Before I start telling you about Sumgayit events, which I firmly believe are of vital importance for Azerbaijan, and in the trial of which I represented the government, about peripeteia of this trial and other happenings which became echoes and continuation of the tragedy in Sumgayit, and finally about inferences I made about all the abovementioned as early as in 1989, I would like to give you some brief background about myself, in order to demonstrate you that I was not involved in the process occasionally and that my conclusions and position regarding the case are well grounded. Thus, after graduating from the Law Faculty of of the Kuban State University of Russia with honours, I was appointed to the Neftekumsk district court of the Stavropol region as an interne. After the lapse of some time I became the assistant for Mr Krasnoperov, the chairman of the court, who used to be the chairman of the Altay region court and was known as a good professional. The existing legislation at that time allowed two people’s assessors to participate in the court trials in the capacity of judges alongside with the actual judge.

The HOMENETMEN LEADER’S GUIDE Հ.Մ.Ը.Մ.ական ՂԵԿԱՎԱՐԻ ՈՒՂԵՑՈՅՑ English Version Second Edition 2.1 February 2019 Prepared by: Dr. Shahe Yeni-Komshian Commissioned by: Homenetmen Western USA Regional Executive Board Sponsored by: Homenetmen Central Executive Board The content of the Homenetmen Leader’s Guide includes original writings by SY, as well as edited past documents and/or reproduction of already prepared documents. The Guide is available on-line as an e-document, at: www. Homenetmen.net The Homenetmen Leader’s Guide was Developed on the Occasion of the 100th Anniversary of HOMENETMEN As a Tribute to its Remarkable Contribution to Armenian Society, In the Hopes of Educating Future Generations of Leaders to Carry on the Torch. SY 2 PREFACE Homenetmen has bylaws, rules and regulations, but no formal leadership development program. Governing bodies also do not have a comprehensive orientation guide for new board members. Hence this guidebook. This Guide is primarily written for the leadership of Western USA Region. However, the entire Homenetmen family with all of its Regions and Chapters could use this guidebook, with minor adjustments of region specific information. WHY Do We Need to HAVE a GUIDE for LEADERS? Every nonprofit organization needs a board development process. Homenetmen has to give tools to those leaders who are expected to lead our youth, to better explain to them their role and responsibilities, educate them about their position and functions and help improve their performance. Quality leaders are better mentors. This Guide may be utilized for two purposes: 1. As a reference handbook, adopted by any Homenetmen leader, or 2.

  • Letter to the Armenian Authorities on the Peaceful Protests in Armenia
Secretariat of the Eastern Partnership Civil Society Forum 10 rue de l'Industrie 1000 Brussels Armen Sarkissian, President, Republic of Armenia Serzh Sargstan, Former Prime Minister, Republic of Armenia Ara Babloyan, Speaker of the Parliament, Republic of Armenia Edward Nalbandyan, Minister of Foreign Affairs, Republic of Armenia 23 April 2018 Letter to the Armenian Authorities on the Peaceful Protests in Armenia The Steering Committee of the Eastern Partnership Civil Society Forum demands that the authorities of the Republic of Armenia immediately free all persons detained by the police during the peaceful demonstrations in the past nine days. These include Nikol Pashinyan, Sasun Mikaelian and Ararat Mirzoyan who are members of parliament and other detained leaders of the protests such as Davit Sanasaryan and Armen Grigoryan who have done nothing other than to organise people in exercising their right free assembly. The situation also requires that the authorities show restraint in dealing with continuing protests and undertake a dialogue with the protesters and their leaders to bring about an agreement which is acceptable to both sides. The recently signed Comprehensive and Enhanced Cooperation Agreement (CEPA) between the European Union and Armenia can only be implemented if peace returns to the streets of Yerevan and other Amenian regions and both sides work for a solution which leads to early elections which will establish the democratic legitimacy of the elected authorities. Only a leadership elected, in free and fair elections, can oversee the implementation of the CEPA and re establish a legitimate basis for the reforms which await Armenia. The path of repression which the current leadership of the country appears to have embarqued on marks a road to nowhere and risks the prolongation of the current crisis without any guarantee that lasting social peace can be established and a prosperous future for the country be ensured.
