Expected results 1: Improved capacities of 29 UPs and LAs accelerate their pro-poor and gender sensitive service delivery mechanisms and poor and marginalized communities, especially women, are empowered to negotiate their interests and to take responsibilities in accessing services. 2: Networking and collaboration mechanisms established among different actors and participatory planning and collective actions undertaken to effectively promote pro poor, gender sensitive economic activities. 3: Participatory learning and action mechanisms established to empower communities to actively engage in policy reform and implementation processes. Main activities Activities for Result 1: Capacity building of LAs and NSAs, specifically UP capacity on participatory poverty analysis, market and value chain analysis, assessment of climate vulnerability and capacity; capacity building for CBOs, poor men and women on IGA development. Activities for Result 2: Facilitation of cooperation, dialogue and linkages between NSAs and LAs to foster improve participatory planning. Activities for Result 3: Develop a comprehensive learning, documentation and reflection system. Publications and organize year-round learning sharing events. Assessment of implementation of Action activities 2.1 Executive summary of the Action PRODUCE was implemented by CARE in cooperation with Eco-Social Development Organization (ESDO) and SKS Foundation in three districts in North-western Bangladesh (Districts of Kurigram, Rangpur and Nilphamari) from February 2010 to April 2013. The project aimed at improving cooperation between Union Parishads (UPs), local market actors and communities in order to collectively address economic and climate change vulnerabilities as well as to contribute to participatory inclusive governance and broaden the scope of economic opportunities for the poor and marginalized people in the rural communities.

All three men were prominent Jamaat leaders, and Jamaat called nationwide strikes in protest” (United States Department of State (25 June 2015) 2014 Country Reports on Human Rights Practices – Bangladesh). This report also states: “On August 10, Shafiqul Islam Masud, assistant secretary of the Jamaat-e-Islami Dhaka City Unit, was arrested, charged, and held in police custody with 154 others for arson attacks and vandalism in 2013. He was arrested and held four additional times in August and September 2014. According to a prominent human rights lawyer, Masud's whereabouts during his detentions were unknown, and lawyers were not allowed to speak with him. Defense lawyers were not allowed to speak before the court during his September 23 and 25 court appearances” (ibid). This document also points out that: “In some instances the government interfered with the right of opposition parties to organize public functions and restricted the broadcasting of opposition political events. Jamaat's appeal of a 2012 Supreme Court decision cancelling the party's registration continued” (ibid).

Naimur Rahman* Department of Geography and Environmental Science, Begum Rokeya University, Rangpur 5400, Bangladesh Abstract Cropping pattern means the proportions of area under various crops at a point of time. This paper provides a comprehensive assessment of crop pattern, crop productivity using climate, water and crop yield models. The existing studies present that climate change models with higher spatial resolution can be a way forward for future projections. Various types of statistics, other secondary data and primary questionnaire method was applied to measure and analysis the problem. The cropping pattern differs from macro to micro region, both in space and time and is governed largely by the physical, cultural and technological factors. For the purpose of agricultural regionalization and planning, it is necessary to divide the area/ region into homogeneous region on some well-defi ned basis. Increased crop production could be expected if the irrigated areas expansion prevails. In addition, it will lead degradation of the environmental phenomenon. The different crop pattern of this region varies the diversifi cation of several discussed strength including soil, erosion, fl ooding, waterlogging, precipitation, source of irrigation and others.

Additionally, homicide patterns over time shed light on regional differences, especially when looking at long-term trends. The connection between violence, security and development, within the broader context of the rule of law, is an important factor to be considered. Since its impact goes beyond the loss of human life and can create a climate of fear and uncertainty, intentional homicide (and violent crime) is a threat to the population. Homicide data can therefore play an important role in monitoring security and justice.
