The DNLUP identifies areas important for a variety of uses. These areas were presented to participants during the workshop as Mixed Use Areas. These areas, as they occur around the community, are illustrated on Map 5.

6.2 Areas identified by participants

No additional areas were identified as Mixed Use by participants. However, some areas identified as Mixed Use in the DNLUP were considered by participants to require additional protection because of their particular qualities. These areas and the goals they are important for are identified on Map 6.

Appendix 2: Elected Officials Meeting

The elected officials meeting was attended by the Mayor and members of the Hamlet Council and HTO. During the meeting, participants raised the following issues:

 Concerned about low flying helicopters disturbing caribou

 It was rare to see polar bears in the summer. There never use to be polar bears in Arviat. Animals migrate back and forth. Animals are not as numerous as they used to be. IQ is very useful to identify how or when animals will be present.

 I support exploration camps that put our young people to work. It appears to be the only stable economy right now.

During the community workshop, there was a question and answer period, which included a discussion of the following topics:

 Requesting clarification on the 1970’s exploration of minerals and oil and its connection to the current land use plan. o The Commission answered that the moratorium on oil and gas from the 1970’s that is in the Keewatin Regional Land Use Plan is not included in the Draft Nunavut Land Use Plan.

Two groups completed the mapping session to identify important areas. This Appendix contains the maps that were used by participants to identify areas that are important to the following land use planning goals:

 Protecting and Sustaining the Environment

 Encouraging Conservation Planning

 Encouraging Sustainable Economic Development

 Mixed Use

Also included on each map is a reference table that includes the specific values that were identified for the area.

Note: The documented comments for Group 2 were not verified with an audio recording.

During the mapping portion of the community workshop, the following concerns were raised that did not apply to a specific area that was identified on the maps:

 Concerned about helicopters disturbing caribou near mining camps. In particular, the area across the bay from Whale Cove called Anowtalik.

 All lakes should be protected.

 Caribou are important but are difficult to pin point because they are always moving. Wolves can be found where the caribou are.

 Concern that caribou haven't been seen in the area for 2 years. These used to be a big herd that passed close by Whale Cove. There are low level flying choppers going to worksites daily.

 From Group 3: Areas on PSE map are important for BHC too. The areas I value most are the lakes that we've talked about on the PSE map, the fishing areas. Same for Drinking water.

A small group of participants returned to identify additional important areas during the wrap up session.

During the wrap up session, the following concerns were raised that did not apply to a specific area that was identified on the maps:

 Elders when growing up tell us to be very careful not to abuse the caribou or do something to their area (calving grounds). If so, they don't come back in future. If we don't stop exploration companies now there will be no caribou 30-40 years down the road.

 There is no winter commercial fishery.

 Polar bears come up this coast from James Bay area and they migrate on the shores of Hudson until end of November of each year. They come along this route in March for southbound migration. They come through Whale Cove each migration twice a year.

 Beluga whales all the way up the coast every summer and Whale Cove is a major habitat site. They migrate further up the coast later in season.

 The three big lakes are important for fishing. Not used for commercial but for personal fishery
