1 Executive Summary

This report is prepared in pursuance to Task Order (TO) deliverable requirement, Element 1 – General Management and Administrative Support. It covers annual implementation report for the project A&E Services for Construction of Schools in Sindh, Stage‐II, Sindh Basic Education Program (SBEP). As agreed with USAID, Annual Work Plan and Annual Review Report will follow calendar year from 1st January to 31st December of respective year. Pursuant to same, this report covers the period from January 2018 to December 2018.

This report should be read in conjunction with Annual Work Plan 2018 and Draft Annual Work Plan 2019 being submitted in parallel with this report. Weekly updates and monthly progress reports and other reports should also be referred as deem necessary for the understanding of this review. Architect-Engineer Services for Sindh Basic Education Program Stage-I

This task order scope and activities are in continuation of previous contract “Architect‐Engineer Services for Sindh Basic Education Program” Task Order No. AID‐391‐TO‐12‐00004 whose allocated A‐E service timeline had ended by 30 September 2016. However, there were many activities particularly construction supervision and project management were not completed and in progress which were to be continued under this new task order scope of work.

This report should be read in conjunction with previous task order (Stage‐ I) deliverables, monthly progress reports and other relevant reports in order to understand the better overall background, scope or work and activities of Sindh Basic Education Program. Sub task-1 - Third Party Monitoring for repair/rehabilitation of Maternal Child Health Centers (MCHC) in 16 Districts of Sindh

USAID Office of Infrastructure & Engineering (OIE) acting through its Implementing Partner, Project Management Contractor (PMC) (EA Consulting) is undertaking the repair and renovation of up to 73 Maternal and Child Health Centers (MCHC) in 16 districts of Sindh. Repair and renovation is necessary for these facilities to function optimally as MCH centers. In addition subject to the availability of funds, USAID also plans to fund the procurement and installation of equipment for these facilities (e.g. low technology medical equipment and furniture).

As part of this Task Order “A‐E Services for Construction of Schools in Sindh Stage‐II under Sindh Basic Education Program (SBEP)”, USAID has amended the task order (Modification no. 04) and added a sub task “Third Party Monitoring for Repair/Rehabilitation of Maternal Child Health Centers (MCHC) in 16 Districts of Sindh”.

Sub task-2 – AE Services for two addition districts, Shikarpur and Ghotki, Sindh, SBEP Stage-II

The GoS and USAID have mutually agreed to extend the geographical focus of Sindh Basic Education Program (SBEP) from seven (7) to nine (9) districts of Northern Sindh by adding two new districts namely Shikarpur and Ghotki, with 12 new schools, six (6) in each district. USAID will provide additional fund, amount of $4.2 million for construction of six (6) additional schools in Shikarpur district. The additional fund will increase the total number of schools to be constructed with USAID funds from 106 to 112. Reciprocally, the Government of Sindh (GoS) has agreed to construct six (6) schools in with its own funds.

USAID Pakistan has modified (Modification no. 05) the task order to provide Architect‐Engineer Services for two new districts, Shikarpur and Ghotki in Sindh under the SBEP II Task Order “Architect‐Engineer Services for Construction of Schools in Sindh, Stage‐II for Sindh Basic Education Program (SBEP)”. Scope of Work interface - SBEP Stage-I and Stage-II

Element-1: General management and administrative support

We have been able to manage project with in‐time deliverables submission, progress reviews, effective planning, support and giving advice to program stakeholders and Program Management and Implementation Unit (PMIU). All element activities remained in progress as per scope of services and project requirement and as advised by USAID/PMIU time to time

Initiatives have been taken for site identification, assessment and onward activities for two news districts, Shikarpur and Ghotki. Element-3: Construction management and supervision

Construction of schools is in progress since 2013. Supervision and project management remained the major activities during the year as schools were under construction in parallel. All resident and construction management team were deployed as per construction activities.

During the period Twenty (20) schools completed with milestone verification and certification. As on to date Forty seven (47) schools have been completed and all remaining fifty nine (59) schools (except one at Dadu) are at various construction stages from foundation to near completion. Quality Assurance, HSE and strict compliance of standard construction practice remained the key tools for such state of the art construction of schools.

