Welcome from the Dias Dear Delegates, We are very excited to welcome all of you to the 2018 Secondary School Interactive Crisis Simulation and our committee, Star Wars: Aftermath. Whether you are a novice or an experienced delegate, we will do our best to make sure you have an exciting and enjoyable conference. Our committee is a joint crisis, set at the end of the Battle of , which sees the destruction of the Second along with the deaths of Emperor and . The Empire faces an unprecedented military disaster, the rebellion a tremendous victory. The Galactic Civil War, however, is far from over. The leadership of the Rebel Alliance must come together to plan their next moves, which will hopefully wrest control of the galaxy from the Empire’s iron fist for good. Meanwhile, surviving leaders of the – its Generals, Admirals, Moffs, and other senior politicians – must also put aside their differences in a time of anarchy and power vacuums if they wish for the Empire to survive. Delegates may or may not have read a Star Wars novel of the same name as this committee, Aftermath by Chuck Wendig. Though we were inspired in many ways by this novel, we are not considering this novel as part of the Star Wars canon for the purposes of this committee. Similarly, the events of the new trilogy (ie. Awakens and The Last ) have not yet come to pass, and, depending on the actions of delegates, may never come to pass. While the events and characters in this committee are fictional and the stuff of , the issues they face, be they in the spheres of the military, economic, or political are very real issues that modern politicians and diplomats contend with and likely will continue to contend with in the years to come. Have fun researching (we have a feeling you will) and we look forward to seeing you in November!

Introduction The Second Death Star is destroyed. Both the Emperor and Darth Vader are believed to be dead. The Empire faces its greatest crisis since its inception, while the Rebel Alliance is celebrating its greatest triumph. Across the galaxy, systems are rising in revolt against the tyrannical forces of the Galactic Empire. The Rebels are working to rally new allies among the independent systems and local dissidents as the Empire tries desperately to regain its hold.

Background Information1

The Galaxy The Star Wars universe is set a long time ago, in a galaxy far, far away. This is a galaxy that has long since mastered the science of travelling among the stars. People live alongside aliens whose home worlds are many light-years away without a second thought. Transportation across a is considered a short commute, and transportation between two nearby star systems is occurs on a regular basis. Despite the wondrous technology that is present in this galaxy, however, the inhabitants of the galaxy continue to face many of the economic and social problems that we face. In worlds far from the galactic core such as and , crime syndicates based in the illegal drug, weapons, and slave trade run rampant. Worlds like suffer from rampant inequality in which the wealthy live in unimaginable luxury and the lower levels are a hive of poverty, drug abuse, prostitution, and starvation. Yet there are still other worlds, like and (before its destruction) where people all but live in post-scarcity economies and want for very little.

The Empire For over a millennium, much of the galaxy had been ruled under the Galactic . The brought both and wealth to many systems. The Jedi Order appointed itself the guardians of the Republic, and for centuries the galaxy prospered. Slowly but surely, however, it all began to fall apart. Corruption and cronyism grew, and with it came great inequality. It was this state of affairs that ultimately led to the , where the Galactic Republic tore itself apart. Fortunately, from chaos came salvation. In one of its few wise decisions, the Senate granted the then-Chancellor Palpatine emergency powers. Chancellor Palpatine was well aware of the flaws of the Galactic Republic but was limited in how he could act. The corrupt politicians and bureaucrats had many allies in high places, most notably the Jedi Order. Though the Jedi Order may have had noble intentions millennia ago, it was a shadow of its former self. The Jedi Order at the time of the end of the Galactic Republic was utterly degenerate and corrupt, its masters only interested in gaining power and enriching themselves. With a paragon of virtue like Chancellor

