accordance with By-law Number 12- 094;

d) That staff be authorized to negotiate the specific terms and conditions of a legal agreement with Youth Emergency Shelter of Peterborough Incorporated and that the Mayor and Clerk be authorized to sign the agreement and other documents as necessary.

2. Report IPSRE19-013 Closure and Conveyance of Partial Lane West of 307 Wallis Drive That Council approve the recommendations outlined in Report IPSRE19- 013, dated September 9, 2019, of the Commissioner of Infrastructure and Planning Services, as follows: a) That the lands identified as Part 1 on Reference Plan 45R-16799, as set out on Appendix A and Part 7 on Plan 45R-6109, as set out on Appendix B, be declared surplus to the needs of the City of Peterborough; b) That the notice requirements of By-law 95-62 (Sale of Real Property) otherwise be waived; c) That the lands identified as Part 1 on Reference Plan 45R-16799 with an area of approximately 1,000 square feet be conveyed to the owner of 307 Wallis Drive; d) The lands identified as Part 7 on Plan 45R-1609 with an area of approximately 1,000 square feet be conveyed to the owner of 284 Cottonwood Drive; and 39 General Committee Report No. 21 Meeting of September 9, 2019 Page 3

e) That the Mayor and Clerk be authorized to execute documents to effect the said transaction in forms acceptable to the City Solicitor.

4. Report IPSRE19-014 Purchase of Easement at 592 Rogers Street That Council approve the recommendations outlined in Report IPSRE19- 014 dated September 9, 2019 of the Commissioner of Infrastructure and Planning Services, as follows: a) That Council approve acquisition of a utility services easement over part of 592 Rogers Street, being designated as Part 2 on 45R-16790, as shown on Appendix B – Easement Location to the City of Peterborough from the owner of 592 Rogers Street for rehabilitation work along Curtis Creek including the installation of a new concrete box culvert under Tivey Street from the Otonabee River to the north side of Rogers Street; and b) That the Commissioner of Infrastructure and Planning Services be authorized to execute such documents to effect the said easement in forms acceptable to the City Solicitor.

5. Report IPSRE19-015 Partial Purchase of 611 Rogers Street That Council approve the recommendations outlined in Report IPSRE19- 015 dated September 9, 2019 of the Commissioner of Infrastructure and Planning Services, as follows: a) That the City acquire part of 611 Rogers Street, described as Part of Lots 18, 19, 20, 21, and 22, Plan 10A, designated as Part 1 on 45R- 16790, as shown in Appendix B – Extent of Partial Purchase, from the Peterborough Housing Corporation. b) That the Commissioner of Infrastructure and Planning Services, after consulting with the City Solicitor, be authorized to execute such agreements as necessary to permit the acquisition of Part 1 on 45R- 16790. 40 General Committee Report No. 21 Meeting of September 9, 2019 Page 4

c) That a by-law be passed to establish Part 1 on 45R-16790 in the City of Peterborough as part of the public highway named Tivey Street.

6. Report IPSBD19-004 Safe Sewage Management Agreement with Peterborough Public Health That Council approve the recommendation outlined in Report IPSBD19-004, dated September 9, 2019, of the Commissioner of Infrastructure and Planning Services, as follows: That the Mayor and Clerk be authorized to execute a one year extension of the term of the agreement dated October 1, 2014 between the Board of Health for the Peterborough County-City Health Unit operating as Peterborough Public Health and the City of Peterborough, with mutual options to extend for three successive periods of one year each, with respect to the enforcement by the Board of Health for the Peterborough Public Health of the Building Code Act, 1992 related to sewage systems.

7. Report PKED19-003 PKED 2019 Second Quarter Metrics That Council approve the recommendation outlined in Report PKED19-003 dated September 9, 2019 of the Board Chair and President & CEO of Peterborough & the Kawarthas Economic Development, as follows: That Report PKED19-003 and supporting presentation, providing the Peterborough & the Kawarthas Economic Development 2019 Second Quarter Metrics be received.