P‐09 Dadu, one school was de‐scoped by PMIU due to unavailability of land parcel. Relocation efforts have been carried during the period but to be finalized by PMIU to award within current contract or retender for new procurement. Still PIU is required to take decision on the same.

Third Party Monitoring field visits and reporting are being carried out during various phases of repair/renovation of all under repair/renovation MCH centers. Element-4: Procurement of Commodities (furniture)

Procurement of furniture also progressed during the period. Preparation of tender for subsequent fourth Lot‐4 was carried out. Procurement of contractor completed for Lot 04. During the period nineteen (19) schools furniture have been delivered under various lots. To date twenty eight (28) schools furniture have been installed. Delivery of furniture at various completed schools are in progress.

2 Scope and Objective

Project Scope

The natural catastrophe of flood 2010 hindered the education of thousands of children in Sindh especially in northern areas. In order to improve and resume education in flood affected districts and to restore public confidence in the public education system, USAID is supporting the GoS in the construction of child friendly new facilities to replace fully damaged schools in affected districts and implement GoS Reform policy.

This task order scope and activities are in continuation of previous contract “Architect‐Engineer Services for Sindh Basic Education Program” Task Order No. AID‐391‐TO‐12‐00004 where allocated A‐E service timeline had ended by 30 September 2016. However, there were many activities particularly construction supervision and project management were not completed and in progress which were remained continue under this new task order scope of work. We have been able to win the new task order through the competitive bidding.

USAID under IQC agreement awarded this contract through a Task Order A&E Services for construction of schools in Sindh Stage‐II under Sindh Basic Education Program in seven districts with two new districts Shikarpur and Ghotki of Northern Sindh and five selected towns of City. The scope of project comprises the following four (4) elements of activities:

3 Progress Review

As per statement of work of TO, project is divided into four elements and is followed below to cover key targets set and results achieved during the reporting year in comparison to Annual work plan. It also details report and deliverable status for each of the project activity elements.

Element‐1: General management and administrative support

This is the core ongoing activity element, covering overall project planning, executing and controlling throughout the course of the services under this task order. It comprises a core team from of various field of expertise such as managers, engineers, finance and administration, security and document controls etc.

HPK has a comprehensive and integrated project management system. A detailed protocol and procedures have been developed for the project management as defined in Annual Work plan 2016‐2017.

There are number of implementing partners for SBEP. Intermediately, meetings have been conducted among the stakeholders to discuss and review role and responsibilities, timeline and deliverables, way forward, progress and implementation challenges faced during the service performance of stakeholders. As per TO requirements we have also conducted meetings with USAID and PMIU to review progress of project, work plan and other related matter as defined in our scope.

We are managing and administering project by in time submission of deliverables, progress reviews, effective planning, supporting and giving advice to project stakeholders. Branding and marking and security implementations are inching with the project. However, official procedures, protocols and response and approval on different issues and deliverables sometime affected the pace of the project and dependent activities.

During the reporting period following modification & adjustment have been made.

Finance & Administration

This section remained substantially busy throughout the year. During the period strict compliance on the developed procedures and operational system have been maintained in order to utilize the budget effectively. The dedicated team is dealing all the matters related to Accounts, Finance, Administration, Transport, IT, Human Resource recruitment, Procurement etc. Overall the expense against LOE and other direct costs remained within budget, shows a clear project understanding with effective and efficient use of finance. Annual Audit

A third party independent RCA audit consultant M/S UHY Hassan Naeem & Co. as prequalified by USAID conducted a financial audit of cost billed to USAID by HPK. This audit covered 01 January 2017 to 31 December 2017.