Palpatine at the helm, however, the Jedi found their sinister conspiracies against the people of the galaxy thwarted at every turn. Left with no choice, the Jedi launched a brazen coup against Chancellor Palpatine, attempting to overthrow the Republic and replace it with a tyrannical to be ruled with an iron fist under the so-called ‘Jedi Council’, which in truth was nothing more than the lackeys of the terrorist piece of filth then known as Master . Luckily, among the ranks of the Jedi, there existed one man who still believed in the rule of law: Darth Vader. He revealed the insidious plot of the Jedi to assassinate the Chancellor and defeated the Jedi assassins. Together, Chancellor Palpatine and Darth Vader moved to eliminate the threat of the Jedi once and for all. When the people of the galaxy realised what the Jedi had tried to do, and from what Chancellor Palpatine had saved them, they named Palpatine Emperor of the Galaxy. The newly-crowned Emperor Palpatine proclaimed the Galactic Empire to thunderous applause from adoring crowds.

The War Dissent within the Galactic Empire was as old as the Empire itself. Many armed factions could be traced back to the chaos of the Clone Wars. As Palpatine gained absolute power at the end of the Old Republic, Senator of Alderaan and like-minded politicians met in secret to devise a counter strategy. Throughout the Empire’s prime, guerillas were given support by Senator Bail Organa, Senator Mon Mothma of Chandrila, and so on, to destabilize the Empire. In the seventeenth year of the Empire’s rule (2 BBY), a number of rebel factions came together to form the Alliance to Restore the Republic. The Alliance was led by Senator Bail Organa to wage an organized war of attrition against the Empire. The conflict between the Empire and the Alliance escalated in the year of 0 BBY. The Empire had been building a superweapon called the Death Star, a moon-sized deep-space mobile battle station that had the power to decimate with a single laser beam. The Rebel intelligence network learned from Imperial defectors that the chief engineer of the superweapon, Galen Erso, had designed a vulnerability into the Death Star’s reactor core. At the same time, the construction of the Death Star was finished, and the weapon was tested successfully on the ancient Jedha City. The entire galaxy was stunned by a weapon of mass destruction with power of such magnitude. After much deliberation and sacrifice, a team of Rebel volunteers were able to steal the Death Star schematics at the Imperial data centre, Scarif. Imperial forces caught wind of the Rebels’ intentions. Desperate to prevent the Death Star schematics from falling into Rebel hands, the Imperial commanders destroyed their own base on Scarif with the Death Star, just as the Rebel infiltrators transmitted the plans to the Rebel fleet above Scarif, commanded by Alliance Admiral Raddus. Intercepted by Emperor Palpatine’s chief enforcer and apprentice Darth Vader and his , the rebels led by Organa of Alderaan narrowly escaped with the downloaded Death Star Schematics. The Battle of Scarif marked the beginning of the Galactic Civil War, as years of skirmishes and regional unrest culminated into a full-on military conflict. Leia Organa was subsequently captured by Darth Vader and . While interrogating Organa and trying to convince her to give up the Death Star schematics, Darth Vader gave the order to destroy Organa’s home planet, Alderaan. The superweapon performed

accordingly, once more shaking the galaxy to the core with the destruction of a major planet. Organa held fast and was eventually rescued by mercenaries and , along with Obi-Wan Kenobi, a former Jedi Knight turned hermit, and , a force-sensitive farm boy from Tatooine. The group presented the Death Star plans to the Alliance council, and soon after, the Alliance launched an attack on the Death Star. Assisted by numerous Rebel pilots, Luke Skywalker successfully exploited the intentional design flaw in the Death Star’s reactor core left by Erso and blew up the battle station with one shot. The Rebel forces then retreated to 4, and this first major victory by the Rebel Alliance became known as the Battle of Yavin. All-out war between the Empire and the Rebellion continued in the following years. The Alliance scored minor victories against the Empire, attacking weapons storage facilities and the like. Darth Vader was tasked with hunting down the Rebels, discovering a major base on the planet . The subsequent battle on Hoth was a disaster for the Alliance, which was forced to go into hiding. Luke Skywalker travelled to and became an apprentice of the Jedi Master, Yoda. While attempting to rescue Leia Organa and Han Solo, Skywalker engaged in a duel against Darth Vader, who claimed to be Skywalker’s biological father. In 4 ABY, the Emperor intentionally allowed the Rebel Alliance to learn about the ongoing construction of a second Death Star. It was in fact an attempt to lure the Rebel fleet into a trap at Endor, the forest moon in whose orbit the battle station was built. Despite great strategic disadvantage, the Rebel forces held their ground against the waiting Imperial Navy and a new fully operational Death Star. In the meantime, Jedi Luke Skywalker boarded the Death Star to confront Darth Vader. In their second duel, Skywalker managed to defeat Vader, but succumbed to torture at the Emperor’s hands. Darth Vader, who was in reality Luke’s father and the former Jedi Knight Anakin Skywalker, betrayed and killed the Emperor to save his son at the price of his own life. Scattered and leaderless, the Imperial fleet suffered from crumbling morale. The Rebel forces eventually won out, destroying the second Death Star and forcing the remaining Imperial ships to retreat.

