Looking back today, we can see that this was a crucial event in the history of the twentieth century, and indeed a turning point for humanity as a whole. From that time onwards, no one would ever again be able to deny with a clear conscience such simple and fundamental rights as these: "Everyone has the right to life, liberty and security of person.") "No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment."2 "No one shall be subjected to arbitrary arrest, detention or exile."3 "Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food [and] medical care (...)."4 Far from being mere exhortations, these rules set forth the obligations which States have undertaken to respect. The Preamble to the Declaration further states that: "(...) Member States have pledged themselves to achieve (...) univer­ sal respect for and observance of human rights (... )."5 Although we are well aware that actual respect for the "inherent dignity (.oo) of all members

After many years of a relatively stable share of female politi- cians, there has never been that many female candidates on the Swiss electoral rolls (Federal Commission for Women’s Issues, 2019a) and women finally achieved to compose 41.5% of the lower legislative chamber (Federal Assembly, 2019). Women’s slow progression in the legislative bodies calls attention to the remaining gender inequalities they face when consid- ering a political career. The recruitment process is of high importance since it determines which candidates will get on the parties’ electoral slates, thus influencing the composition of the parliament. However, political recruitment remains an under researched topic (Bütikofer et al., 2008; Gilardi, 2015; Plüss & Rusch, 2012) described as a shadowy pathway, differing from one political party to another but in which gender-based stereotypes persist (Giger, 2019). Therefore, the present master thesis focuses on the research of cantonal contextual factors associated to the proportion of women on the electoral rolls of the 2019 National Council elections. The cantonal differences in the share of women on the slates are investi- gated based on the application of Norris and Lovenduski’s influential model of political re- cruitment.

Nous étions engagés dans le parti socialiste depuis une année. Au cours de mes études en sciences sociales à Lausanne, au milieu des années 1960, j’étais déjà très intéressée par la vie du monde. Dans le milieu étudiant on aimait la formule: “Choisis ton camp camarade”.

La première partie de ce travail s’intéressera donc au suffrage féminin en Angleterre ; notre but étant de nous attarder sur le déroulement de la lutte dans d’autres pays européens. Puis, nous nous pencherons de manière plus détaillée sur l’histoire du féminisme en Suisse et ce jusqu’à la votation fédérale de 1959 sur le suffrage féminin. La deuxième partie sera consacrée au suffrage féminin dans le canton du Valais. Tout d’abord, nous expliquerons comment l’Association valaisanne pour le suffrage féminin fut créée, en insistant sur ses fondateurs et ses objectifs. Ensuite, nous verrons pourquoi le résultat de la votation fédérale de 1959 est aussi faible et quelles ont été les conséquences de cette défaite. Enfin, nous nous intéresserons aux différents acteurs de la campagne pour le suffrage féminin en 1970. Dans la troisième partie, nous évoquerons principalement le 12 avril 1970, journée lors de laquelle les femmes valaisannes obtiennent le droit de vote et d’éligibilité au niveau cantonal. Nous verrons notamment les réactions des partisan·e·s et les premières mesures qui ont été appliquées seulement quelques mois après : cycle de conférences pour instruire les Valaisannes qui voteront et première votation pour les femmes en Valais à Gampel.