The audit was conducted in accordance with applicable US Government standards and USAID “Guidelines for Financial Audits Contracted by Foreign Recipients”. Although final report has not been shared/submitted by the auditor, no observation has been reported or pointed out by the auditor during the year 2017. Tax Exemption

Tax exemption requests on services and Other Direct cost have been submitted to concerned government department (Sindh Revenue Board – SRB) as per guidelines issued by the USAID. Despite good faith efforts by Halcrow to obtain Tax exemption from SBR, no exemption of Tax against any exemption request has yet received. Based on good faith efforts by Halcrow in accordance with Guidance to Implementing Partners dated March 15, 2017, CO has determined that taxes equivalent to Rs 31,494,654 on Halcrow Fee Invoices for SBEP II for the period October 2016 to April 2018 are an allowable cost, through his letter dated 27 June 2018. However, request for tax allowability on Halcrow Fee invoices for the period July 2014 to September 2016 on SBEP I for Rs 47,705,088 is still pending with USAID. Performance Evaluation

USAID conducted performance evaluation through an online Contractor Performance Assessment Reporting System (CPARS).

Staff houses and Project office

Four staff houses Sukkur, Larkana, Dadu and Kashmore were remained in operation during previous TO. The fifth in Jacobabad also established during the period.

Following staff house has been established during the reporting period:

1. Staff House, Jacobabad from May 2018 for construction supervision teams for Package‐13A, 13B Jacobabad.

Below are already in place: 2. Staff House and Project office, Sukkur; Project management team and remained for supervision team for P‐03 and 07 Sukkur. 3. Staff House, Larkana staff house is contributing the staff resident requirement for Larkana of P‐04 & 06 (13 schools) and Qambar school of P‐10 to P‐12 (21 schools) with effective planning and best budget utilization. 4. Resource Management (LOE and vehicles)

This is one of the important management tool for project control. Apart from general administration and management and design activities majority of the input is dependent upon the supervision of construction contractor activities, capability, capacity, quality compliance and pace of work. Supervision staff (LOE) allocation has been managed as per construction contractor scope and pace of work. Distribution of vehicles also arranged considering the geographical and site distances. A brief summary for Level of Effort (LOE) is given in table‐3.2 below.

There are some positions where budgeted LOE of particular year exceeded. However overall it is within budget. A detailed LOE summary is enclosed in Appendix‐A

Also as on to date 24 (including MCHS) vehicles are deployed in different areas as per requirements and summary is given in table‐3.3 below. Three (03) vehicles provided by USAID are also included in the pool. With effective procurement policy and approach reasonable reduction in budget utilization is observed.

As per scope of the task order and approved plan branding and marking activities continued on different sites at specific occasions e.g. community consultation and preconstruction community conferences.

A brochure leaflet for the construction of school was also distributed during the community ceremony and other events.

Three dimensional perspective models for two standard types (14 classroom and 12 classrooms) of schools were displayed for community presentation and understanding.

A 3D Architectural walk through animation was also presented during various implementing activities to elaborate finishing, furniture and other engineering planning Security

All the necessary and concerned Staffs were regularly briefed about on‐going Security Situation prevailing in the country. In this regard necessary training has been imparted to the concerned staff. Security plan procedures and precaution have been implemented in compliance with true spirit and is remained unchanged from threat assessment point of view. HPK staff attended multiple trainings organized by or on behalf of USAID.

To protect USID assets and resources, required number of armed security guards are deployed on all SBEP premises (Site office as well as staff houses). With effective procurement policy and approach reasonable reduction in budget utilization is observed

The SBEP is divided into five components to be implemented by the different partners as per their role and scope. Stakeholder coordination meeting had been set by the USAID. Following implementing partners have been engaged to date by USAID.

Element‐2: Site Assessment of Schools

This is the technical/design step clubbed with two major parts 1) Identification and site assessment of potential schools 2) Design and tendering to procurement of construction contractors. Considering overall scope of work under these activities majority of progress had been achieved under previous task order.

There have been some revision and additional scope of services provided for the construction of schools. There activities have been carried out due to unavailability of land, relocation of land and additional schools list as advised by PMIU.

No new package distribution have been assigned, procured and awarded during the reporting period. Total construction packages remained same, sixteen (16) as per last reporting period. Task and Targets

No specific task was set for this period. However some of the revision and relocation of schools were carried out as per PMIU advice.

Element‐3: Construction management and supervision

Construction management and supervision is one of the key activities within the project scope of services, under activity element‐3. This involves not only the project management but also resident supervision of the contractor’s progress and performance and interaction with other stakeholders as well.

