Police and a tracker found the stolen Sector property near the Gaza Strip next morning. The infil- trators escaped over the border. March 5 At dawn an -^sraeli army patrol met a squad of armed Hatzerim Egyptian scouts in the area, which is 30 km. from the Area. Negev nearest Egyptian territory. In an exchange of fire one scout was killed and two captured. Various papers were found on them. The sguad are believed to have been sent into Israel for espionage and sabotage purposes.     MINISTRY OF NATIONAL INFRASTRUCTURES POLICY ON THE INTEGRATION OF RENEWABLE ENERGY SOURCES INTO THE ISRAELI ELECTRICITY SECTOR February 14, 2010 1 A. INTRODUCTION AND SUMMARY OF RECOMMENDATIONS Objective: The Ministry's policy is designed to promote intensive development and integration of renewable energy sources in Israel’s energy sector. Such efforts are aimed at promoting Israel's energy independence and security and reinforcing a culture of environmental awareness. These goals will be achieved by leveraging advancements in Israeli industry and technology. At the same time, these goals will provide sources of income for the public, especially in outlying areas.1 The policy is intended to optimally implement Government Resolution No. 4450 (SE/176) concerning the generation of electricity from renewable energy sources. The aim of this document is to set forth the measures to be taken by the Ministry of National Infrastructures to advance this policy. Principles guiding the Ministry of National Infrastructures' policy on renewable energy: Creating certainty in the area of renewable energy, and solidifying the electricity generation targets by 2020. The Conference’s deliberations reflected the major issues and dilemmas on Israel’s national agenda in the fields of foreign policy, defense, economics, social policy, governance and Jewish peoplehood. The Conference took place during the period prior to the general elections. The traditional Herzliya Address was delivered by Acting Prime Minister Ehud Olmert, and he, like the other prime ministerial candidates, highlighted the principles that would govern his policy. The Conference also took place on the eve of the Palestinian elections that won Hamas the majority needed to establish a Hamas government. This development, along with others, led to the assessment that arose from the sessions on national security and foreign policy that 2006 would be a year of significant developments and critical decisions regarding the strategic threats facing Israel – the strengthening of Hamas and the looming confrontation with Iran over its nuclearization. Much of the rest of the Conference was devoted to the key domestic issues in Israel, particularly the maintenance of economic growth, welfare policy and the rule of law in the present political system.