Topics of Discussion

Topic One: Aftermath: Peace or Prolonged War The fate of the galaxy is in the delegates’ hands after the decisive Battle of Endor. The Alliance has won a tremendous victory at Endor. Despite losing several capital ships, the Rebels have walked away with morale at an all-time high; however, with victory comes more questions. There are some who believe that the Alliance should follow up Endor with an offensive on every front to wipe the Empire from the galaxy. There are others who are weary from years and years of warfare and wish to bargain for peace from a position of strength so they can lay down their weapons and enjoy their hard-earned liberty. One thing is for certain. This is the greatest opportunity the Rebel Alliance has had since its inception. One way or another, it is imperative that the Alliance take advantage of this, lest they be snuffed out by the Empire. The Empire has suffered a crushing defeat at Endor. A sizeable portion of the Imperial fleet has been destroyed. The Emperor and his chief enforcer left behind no clear line of succession, meaning it is unclear who should take command against the Rebels, let alone what should be done. Various Moffs, Admirals, Generals, or politicians all seek to take power for themselves – some out of naked lust for power, others because they truly believe they are best suited to rule the Empire, and by extension, the galaxy at large. As the power struggle continues, the Imperial state system, already plagued by corruption and inefficiency, starts to further disintegrate. While materiel losses at Endor were significant, they were not irreplaceable. Even now, the great shipyards of the Empire work to replace what was destroyed. If the Empire’s currently-fractured leadership plays its cards right, it can overcome this unfortunate setback and restore order to the galaxy while purging the rebel scum.

Topic Two: A Strong Central Government “My is to the republic, to democracy!” ―Jedi Master Obi-Wan Kenobi2 Even though the conflict between the Empire and the Rebel Alliance is not entirely based on ideals, the two main factions in this war do represent opposing political ideologies. Proponents of the Empire have always emphasised the need for a strong central government, pointing to the crime- ridden and chaotic states of Outer Rim worlds like Tatooine during the late Old Republic era, when the central government’s influence was lacking outside of the Core Worlds. On the other hand, most rebels agree that the Old Republic may not have been perfect but still believe in its principles – democracy, the right to life, liberty and the pursuit of happiness for all, freedom of speech, and the right to self-determination. Besides that, there are many crime syndicates who could not care less about the fate of the galaxy at large and wish only to make profit for themselves. These organizations include the Crimson

Dawn as well as the Cartel, in which the infamous was a major force up until his death at the hands of Leia Organa. These factions and countless others would be willing to work with each other so long as it suits their interests.