Mainly this activity element is divided into two components 1) Construction management and 2) Supervision. The first component comprises the team responsible to monitor and manage the overall activities. Whereas the supervision team is primarily responsible to supervise construction works, quality assurance and monitor the progress and performance. Construction Management

Construction manager is the in‐charge of the technical team with parallel support by the respective responsible personnel from project core team members based in Karachi. Project office is based Sukkur a first point of contact place for the construction team. The component‐1 team is primarily based in Sukkur. They remain in close contact with project core team and the supervision team and frequently visit the sites to assist and monitor the activities as required and directed by management.

Following key personnel remained engaged during the period in project management:

The construction supervision has been organized for all under construction packages. Each of the construction packages consist different schools located in the same district and within reasonable catchment area in clusters. Distribution of packages were assigned depends upon contractor’s capability, district boundary, clusters of schools and distances among the sites.

Each of the packages has a dedicated team to supervise the construction work. Each package team is led by a Resident Engineer support by site engineers/inspectors and lab technicians. Support staff may varies depend upon the clusters of school distances and other technical requirements. Generally following distribution is being adapted.

All the construction contract have been awarded by PMIU through a competitive bidding process as per SPPRA rules.

During the period two construction Packages Completed

‐ P‐03 Sukkur completed in July 2018. Supervision team demobilized accordingly. ‐ P‐07 Sukkur completed in Jan 2018. Supervision team demobilized accordingly.

As on to‐date, construction package’s supervision team distribution arrangement based on the packages is shown in Table‐3.5.

Orientation and Training

All site staff attended the Orientation/induction training prior to starting any work on site. These trainings were organized at staff houses. Following sessions have been organized for the construction management and supervision team of all packages by the senior and expert in‐house staff.

These trainings are conducted so that staff must be fully aware and updated on the project technical requirements and shall be able to supervise the job as per specification, standards and practices. Preferably on quarterly basis, in order to have small training effectively for new packages joiners and for upcoming activities.

Progress of Work

Following the Notice to Commence, the contractor is responsible to mobilize the construction team. The initial task is to submit all necessary submittals mentioned in the contract documents such as mobilization plan, Work Plan, Site preparation plan, method statement of subsequent activities etc. The consultant under the role as “The Engineer” is responsible to review and approve all submittals and supervise and monitor all construction activities, executed by the Contractor. For a “Quality Delivery”, “ In‐time”, as per work plan and “Cost Effective” complete the task within budget are the key tools during the project life. Following tables‐3.6 to 3.8 outline summary as to‐date contractual statistics.

No new package have been awarded during the reporting period. Total construction packages remained same, sixteen (16) as per last reporting period.

MCHC Third Party Monitoring & Surveillance

Third Party Monitoring for Repair/Rehabilitation of Maternal Child Health Centers (MCHC) in 16 Districts of Sindh. Project Management Contractor (PMC) (EA Consulting) is undertaking the repair and renovation of up to 73 Maternal and Child Health Centers (MCHC) in 16 districts of Sindh. Repair and renovation is necessary for these facilities to function optimally as MCH centers. In addition subject to the availability of funds, USAID also plans to fund the procurement and installation of equipment for these facilities (e.g. low technology medical equipment and furniture).

Third Party Monitoring & Surveillance activities have been conducted during the period in line with the scope of work, geographical location, PMC advice, progress of construction contractor and as per USAID direction.

A detailed report and deliverable chart with element reference and submission frequency was developed as per TO. A to date status sheet is enclosed in Appendix‐D for reference.

Additional work

Task order is the tool for defining all scope, role and responsibilities to be carries out for A&E services. However there have instants where additional efforts have been utilized under this TO in order to expedite the progress of program. The reason might be ether:

5 Implementation Review

Construction Contractor’ capability

The core reason and obstruction in getting the pace of work is the construction contractor capability. It may be summarize that by large almost all the construction contractors (except of packages‐10 and 12, M/s AMCORP) are not well aware to such state of the art construction techniques and quality control procedures, particularly in northern Sindh region. This is a real challenge throughout the period and demanding a lot of facilitation input and support to the contractor to guide, assist and physical training in construction techniques, HSE, quality control and quality assurance compliances.