8. Report CAOFS19-002 Memorandum of Understanding between City of Peterborough (Fire Services) and the Province of Ontario That Council approve the recommendation, outlined in Report CAOFS19- 002 dated September 9, 2019 of the Fire Chief, as follows: 41 General Committee Report No. 21 Meeting of September 9, 2019 Page 5

That the Mayor and Clerk be authorized to execute a Memorandum of Understanding with the Province of Ontario to establish and operate a Technician Level Chemical, Biological, Radiological, Nuclear and Explosive Team in a form acceptable to the Fire Chief in consultation with the City Solicitor.

9. Report CAO19-010 Impacts to Children’s Services Directly Operated Programs and Expansion Plan That report CAO19-010, Impacts to Children’s Services Directly Operated Programs and Expansion Plan be deferred as follows: a) To Finance Committee for the City’s 2020 budget deliberations, b) To enable staff to report back at the October cycle of General Committee meetings on expansion spaces

c) To enable staff to report to the Joint Services Committee on the matter.

d) To enable City Council to formally request MPP Dave Smith to attend the September 23rd Council meeting to respond to questions regarding provincial downloads and their affect on municipalities.

10. Report CLSFM19-007b

Supplemental Report on Creation of a Capital Project and Transfer of Funds for Two Affordable Houses at 808 Sherbrooke Street and 953 Clonsilla Avenue That Council approve the recommendations outlined in Report CLSFM19- 007b dated September 9, 2019, of the Commissioner of Corporate and Legislative Services, as follows: a) That a capital project be created for $300,000 to renovate 808 Sherbrooke Street and 953 Clonsilla Avenue to be rented out as affordable transitional housing for individuals or families experiencing homelessness; b) That the amount required for the renovations, to a maximum of $300,000, be transferred from the Social Services Homelessness 42 General Committee Report No. 21 Meeting of September 9, 2019 Page 6

Reserve, leaving whatever is not required in the reserve for other homelessness initiatives; and c) That the Chief Administrative Officer be delegated the authority to award a contract for the project through a Non-Standard Procurement process in order to expedite the renovation. 11. Report CLSFS19-043 Urban Hens

That Council receive for information Report CLSFS19-043 dated September 9, 2019 of the Commissioner of Corporate and Legislative Services respecting the keeping of hens in the City of Peterborough.

12 Report CSRS19-005 Off Leash Dog Park - Operator and Policy Changes That Council approve the recommendations outlined in Report CSRS19-005 dated September 9, 2019, of the Commissioner of Community Services and the Commissioner of Infrastructure & Planning, as follows:

a) That the Agreement between the City and the Peterborough Dog Club for the operation of the Off-Leash Dog Park in Farmcrest Park be terminated, as requested by the Peterborough Dog Club, as of December 31, 2019, and that the City assume direct operation of the Dog Park, effective January 1, 2020; b) That a reserve account be established to deposit the approximate $6,000 to be turned over to the City from the Peterborough Dog Club, to support future maintenance of the existing dog park infrastructure;

c) That the requirement for municipal off-leash dog parks to be operated by a third-party Operator be discontinued effective January 1, 2020; d) That the Corporate Off-Leash Dog Park Policy (# 0027 attached as Appendix A) be amended by removing any references to activities that an Operator would undertake, removing reference to a Use Agreement and any other wording that is no longer applicable, as per 43 General Committee Report No. 21 Meeting of September 9, 2019 Page 7

the amended version which is attached as Appendix B, with the amendments coming into effect January 1, 2020.

