Prime Minister Trudeau's open letter to Canadians upon taking office affirmed that "we made a commitment to invest in growing our economy, strengthening our middle class, and helping those working hard to join it."1 A critical means of achieving all three is through federal and provincial investments in affordable housing - we call on you to take swift action. The 2015 Liberal Party of Canada backgrounder on affordable housing starts with the premise that "every Canadian needs safe, adequate, and affordable housing."2 In their practice and in their daily lives, Ontario's registered nurses, nurse practitioners, and nursing students witness the devastating health, social, and economic impacts of our current housing crisis. In our affluent country, it is a scandal that there are over 35,000 Canadians who are homeless on any given night and that over 235,000 different Canadians experience homelessness in a year.3 Lack of access to safe, adequate housing remains a key social determinant of First Nations, Inuit, and Métis health and driver of health inequities.4 People who face marginalization from discrimination are often overrepresented among those who are homeless, including those who are Indigenous, racialized, or belong to a sexual minority.

Revised 30 March 2010 In a speech in Paris to UNESCO on 5 October 2009, Canada’s Governor General, Michaëlle Jean, said that: “I, a francophone from the Americas, born in Haiti, who carries in her the history of the slave trade and the emancipation of blacks, at once Québécoise and Canadian, and today before you, Canada's head of state, proudly represents the promises and possibilities of that ideal of society." This seemingly innocuous statement, which it might be thought would have made Canadians proud that their country could be so open, free, and ready to accept and respect able persons regardless of sex, colour, creed, or origins, instead became a matter of controversy and debate. The issue was Mme. Jean’s use of the term “head of state” to describe her position. Former Governor General Adrienne Clarkson had referred to herself as head of state without creating any controversy. Now it was controversial. Prime Minister Harper himself joined in the fray, as did the Monarchist League of Canada, both stating categorically that Queen Elizabeth II of England was Canada’s head of state, while the position of Governor General was as the Queen’s representative in Canada. At the time, the Governor General’s website included several statements such as: “As representative of the Crown and head of State, the Governor General carries out responsibilities with a view to promoting Canadian sovereignty and representing Canada abroad and at home." Within a few weeks these references had been deleted on the insistence of the government.

In July, it has put forth the “Korean New Deal” as the new strategy for sustainable growth in the post-Corona period. Making the most of its global competitive edge in the ICT sector, Korea will continue to develop its digital infrastructure leveraging such technologies as 5G and AI to accelerate the nation’s transition to an “untact” and digital economy. With carbon neutrality as an orienting goal, Korea will also pursue the shift to a low-carbon and eco-friendly economy by increasing investment in the green industry . Furthermore, the Korean government will strengthen its employment safety net in a parallel effort to promote a more inclusive economy. To successfully implement the Korean New Deal, the government plans to allocate KRW 160 trillion, or approximately USD 134 billion, by 2025.

As Canada’s vaccination rate continues to rise, a safe and sustainable reopening of our economy is on the horizon. We support a centralized, Canada-wide approach to COVID-19 proof-of- immunization that could be easily used to confirm vaccination status for international and domestic use. Without inter-provincial harmonization, Canada risks a piecemeal approach, making life more difficult and unpredictable for individuals and employers during an already uncertain time. Implementing proof-of-immunization would both encourage more Canadians to get vaccinated and allow more businesses to safely reopen and remain open with the possibility of future outbreaks still uncertain. Public health restrictions, such as capacity limits, could then be modified accordingly based on the lower risk involved with close contact among fully vaccinated individuals. However, in absence of a national standard for proof-of-immunization, the Ontario government should review and assess the applicability of Manitoba's model in Ontario. Manitoba’s secure model uses COVID-19 proof-of-immunization cards or digital QR codes to confer additional benefits to card holders and accelerate reopening of facilities and major events that remain heavily restricted or have been closed since the beginning of the pandemic.

    Library Note Canadian Senate Reform: Recent Developments The Senate of Canada is the second chamber of the country’s Westminster-style bicameral Parliament. Its members are appointed by the Governor General, representing the Queen of Canada (Elizabeth II), on the advice of the Prime Minister. The duties of the Senate include examining and revising legislation; investigating national issues through committee work; and representing regional, provincial and minority interests. Historically, appointments to the Senate of Canada have invariably been made on a party- political basis, with prime ministers rarely appointing senators from other parties or independents. In October 2015, the Liberal Party of Canada won a majority in Canada’s House of Commons following federal elections. As part of its policy platform published ahead of the election and in line with a position earlier outlined by Leader Justin Trudeau, the Liberal Party undertook to create a new, merit-based process to advise the Prime Minister on Senate appointments should the party win a majority in the election and form the next government. The objective of this policy was to encourage a more independent Senate comprising fewer senators with political affiliations. Once in office, the new Liberal Government initiated the implementation of this policy with the creation of an Independent Advisory Board for Senate Appointments. The Board has completed the first, transitional phase of its work, which involved recommending individuals to Prime Minister Trudeau for appointment to fill seven vacancies in the Senate. In March 2016—as a result of this process—the Prime Minister announced the appointment of seven independent senators, all of whom had been recommended by the Advisory Board.

Despite occupying center stage in the “net zero” climate plans trumpeted by the United States, Canada, and other countries at the Leaders’ Summit on Climate, in government spending programs and in bills pending before Congress, carbon capture is not a climate solution. To the contrary, investing in carbon capture delays the needed transition away from fossil fuels and other combustible energy sources, and poses significant new environmental, health, and safety risks, particularly to Black, Brown, and Indigenous communities already overburdened by industrial pollution, dispossession, and the impacts of climate change. Pledges to achieve “net zero” emissions through the use of CCS technologies rely on the flawed premise that we can continue burning fuels indefinitely by capturing some of the carbon emissions and offsetting the rest. As explained below, CCS does not halt the core drivers of the climate crisis — fossil fuel production and consumption — or meaningfully reduce greenhouse gas emissions. Instead, it prolongs reliance on fossil fuels and, perversely, increases oil production through “enhanced oil recovery.” CCS is neither economically sound nor feasible at scale.