Topic Three: Economic and Social Impact of War "The Galactic Civil War was not a battle for territory. It was a struggle for the hearts and minds of the galaxy." ―Wartime propaganda artist Janyor of Bith years after the war's end3 Aside from military and political implications, delegates must consider the social and economic impact of their decisions. The galaxy had been in military upheaval for decades even before the current conflict. The Galactic Civil War, going on its fourth year after the Battle of Endor, has brought war weariness to a new level. The Rebel Alliance military only has a small professional core, drawn primarily from the Mon Calamari defense force and defectors from the Imperial Military. A significant portion of its numbers came from independent systems or mercenaries. Many of those wish to return home after years of warfare, however, so the ability for the rebels to continue to fight a drawn-out conflict is questionable. The Empire is able to conscript vast numbers of troops from the many systems it rules. The populace of the Empire always held a great deal of rebel sympathizers, however, and if it is forced to resort to conscription, then the loyalty of its new recruits would be in doubt. As the Empire loses its hold on the galaxy, the standard currency, the Imperial Credit, becomes greatly destabilized. On heavily urbanised worlds like Coruscant, prices are already beginning to rise and with it public discontent. Ultimately, both would-be governments must consider the basic needs of the peoples they rule – a significant portion of the galactic population only wish to be allowed to live out their lives in peace and given an opportunity to prosper.

Characters Mas Amedda, Grand Vizier of the Galactic Empire: You are the head of the civilian government of the Empire. Even prior to the formation of the Empire, you were a close ally of the then Chancellor Palpatine. During Palpatine’s reign, you were the Chagrian in charge of the day-to-day governance of the Empire’s core worlds while the Emperor focused the bulk of his attention on the Dark Side of the Force and the Imperial Military. Although you’ve always focused on the non- insignificant task of ruling Galactic Empire, you have yet to earn the respect of many military officers due to the nature of your office. Prior the Battle of Endor, the Imperial Military was kept in line through fear of Darth Vader and the Emperor. Following the death of both, however, the ability of Coruscant to control the vast Imperial Military is in doubt. Fleet Admiral Gallius Rax, Imperial Navy: You were born on the backwater planet of Jakku. From a young age, the Emperor took interest in you and recruited you for a task that remained a tightly held secret, even to this day. With the sponsorship of the Emperor, your rise through the ranks of the Imperial Navy could only be described as meteoric. Prior to the Emperor’s departure to Endor, you were granted command of one of the Emperor’s personal Executor-class Super Star Destroyers, the Eclipse. Ysanne Isard, Director of Imperial Intelligence, de facto ruler of Coruscant*: As Director of Imperial Intelligence, your ability to inspire terror from your subordinates was rivaled only by Darth Vader himself. Your lust for power is also well known among the upper echelons of the Imperial Military and government; it is an open secret that you had your own father, who had preceded you as Director of Imperial Intelligence, purged so that she could ascend to your current position as Director. A favourite of the Emperor, you have been granted considerable autonomy as Director of Imperial Intelligence. Under your direction, Imperial Intelligence has developed one of the most pervasive internal security apparatuses, dedicated to ruling out dissent among the Imperial Military. Admiral Rae Sloane, Imperial Navy: Your ascent in the Imperial Navy began when you were but a cadet at flight training, when you foiled a plan to assassinate the Emperor and Darth Vader. Through the years, you became the youngest officer to gain command over a capital ship and gained the rank of Admiral. After surviving the defeat at Endor, you have begun to rethink the Empire’s long-standing methods of control through fear and brutality, as well as the excessive warping of truth in Imperial propaganda. You also dislike Gallius Rax’s tendency for secrecy. Nonetheless, you believe in the Empire as the best solution to maintain law and order in the Galaxy, and prefer the lesser, non-human species to be put in their rightful place as servants of the Empire. Commander Brendol Hux, Commandant of the Arkanis Academy: You are the Commandant of the Arkanis Academy, which was one of the most prestigious military academies in Empire. In addition, you hold the rank of General and oversee the Imperial garrison in the Arkanis System, which is formidable and can hold out against a hostile fleet laying siege to the planet for months without relief.

