Earthquake and Tsunami in Mentawai District, West Sumatera Province, Republic of Indonesia

HIGH LIGHTS  On 25 October 2010, 21:42 local time, an earthquake registering at magnitude 7.2 on the Richter scale has occurred in 78 km south west of Mentawai Island, West with 10 kilometers depth.  National Board of Meteorology, Climatology and Geophysics (BMKG) recorded 22 aftershocks ranging from 5.0 to 6.2 Richter scale followed the first EQ occurred since 25 October 2010 up to 31 October 2010 at 19:23 local time.  National Agency for Disaster Management, as per 01 November 2010 at 08:00 am reported that Tsunami Mentawai has caused 450 dead, 271 suffered for major injury, 142 minor injury, and 96 missing while 14,983 people became IDPs, and 753 buildings damaged.  Total of 18 villages from 4 sub districts were reported affected by the earthquake and Tsunami. The 2 worst affected sub districts are and South Pagai.

 Transportation to distribute logistic is still the urgent issues due to bad weather and limitation of boats and helicopters.  EHA – WHO has deployed 1 staff to Mentawai for joint assessment with other UN and NGO agencies, and supporting Crisis Centre-MOH in setting-up the information command post.

 Indonesia is welcoming the aid and assistance from the organizations that already exist in Indonesia for the emergency phase, while foreign participation would be limited to the reconstruction effort.  Crisis Center MOH, Regional Crisis Center of , West Sumatra Provincial Health Office, Mentawai District Health Office is in close collaboration with WHO Indonesia provided integrated Emergency Health Services according to Standard Operating Procedures.

 There were 33,817 populations at risk from 4 sub districts of South Sipora, North Pagai, Sikakap and South Pagai.  Joint response team and volunteers from Government and NGO already in Padang city-West Sumatra Province and Mentawai district to continue the Rescue and evacuation process and also to distribute logistic from Padang to Mentawai both by boat and helicopters.  Based on Joint assessment report, there are already 129 personnel of response team in location, which consist of 5 surgeon, 2 pediatric, 3 anesthetic, 1 orthopedic, 18 general practitioners, and 90 persons of nurse, midwife, logistician and supporting staff.  Four helicopters from BNPB have been dispatched to speed up the logistic distribution process to remote areas that difficult to access, especially in North Pagai sub district ( Gogoa and Tumale sub-village) and South Pagai sub district (Surataban, Limosua, Maonai and Maphiang sub-village).  Ministry of Health through Provincial Health Office and District Health Office has set a temporary health post for inpatients in Sikakap sub district by utilizing local existing Health Community Center (Puskesmas) and worships. Total of 40 patients are treated in Puskesmas Sikakap and 77 patients in local worships.  Ministry of Health also in process of setting up the information & communication post.  On Saturday, 2 boats carrying volunteers and aid capsized off the coast of Sikakap as waves reported up to 4 meters high. The bad weather and storm has delayed the logistic distribution.  In addition, bad weather also left logistic aids piling up in BPBD Sumatera (West Sumatera Provincie Agency for Disaster Management)  Refer to President’s spoke person, Government is considering to relocate people of Mentawai to higher area.

Provincial Government of West Sumatera - Joint team has been deployed for victim evacuation in several locations affected by Tsunami. National Agency for Disaster Management NADM has provided IDR 1 billion and 1 helicopter for Tsunami reponseand also with 16 tons of logistic as follow: - 5000 unit os Folding tent - 50 unit of family tent - 500 pieces of mat - 80 pieces of blanket - 650 packages of food

Ministry of Social Ministry of Social has deployed 5 tons of foods to the Tsunami victims in Mentawai District.

Ministry of Public Work Ministry of Public Work has sent following items: - 3 unit of water tank - 61 unit of public hydran - 1,000 unit jerigen - 50 unit of water purificator

Indonesian Military Air Force Indonesian Air Force is keep dispatching logistic every 3 hours to Mentawai District. On 28 October 2010, Indonesian Air Force has distributed 13.996 tons of logistic from President Republic of Indonesia, Ministry of Health, Ministry of Public Work and Indonesian Military in 2 bathces.

Basarnas (National Agency for SAR) - Up to now, Basarnas has dispatched 45 team spread to all affected locations in Mentawai District. Team is challenged to evacuate victims due to extreme weather and minimum transportation support.

Government of Indonesia - Vice President, Ministry of Social Welfare and Ministry of Health have visited the affected location in Mentawai on Wednesday, 27 October 2010. - Minister of Social Welfare has stated that emergency phase for Mentawai Earthquake and Tsunami is two weeks started from 26 October 2010. - President of Indonesia has visited Mentawai District on Thursday, 28 October 2010 to see the affected location.

Private Sectors - A private company of PT. Raja Garuda Emas from Riau province has supported the earthquake and Tsunami response in Mentawai by delivering medicines and operating helicopter to support the logistic distribution to the affected location. - PT. Riau Andalan Pulp and Paper (RAPP) has also deployed humanitarian team to Mentawai District to coordinate with government medical team and conduct assessment and will be followed by sending its medical team. In the mean time, RAPP has started to send medicines and public kitchen set.

NGO Indonesian Red Cross (PMI) - PMI has deployed 3 helicopters to support the logistic distribution

KOGAMI – West Sumatera Province - On Wednesday, 28 October 2010, KOGAMI has deployed a team consists of 10 persons join with volunteers from RAPI and SurfAid by ship to conduct traumatic relief activities, support command post management and early assessment of Tsunami victims. 7 Emergency Situation Report (ESR - 5) 01 November 2010

- In Padang city, KOGAMI is planning to set up an information center called ‘disaster preparedness clinic’ and conduct public campaign to increase people knowledge and awareness of earthquake and Tsunami.

Caritas Indonesia - Caritas has sent logistic aid and personnel to Mentawai. They have unloaded some of 80ton Caritas aid. The aid consist of food, water, clothes, medicines, hygiene kit, matt, blanket, sleeping matt, emergency lamp, cooking utensil, tarps, water purifier and logistic for public kitchen.

MOH – WHO Indonesia - WHO is in close communication with MOH in monitoring the situation through Crisis Center MOH, Regional Crisis Center of West Sumatera Papua, West Sumatera Provincial Health Office, in close collaboration with WHO Indonesia provided integrated Emergency Health Services according to Standard Operating Procedures.

Status of International Aid So far the government has not officially requested any international aid. The local authorities, with support from central government and ministries, are trying their best to manage the situation so far. Agencies and Donors are welcomed to provide support through on-going programmes.