13. 14. Report IPSES19-010 Peterborough Organics Project and the Low Carbon Economy Application Results

That Council approve the recommendations outlined in Report IPSES19- 010 dated September 9, 2019, of the Commissioner of Infrastructure and Planning Services, as follows: a) That the Mayor and Clerk be authorized to execute the Low Carbon Economy Fund – Partnership Stream Transfer Payment Agreement and any amendments between Her Majesty the Queen in Right of Canada as represented by the Minister of the Environment and Climate Change Canada and the Corporation of the City of Peterborough;

b) That a $15,300,000 Capital Budget be established for the Peterborough Organics Project funded as follows: i) That the $4,000,000 Construction and Transfer of Leaf and Yard Waste Compost Facility (2019 Capital Budget #5-21-02) and the $20,000 SSO Study Project (established through delegated authority and reported through Quarterly Report CLSFS18-036, dated August 27, 2018) be merged and renamed the Peterborough Organics Project; 44 General Committee Report No. 21 Meeting of September 9, 2019 Page 8

ii) That $5,169,414 be pre-committed with $1,700,000 million in each of 2021 and 2022 and $1,769,414 in 2023; and iii) That the $6,110,586 Low Carbon Economy Fund (LCEF) federal grant be applied to the project. c) That the City proceed with a non-standard procurement for the design and supply of GORE™ compost processing system from Sustainable Generation for an estimated amount of $2,400,000. d) That Administrative Staff Committee be delegated the authority to approve the award of the non-standard procurement process for the GORE™ compost processing system provided costs fall within the approved capital budget. 15. Other Business - Climate Change Whereas: 1. Climate change is the greatest crisis of our times worldwide, harming human and animal populations through extreme storms, severe flooding, record heat waves, prolonged droughts, and other natural disasters 2. Climate change is contributing to billions of dollars in property and infrastructure damage worldwide and is viewed as the major public health threat in Canada for cardiovascular and respiratory illnesses and deaths 3. International research has concluded that there is a need for massive carbon emissions reductions within the next 11 years to avoid further devastating damage to our environment, economy, and society 4. Over 450 local governments, including 40 Canadian communities such as , London, Hamilton, and Kingston have acknowledged this urgency by officially declaring a climate emergency. They are committed to action to drive down emissions at emergency speed. These Climate Emergency Declarations importantly involve the public and serve as Calls to Action by the Community as well as by Council and other levels of government. Therefore: Be it resolved that staff, working with the new Peterborough Environmental Advisory Committee (PEAC), be requested to report back to Council on the implications of the City of Peterborough officially declaring a climate emergency for the purposes of naming, framing, and deepening our 45 General Committee Report No. 21 Meeting of September 9, 2019 Page 9

commitment to protecting our community, its economy, and its eco systems from climate change; and That staff, working with the PEAC, be requested to also report on the opportunities to: a. Greatly accelerate timelines for our existing actions to reduce the effects of climate change; b. Add new actions and proposals to reduce greatly our GHG emissions; c. Identify the budgetary implications of proposed actions, including opportunities to engage all other levels of government and private sources, to combat climate change; d. Incorporate a climate change lens into all city actions and policies recognizing the need to achieve a target of 45% GHG emission reduction by 2030 and net zero by 2050; e. Engage and educate the general public regarding this crisis to support the city’s efforts to meet these goals; and, f. That staff report back to Council by the end of the first quarter, 2020.

16. Other Business - Relief for Bahamas

That Council donate $2,000 to the Red Cross toward relief efforts in the Bahamas as a result of hurricane Dorian.

17. Other Business - Homelessness Plan

That staff report back to Council:

a. On the closing of the Warming Room;

b. The plan for a new overflow bed facility;

c. The costs incurred for the interim period; and,

d. Any new initiatives for eliminating chronic homelessness.

Other Business - Canadian Coalition of Municipalities Against Racism and Discrimination That staff report back to Council, in two cycles, on the Declaration to join the Canadian Coalition of Municipalities Against Racism and Discrimination that is proposed by the Canadian Commission for United Nations Educational, Scientific and Cultural Organization (UNESCO) and endorsed by the Federation of Canadian Municipalities including the staffing and financial implications for the City of Peterborough.

19. Not Recommended by Committee Sidewalk Snow Clearing Program That staff report back to Finance Committee on the feasibility of canceling our residential sidewalk snow clearing program and,

That staff report on the feasibility of implementing a snow clearing subsidy program for seniors.
