During the year we faced the challenge of building ridership and met it by increasing patronage for all of our passenger services. In 1982 the Kowloon-Canton Railway Corporation (KCRC) was established through the enactment of the Kowloon-Canton Railway Ordinance. In addition to providing high quality mass transport services in the Hong Kong Special Administrative Region, the Corporation designs and develops new railways and is active in property development and related commercial activities. KCRC is one of the world’s most successful public transport operators, carrying about 1.6 million passengers each day. In recent years the Corporation has significantly expanded its network. West Rail, opened in 2003, extended rail services to the North West New Territories, and the completion of Ma On Shan Rail and the Tsim Sha Tsui Extension in 2004 further enhanced the network’s reach and connectivity. The Corporation’s 113-kilometre network now links much of the New Territories to Hong Kong’s urban areas. KCRC also contributes significantly to Hong Kong’s social and economic development by providing cross-boundary rail services, developing new railways, and extending rail services to growing areas of the New Territories. 2 Kowloon-Canton Railway Corporation • Annual Report 2006 MISSION AND VISION The Corporation’s mission is to provide a safe, reliable, profitable and integrated railway network that meets the increasing demand for domestic, cross-boundary and intercity railway services.     Established the Environmental Protection Department on April 1, bringing the majority of pollution prevention and control activities under one umbrella. Enacted Water Pollution Control Regulations under the Water Pollution Control Ordinance (1980). Declared the first water control zone (WCZ) at Tolo Harbour. Commenced the Sewerage Master Plan (SMP) programme to provide a blue print for the sewerage infrastructure required to collect sewage on a catchment-basis. Implemented the Livestock Waste Control Scheme. Enacted the Noise Control Ordinance to provide statutory powers for the control of noise from domestic and public places, construction sites, industrial and commercial premises and noisy products. Published the "White Paper on Pollution: A Time to Act" laying down a comprehensive ten-year plan to fight pollution. Published the statutory Waste Disposal Plan under the Waste Disposal Ordinance to set out a ten-year plan for developing new facilities and closing old ones. 1 Commissioned Hong Kong's first Refuse Transfer Station (RTS) at Kowloon Bay. Implemented the Air Pollution Control (Fuel Restriction) Regulations to limit the sulphur content and viscosity of fuel oils. Significant improvement was seen in ambient sulphur dioxide levels. Established the first two Local Control Offices (LCOs) to improve pollution control, services and liaison with the community. Introduced unleaded petrol on April 1 to reduce harmful lead pollution. Completed Hong Kong's first "over-road" noise barrier at Tate's Cairn Tunnel approach roads to protect adjacent high rise dwellings from road traffic noise. Saw an announcement in Governor's Address to the Legislative Council that all Executive Council policy and project papers will contain an Environmental Implications paragraph.

    KCRC EAST RAIL EXTENSIONS SPECIAL ISSUE 3/2007 The Arup Journal Foreword After 10 years' planning, design, and construction, the opening of the Lok Ma Chau spur line on 15 August 2007 marked the completion of the former Kowloon­ Canton Railway Corporation's East Rail extension projects. These complex pieces of infrastructure include 11 km of mostly elevated railway and a 6ha maintenance and repair depot for the Ma On Shan line, 7.4km of elevated and tunnelled route for the Lok Ma Chau spur line, and a 1 km underground extension of the existing line from Hung Hom to East Tsim Sha Tsui. Arup was involved in all of these, from specialist fire safety strategy for all the Ma On Shan line stations, to multidisciplinary planning, design, and construction supervision, and, on the Lok Ma Chau spur line, direct work for a design/build contractor. In some cases our involvement went from concept through to handover. For example, we were part of a special contractor-led team that carried out a tunnel feasibility study for the Lok Ma Chau spur line across the ecologically sensitive Long Valley. At East Tsim Sha Tsui station we worked closely with the KCRC and numerous government departments to re-provide two public recreation spaces - Middle Road Children's playground at the foot of the historic Signal Hill, and Wing On Plaza garden - examples that show the importance of environmental issues for the KCRC in expanding Hong Kong's railway network. This special issue of The Arup Journal is devoted to all of our work on the East Rail extensions, and our feasibility study for the Kowloon Southern Link, programmed to connect West Rail and East Rail by 2009.
