Without inter-provincial harmonization, Canada risks a piecemeal approach, making life more difficult and unpredictable for individuals and employers during an already uncertain time. Implementing proof-of-immunization would both encourage more Canadians to get vaccinated and allow more businesses to safely reopen and remain open with the possibility of future outbreaks still uncertain. Public health restrictions, such as capacity limits, could then be modified accordingly based on the lower risk involved with close contact among fully vaccinated individuals. However, in absence of a national standard for proof-of-immunization, the Ontario government should review and assess the applicability of Manitoba's model in Ontario. Manitoba’s secure model uses COVID-19 proof-of-immunization cards or digital QR codes to confer additional benefits to card holders and accelerate reopening of facilities and major events that remain heavily restricted or have been closed since the beginning of the pandemic.

    Library Note Canadian Senate Reform: Recent Developments The Senate of Canada is the second chamber of the country’s Westminster-style bicameral Parliament. Its members are appointed by the Governor General, representing the Queen of Canada (Elizabeth II), on the advice of the Prime Minister. The duties of the Senate include examining and revising legislation; investigating national issues through committee work; and representing regional, provincial and minority interests. Historically, appointments to the Senate of Canada have invariably been made on a party- political basis, with prime ministers rarely appointing senators from other parties or independents. In October 2015, the Liberal Party of Canada won a majority in Canada’s House of Commons following federal elections. As part of its policy platform published ahead of the election and in line with a position earlier outlined by Leader Justin Trudeau, the Liberal Party undertook to create a new, merit-based process to advise the Prime Minister on Senate appointments should the party win a majority in the election and form the next government. The objective of this policy was to encourage a more independent Senate comprising fewer senators with political affiliations. Once in office, the new Liberal Government initiated the implementation of this policy with the creation of an Independent Advisory Board for Senate Appointments. The Board has completed the first, transitional phase of its work, which involved recommending individuals to Prime Minister Trudeau for appointment to fill seven vacancies in the Senate. Despite occupying center stage in the “net zero” climate plans trumpeted by the United States, Canada, and other countries at the Leaders’ Summit on Climate, in government spending programs and in bills pending before Congress, carbon capture is not a climate solution. To the contrary, investing in carbon capture delays the needed transition away from fossil fuels and other combustible energy sources, and poses significant new environmental, health, and safety risks, particularly to Black, Brown, and Indigenous communities already overburdened by industrial pollution, dispossession, and the impacts of climate change. Pledges to achieve “net zero” emissions through the use of CCS technologies rely on the flawed premise that we can continue burning fuels indefinitely by capturing some of the carbon emissions and offsetting the rest. As explained below, CCS does not halt the core drivers of the climate crisis — fossil fuel production and consumption — or meaningfully reduce greenhouse gas emissions. Instead, it prolongs reliance on fossil fuels and, perversely, increases oil production through “enhanced oil recovery.” CCS is neither economically sound nor feasible at scale.
