EDITORIAL The British Government. has again sent one of its political personalities on a whirlwind tour of Tanzania, Mozambique, South Afrca, Botswana, Zambia, Rhodesia and, though belatedly included, Angola, to discuss the Rhodesian issue. This time the personality is the Commonwealth and Foreign Relations Secretary, Dr. David Owen. Dr. Owen came hard on the heels of Mr. Ivor Richard whose disappointment with the Rhodesian fascist regime has very widely publicised by the British news media. Mr. Richard visited Rhodesia after several attempts had been made to reach a settlement with Smith and his fascist league. -

JAN SMUTS HOUSE UNIVERSITY OF THE WITWATERSRAND 6th MAY 1968 RHODESIA - MAY 1968 It is nine months since I attempted to make any assessment of the situation in Rhodesia. In the previous eighteen I had spoken at least six times on UDI and the problems which it had created for Rhodesia, Zambia, Britain and South Africa. No final solutions have been reached to any of these problems; but our news- papers and newscasts have been filled with the infiltration of terrorists, counter-terrorist action, support respectively for terrorists from Zambia and for counter-terrorists from South Africa, the succession of British ministers and ex-ministers visiting Salisbury, visits by Mr Smith to South Africa, and possible visits by Mr Smith to Britain, the U.S.A. and the U.N. , calls for economic, political and military action, and what have you. He travelled widely throughout the country and interviewed many politicians, officials and military personnel. Anderson Introduction Zimbabwe (formerly known as Rhodesia) shares a history common to most of Africa: years of colonization by a European power, followed by a war for independence and subsequent autocratic rule by a leader in that fight for independence. Zimbabwe is, however, unique in that it was once the most diverse and promising economy on the continent. In spite of its historical potential, today Zimbabwe ranks third worst in the world in “Indicators of Instability” leading the world in Human Flight, Uneven Development, and Economy, while ranking high in each of the remaining eight categories tracked (see figure below)1. Zimbabwe is experiencing a “brain drain” with the emigration of doctors, engineers, and agricultural experts, the professionals that are crucial to revitalizing the Zimbabwean economy2.