Proposed Donor’s land ground condition

Many of the schools were assessed subject to availability of land that may be acquired on adjacent or some alternate land near to potential candidate schools. It was encouraged through donating the free of cost land parcel to GoS by local community to this noble cause. However during the execution it has been encountered that couple of the offered land does not have the suitable ground condition for construction of school building. Couple of schools have to change the design as per site condition with the PMIU approval which led an extra efforts to keep construction in progress.

Approval

We have been working with USAID and PMIU in close coordination and giving our best support as required undertaking progress and delivering the tasks. There are some GoS internal procedural and compliances/Audit requirement which took extra time to get matter approve.

Implementing partners engagement

Preconstruction community ceremonies with MOU signing activity organized by IRD team at P‐14, Khahi School, Kashmore after relocation from Abdullah Bhayio School in May 2018

SRP is as such not directly impacting the engineering activities. However a good interaction has been continued at various stakeholders meeting and other events.

NESPAK as third party construction monitoring consultant has been remained a close partner during the year. Numerous milestone activities have been conducted in all under construction school during the year to certify the set milestone targets. NESPAK contract services ended in August 2018

Associates in development (AiD) has been engaged by USAID for third party monitoring (replaced NESPAK) and awarded contract in August 2.018. Various milestone activities have been conducted in all under construction schools as per milestone advices.

Field Challenges

The northern part of Sindh was devastated by the rains and flood along with social and administrative issues, therefore HPK during their field visits and construction supervision have to confront challenges while conducting field travel and other activities. Some key challenges faced are described below: Destroyed Infrastructure:

Since this part suffered heavy rains and flooding the infrastructure is destroyed by this catastrophe. The access roads, culverts and other means connecting villages and small towns were destroyed. To reach these remote villages and towns was one the core challenge that HPK field teams overcame during the course of this task. Security

Law and order situation in this part of province of Sindh is distressing. The teams visiting these parts had to overwhelm this situation.

For this purpose an initial threat assessment was conducted by HPK Project Security team and some security and safety guide lines were set. By following those guide lines and with the help of local administration (which acted as facilitators) this grave concern was aborted and as to‐date all activities has been successfully executed without any hostile incident. Land availability / Compliance to Task Order Modules

It was agreed that the proposed schools are to be constructed as per the modules given in task order and approved during concept design stage by the Client, so that all schools have same architectural appearance and can be recognized easily.

To achieve this task one of the challenge was to find the school having an area conforming to area constraints of the modules. It was generally observed that existing schools have insufficient buildable area and in some cases whole plot of the school has smaller area as compare to required area for new construction.

This challenge was incapacitated by involving the local community as they came up with an offer to donate/gift their land parcel for this noble cause

Land acquisition was being involved during the site assessment and was one of the crucial decisions for recommendation of school site. Generally one of the following situations faced/recommended for necessary action by GoS:

 Additional/ Adjacent Land owned by the GoS to be acquired for school construction  Additional/ Adjacent Land owned by the Private owner/Donor to be acquired for school construction  Alternate Locations Land owned by the GoS to be acquired for school construction

Cultural limitation also remained one of the key factors to select a school as different kinds of cultural challenges were faced throughout the program locations. For instance at some locations of the candidate schools locals raised grave concerns over co‐education system and double storey building in the vicinity of village. This issue is also being faced even during construction stage as local at many location observed to change their thought and come back creating hurdles in constructions activities where they were satisfied at the time of assessment/selection. These issued are being facing and trying to resolve amicably with the support of CMP and respectable local personnel. Tribal Conflicts

The selected geographical locations have tribal system and the locals follow it strictly. It was reported that these tribes have conflicts on different issues and a person of one community or tribe is unable to visit the area controlled by their rival tribesmen. This challenge has affected the implementation of GoS reform policy as it did not allow consolidating schools in the area.

