The governor has proposed a rule limiting railroad operations that doesn’t make much sense. She wants to require that railroads have two crew members Steve Haynes in the operating cab of every train. There is no scientific basis that we know of for this, since one-man opera- tion has not been tried or studied in most states. It is used by Amtrak and some commuter agencies for passenger trains on short runs, under 100 miles, and while there have been incidents, they are few. These trains have other crew members in contact with the engineer. Some Kansas short-line railroads have used a one-man crew in the locomotive, the engineer, with the conductor driving ahead in a company truck to set things up at each town and inspect the train as it rolls by. That’s not really what we’re talking about here, however, though it’s an efficient way to operate local-service freight trains. It’s big-time, mainline railroading that’s the target of this regulation. Since one- man crews have not been tried in this environment, there’s not much evidence to go on. Railroads have talked about using one man per train, with roving con- ductors to help with switching and problems, but it’s never become part of a union contract. That’s what is driving this proposed regulation. You need look no further than the press release announcing it, which came from the governor’s office, naming Laura Kelly as the one proposing the rule for the Department of Transportation.