Ferric Obdur, Chief Information Officer, Imperial Army: You are the Director of the Commission for the Preservation of the New Order (COMPDOR), the chief propaganda division of the Galactic Empire. As Director, you have been portraying the Rebel Alliance as terrorists and anarchists while supporting the human-supremacist policies of the Empire. In addition, you lead the Imperial Security Bureau, a subdivision of COMPDOR that is responsible for countering interior subversion. In the face of widespread dissidence and defection in the Empire following the Battle of Endor, your job has gotten exponentially more difficult. General Jylia Shale, Imperial Army: You were born in the Old Republic and served in the Clone Wars, then in the Imperial Army. You are liked by the enlisted soldiers under your command, and among your peers in the Imperial Military. You are known for your honourable conduct in battle and fair treatment of the civilian populace. You are a pragmatic strategist and tactician who has a healthy respect for your Rebel adversaries, in particular . You have realized that the Empire has been greatly weakened since the Battle of Endor, and you believe caution might be the best course of action in dealing with the self-proclaimed New Republic. Moff Thichis Kuras, Kuat Sector*: You are the Moff of the Kuat System, which is home to the Kuat Drive Yards, the largest and most sophisticated military equipment manufacturing facility in the Empire. You oversee construction of both large capital ships (including the infamous Super Star Destroyers) and the armoured ground vehicles such as the AT-AT. Moff Valco Pandion, Dustig Sector: You are the Moff of the Dustig Sector. You are an ambitious man and seek the position of Grand Moff. Believing that brute force is the best solution to most problems, your hawkish attitudes toward the Rebel Alliance are well known. You also have a rather low opinion of anything mystic or spiritual. Grand Moff Ainsley Randd, Exterior Sector: You are the Grand Moff of the Exterior Sector, one of the most remote regions of Empire-controlled space. You are confident that the Rebel Alliance has never gained a significant foothold in the Exterior Sector, which means, as remote as it is, the Exterior Sector is one of the few areas in Imperial space that is not at risk of falling to revolution in the aftermath of Endor. General Hodnar Borrum, Imperial Army: Your long military career began in the Old Republic. Once the treachery of the Jedi was revealed at the end of the Clone Wars, you personally led an assault on a Jedi mountain fortress. You are one of the oldest senior officers in the Imperial Military, and well-respected due to your plethora of experience. Admiral Nils Tenant, Imperial Navy: You were formerly one of the Joint Chiefs of the Imperial Military, a position you achieved on the personal recommendation of your close friend, Grand Moff Wilhuff Tarkin. You somehow went on leave several days before the Battle of Yavin and subsequently did not perish on the Death Star. With the death of Tarkin, your closest ally in the halls of Imperial power, however, you were quietly pushed out of the Joint Chiefs and found yourself back in the field. Your task force was at the Battle of Endor though you retreated immediately after the destruction of the Second Death Star and the death of the Emperor.

