Die Züge des kombinierten Verkehrs behalten das führende „I“ als Kennzeichen, für den Einzelladungsverkehr ist künftig „F“ (Freight) und für Ganzzüge „C“ (Complete train) als führender Buchstabe reserviert. Diese Bezeichnungen werden auch 2006 verwendet: PIC Parcel-Intercity, Nationale Züge des kombinierten Verkehrs (Intermodal train) mit Hg bis 160 km/h für Fa. Grundsätzlich darf jede Zugnummern an jedem Tag bundesweit nur einmal verwendet werden. Da der Zahlenraum, auch durch die Verwendung sog. „analytischer Zugnummern“, bei denen aus der Numerierung weitere Informationen ersichtlich sind, beschränkt ist, wurde das Erfordernis der Eindeutigkeit für die S-Bahnen fallengelassen.
