Roosevelt and by his estate. The literary property rights in them have been donated to the United States Government. To see this material consult the archivist on duty. Franklin D. Roosevelt was Assistant Secretary of the Navy during the administrations of Woodrow Wilson, 1913-1921. His papers include material relating to the administration of the United States Navy, Federal patronage and Democratic party affairs in New York State, Roosevelt's campaign for United States Senator from New York in 1914, the campaign to re-elect Woodrow Wilson in 1916, and the movement to nominate Roosevelt as the Democratic candidate for Governor of New York in 1918. The papers are arranged in two series as follows: I. Official File: (Boxes 1-30) Incoming and outgoing correspondence and reports divided into three sub-series: (1) (Boxes 1-9) Files on naval yards and shore stations, fleet operations and individual ships arranged by division, office or bureau within the Navy Department. (2) (Boxes 9-\0) Interdepartmental correspondence arranged by Cabinet department (Agriculture - War). (3) (Boxes 10-30) General correspondence arranged alphabeticallj"'by subject and surname of correspondent, which includes a file "Volunteers, 1917 - 1920 A - z" consisting of correspondence with individuals volunteering for ,naval service or those seeking a transfer. EDiTORIAL Use Of Heroin The laws against the promiscuous sale of Spreading Rapidly morphine and cocaine are leading those with Among Drug drug habits to take up even more dangerous Fiends substances. According to information gathered by the U. S. Department of Agri­ culture, there has been a sudden and very significant increase in the use, by persons with a drug habit, of the little- known bnt very dangerous drug called "heroin." The sales of this drug have recently increased greatly, particularly in those States which have r igid laws preventing the indiscriminate sale of morphine and co­ caine. Investigation of the subject establishes the fact that many drug victims who formerly used morphine and cocaine and who under the new laws find it difficult ·to obtain these substances have begun using heroin, the sale of which is not as yet as care­ fully restricted under Stat e laws. The drug is said to be fully as dangerous as morphine and by many is held to be much worse, for the reason that it occasionally kills the victim outright and its habit is far harder to overcome than the use of the other drugs.

The attached eight-page printed document entitled: "The Countermanding Orders of Holy Week 1916" by Diarmuid Lynch is a printer's proof. The article was written, by Diarmuid Lynch early in 1947 for publication in An Cosantoir. It was, it the first instance, submitted by the Editor of An Cosantoir to Mr. Bulmer Hobson for his comments.