It has also observed that one person donated land but when this news become public other also offers his land in order to keep his power in the area. This is a sensitive issue and USAID/PMIU is requested to be coordinate with the local administration as any incident may occur, as notice in couple of sites in district Dadu. Absence of Girls Schools

It was observed that the lists provided had very few girls schools as candidate schools. Moreover among those schools enlisted the schools were found with following observations:

 Less enrolment  Closed/Occupied by locals  Very small area with no additional or alternate land available Political Influences

Most of the government owned projects and programs are ostensibly influenced by political personalities for their political goal scoring. Therefore one of the key challenges of the program was to keep it free from political interference in order to yield full advantage of the program for deserving pupils of this part of Sindh who were already less privileged and flooding had doubled their trauma.

For this Program Director (PD) of PMIU and USAID team may highly be appreciated as they supported HPK efforts at every level to carry out the

activity in highly unbiased environment and away from any kind of political influences. Resource Availability

One of the issues faced during site visits was the resource availability in the area. There seem to be low literacy rate in the area and also that remote areas have difficult accessibility, therefore human resource required to carry out the function of proposed program is found to be virtually impossible as inadequate and untrained resources may not be able to administer the proposed program.

Skill resources availability from local market for construction and supervision are also becoming critical as manpower is one of the essential requirement for construction contractor and for supervision team (HPK) as well. This year construction have been extended to fifty eight (58) schools in five districts which demands substantial manpower to meet the fast track targets. Construction Contractors and we are struggling to hire competent and experienced staff and would be becoming more challenging.

Introduction: The HPK QAQC section works to assist SBEP construction teams working in various districts for the sack of maintaining, improving overall qualities of construction works, visits to construction sites for monitoring construction quality, material sample, submittal review and approval, assess material test reports, conduct factories and manufacturer’s visits for regular and quality bulk supplies of material for SBEP projects as per specifications, QAQC plan and quality standards specific to the project and conduct QAQC workshops to elaborate quality standards, specifications and approved QAQC plan specific to SBEP in its true spirit, enhance skill capabilities of HPK staff as well as contractor’s staff working at SBEP school sites and share QAQC experience to maintain the quality standard.

Monitoring and Surveillance (HSE review)

HSE planning, approach, implementation and compliances record

The Construction contractor plan and implement HSE on the basis of submitted HSE plan which is approved by HPK.

The contractor maintain the record of near misses, incident/accident, first aid case and other type of mishaps and submit this data to HPK in form of the monthly progress report.

Summary of Non Conformance (NC) record and close out

Summary of Non Conformances is submitted to HPK by Contractor and close out record is being tracked by HPK on monthly basis in the form of HSE Log letter.

Due to the periodic trainings and continuous monitoring of the construction contractor in year 2018 no major accident occurred which is a great success. A few minor incidents did occur at few sites which were reported and dealt as per HSE plan and contract.

Suggestion and recommendations to improve project HSE

HPK suggest and recommend the contractor via Letters, Site Instruction Memo and verbally to improve HSE as per Contract, Environmental Documentation Form (EDF) and HSE Plan submitted by contractor.

HPK HSE team identified the issue of child labour and through awareness and trainings of the contractors, the issue has been eliminated. During the monitoring particular attention is given to the subject in order to abolish the practice of child labour.

Construction supervision and project management (HPK) team role in HSE.

HPK provides all the technical help to contractor to avoid incidents at site, how to make a site hazard free and environment friendly. It proves HPK management role as an important part in the construction supervision.

Summary of site visits, workshop interaction with critical issues

HPK HSE/Environment Engineer visits sites on regular basis especially during critical activities and interact with contractor on critical issues to find a solution within a contract specification.

The monthly site visit record HSE Engineer is recorded and shared in monthly progress report as a separate document.

The HSE Engineer’s visits are also recorded and are shared in the Monthly Progress Report which contains EMMP Compliance Status and HSE Statistics that include incident, accident, near miss, first aid cases, safety talk and drills conducted on site. Summary of meetings, workshop interaction with construction contractor technical staff

HPK Resident Engineer team schedules fortnightly meeting with contractor where HSE non compliances, their rectifications and future action is discussed and plan is prepared for the better implementation of HSE. HSE Engineer attended the meeting wherever required.

HPK HSE/Environment Engineer conduct regular meetings with supervision staff on day to day activity and conduct HSE awareness workshops annually/bi‐ annually (if required).
