Since this is a National position, only candidates of Lao nationality with a good knowledge and experience of the local conditions in Lao PDR will be considered. Context : IOM will be providing support the Lao PDR Ministry of Health in their efforts to eliminate the spread of drug resistant malaria, specifically within Mobile and Migrant Populations (MMPs) in southern Laos, through the ADB funded Regional Capacity Development Technical Assistance for Malaria and Communicable Diseases Control in Mobile and Migrant Populations in Lao PDR. IOM is recruiting a Project Site Trainer/Coordinator to assist with this project. Under the overall supervision of the Head of Office (HoO) in IOM Vientiane, Lao PDR, and the direct supervision of the Public Health and Training Specialist (PHTS) in Pakse and the technical oversight of the Team Leader based at the IOM Regional Office for Asia and the Pacific based in Bangkok, Thailand, the successful candidate will provide technical advice in the implementation of assigned project. S/he will work with the Ministry of Health (MOH) and project team on three main functions including, but not limited to, the following: (i) Coordinating roll out of the Malaria prevention, testing and treatment system in the relevant project site, (ii) Training of Village Malaria Volunteers, and (iii) Ensuring the quality of the malaria surveillance system and malaria diagnostic data. Page 1 / 4 The position will ensure the development of sustainable systems and capacity for the continuation of the model beyond the duration of the project. The incumbent will be based in Phouvong District, Attapeu Province and will travel to other project sites as required. His/her work will be fully synchronized with those of the other specialists of the team. Core Functions / Responsibilities: 1. Coordinating implementation of prevention, testing and treatment with MOH and relevant government agencies in each project site; 2. Training of Village Malaria Volunteer for service provision and project management in each project site (under the leadership of the PHTS); 3. Ensuring the integration of malaria surveillance system and malaria diagnostic quality system with the MOH systems (under the leadership of the PHTS); 4. Conducting ongoing capacity building within each project site; 5. Providing regular updates concerning relevant migration and malaria activities in project sites, and reporting to the PHTS on a regular basis concerning project progress, activities and challenges. 6. Preparing monthly reports for IOM and as required for donors and partners. 7. Ensuring the resources of the organization are used in accordance with its rules and regulations of the organization. 8. Executing hand over to MOH staff once project is complete. 9. Developing and supporting in the completion of other project deliverables and reporting; and 10. Perform other related duties as may be assigned. Required Qualifications and Experience Education Bachelor’s degree (or equivalent) in medical, public health, and/or related social sciences with public health training Experience A minimum of three years’ experience in public health, preferably training community health workers/village malaria workers. Experiences in participatory planning with multi-sectors and designing and delivery Behavior Change Communication (BCC). Languages Ability to communicate effectively (written and spoken) in English and Lao is required. Fluency in Vietnamese is an advantage.
