Earthquake and Tsunami in Mentawai District, West Sumatera Province, Republic of Indonesia

HIGH LIGHTS  On 25 October 2010, 21:42 local time, an earthquake registering at magnitude 7.2 on the Richter scale has occurred in 78 km south west of Mentawai Island, West with 10 kilometers depth.  National Board of Meteorology, Climatology and Geophysics (BMKG) recorded 35 aftershocks ranging from 5.0 to 6.2 Richter scale followed the first EQ occurred since 25 October 2010 up to 04th November 2010.  Total of 18 villages from 4 sub districts were reported affected by the earthquake and Tsunami. The 2 worst affected sub districts are and South Pagai.  Crisis Centre-MOH as per 4th November 2010 reported number of casualties reached up to 428 dead, 134 inpatients, 325 outpatients and 15,097 became internally displaced.  Transportation to distribute logistic is still the urgent issues due to bad weather and limitation of boats and helicopters.  EHA – WHO has deployed 1 staff to Mentawai for joint assessment with other UN and NGO agencies, and supporting Crisis Centre-MOH in setting-up the information command post.  Indonesia is welcoming the aid and assistance from the organizations that already exist in Indonesia for the emergency phase, while foreign participation would be limited to the reconstruction effort.  Crisis Center MOH, Regional Crisis Center of , West Sumatra Provincial Health Office, Mentawai District Health Office is in close collaboration with WHO Indonesia provided integrated Emergency Health Services according to Standard Operating Procedures.

Situation Analysis

 The official one-week search and rescue operation has ended, and officials and volunteers are now focusing on distributing relief aid, assisting refugees and reconstructing damaged roads and bridges.  There were 33,817 populations at risk from 4 sub districts of South Sipora, North Pagai, Sikakap and South Pagai.  There are 15,097 IDPs located in Sikakap sub-district soccer field and other areas widespread in Mentawai Island.  The unpredictable and extreme weather has slowed aid distribution to the worst-hit islands, leading to a backlog of relief supplies at the main disaster management post in Sikakap district.  Based on report from the health post, most of diseases are dominated by physical trauma such as injuries, blunt trauma and fractures.  At the Sikakap community health center is plagued by a lack of medical equipment.  According to West Sumatra PHO, many tsunami victims were suffering from pneumonia after they were swept away by tsunami. The afflicted should be taken to hospitals in for treatment.  An official said tsunami victims needed temporary housing in addition to medical assistance, makeshift tents were not enough to protect evacuees from bad weather. Many are suffering from diarrhea due to a lack of clean water and poor sanitation around the makeshift tents.

Communication, Electricity Power and Transportation

Disrupted communication line is still reported in Malakopa, Bulasak, and Papak Islands while electricity and transportation is still functioning.

Needs

Based on Crisis Center, Ministry of Health, below are needs required to response the Earthquake and Tsunami in Mentawai District: 1. Transportation support to distribute logistic 2. Response

Provincial Government of West Sumatera - Joint team has been deployed for victim evacuation in several locations affected by Tsunami. Status of International Aid So far the government has not officially requested any international aid. The local authorities, with support from central government and ministries, are trying their best to manage the situation so far. Agencies and Donors are welcomed to provide support through on-going programmes.