Admiral Delak Krennel, Imperial Navy*: You began your career in the Imperial Military serving under Admiral Thrawn. As an ardent human supremacist, you despised being subordinate to a non- human, but had little choice in the matter. You were ultimately transferred away from Thrawn before he was missing in action. A few weeks before the Battle of Endor, your fleet was assigned to monitor the population centres of the Bothan world of Thoran for rebel activity. You instead bombarded any city from orbit that you remotely suspected of rebel activity, leading to the deaths of tens of millions and open rebellion on Thoran. Your fleet was recalled to Coruscant, and it was rumoured that you would face severe punishment from the Emperor. It was, therefore, fortunate that the Emperor perished at Endor. Arsin Crassus, Galatic Businessman: You were born during the end of the Old Republic. You worked for the Trade Federation during his early years, but during the Clone Wars you secretly defected to the Republic towards the end of the war, playing an instrumental role in luring the Trade Federation leadership to the their demise at . During the reign of the Empire, you have been growing your fortune and business, expanding into various industries and sectors while becoming one of the Empire’s wealthiest and most important financers. Grand Admiral Thrawn, Imperial Navy, Chiss Ascendancy: Discovered by the Emperor in the Unknown Regions of the galaxy, you were recruited to the Imperial Military by the Emperor himself, in addition to serving as the emissary of the Chiss Ascendancy. Your early service saw victory after victory, and you rose swiftly through the ranks. You were believed to have met your doom at Lothal, where your Star Destroyer, the Chimera, was carried off into an unknown location in by a pod of Purrgils as a result of duplicity by the Jedi . Unbeknownst to many, however, you returned to the Empire shortly before the Battle of Endor. You are the only non-human ever to achieve flag rank in the Empire, and you are aware many of your peers view you with mistrust or even open disdain. For all your service to the Empire, you have never renounced your loyalties to the Chiss Ascendancy, causing many to wonder where your true loyalties lay. Yupe Tashu, Imperial Advisor, Sith Historian and Philosopher: You are a personal advisor to the Emperor, and historian of the Dark Side of the Force. While you yourself are not Force- sensitive in any meaningful capacity, you are nevertheless greatly knowledgeable in the ways of the Dark Side and its philosophies. You are the founder and leader of the Acolytes of the Beyond, an organisation dedicated to the collection of Sith artifacts and the study of Sith history and philosophy. * Star Wars Legends Character. Further Readings Delegates are highly recommended to watch the Star Wars movies: Episodes IV through VI. Episodes I to III also give useful background information, although they are not directly relevant to the storyline in this simulation. (Neumann: Also they’re terrible movies and should be avoided on general principle.) The Aftermath trilogy by Chuck Wendig is an inspiration for this committee as well as a thrilling read. The novels cover the same timeline as this committee, so obviously our storyline will diverge significantly from the plot based on delegates’ decisions. Appendix III: Militaries of the Empire and the Rebel Alliance Galactic Empire The Galactic Empire’s doctrines were based around the Tarkin Doctrine, which emphasised rule through fear of force rather than force itself.6 This meant that the Imperial Navy focused on overt, visible, and highly destructive power, in which the iconic Imperial Star Destroyer played a critical part. Imperial Fleets were built around the ‘’ strategy. of hyperspace) were considered secondary concerns at best by Imperial shipbuilders and engineers; their greatest concern first and foremost was firepower. The Battle of Scarif would see an effective application of this doctrine. Three Imperial Star Destroyers would exit hyperspace in close proximity to the rebel fleet, destroying the Rebel flagship moments after battle was joined while the other ships were forced to flee, not being able to withstand the vastly superior firepower.

Rebel Alliance Because of their status as a rebellion, the Rebel Alliance lacked the ability to construct, crew, and maintain many large starships like the Star Destroyer. While the Mon Calamari did have a significant fleet of their own, their ships emphasised speed and maneuverability in sub-lightspeed conditions rather than firepower. Instead, the Rebel Alliance relied on hyperspace-capable starfighters, such as the X-Wing starfighter in order fight the Empire’s larger capital ships. Fighter-to-Fighter, the X-Wing was superior to the Imperial TIE Fighter, and its proton torpedoes, when fired in large enough quantities, were capable of destroying even the mighty Star Destroyers. Unlike the standard TIE Fighter, all rebel starfighters were hyperspace-capable, meaning that they could operate independently from a capital ship. They were far better suited to the hit-and-run style operations used throughout the Galactic Civil War than any capital ship was – the amount of time required to initiate a hyperspace jump increased drastically with the mass of the starship.

Appendix IV: Legends When Disney acquired Lucasfilm, the old Star Wars expanded universe was purged, as Disney did not want to be restricted by what was, by 2014, a significant amount of material. We found that some characters from Legends were interesting, however, and could be included without breaking continuity too much. These characters should not be considered to be the same characters as those from the Legends continuity, as we are unable to fully use their backstories. While we have endeavoured to remain faithful to the Legends characters’ personality traits, ambitions, and powers, the actual histories of Legends characters should only be used if they do not contradict other parts of this background guide or the official Star Wars Canon.
