The publication uf th~ TerriL~rial Papers of the United states was begun in 1934 under tIle editorship of Clarenc~ E. Carter. The papers consist of the official records of the Federal Territories, the areas which eventually became states of the Union. The multi-volume work is still in progress, and will eventually include records for all uf the territorial units of the continental United States.

From 1790 to 17Yo, priur to its becoming a state, Tennessee was part of an area known as Lhe Territory South of the River Ohio. The significant papers concerning the Territory South of the River Ohio are compiled in Volume IV of the Territorial Papers. and wen:, published in 1936. Volume IV does not include all of the papers which were available for the six-year period, but it does include those documents which \lere available in the National Archives & the State Archives of North Caro­ lina ane '~~utlessee, as yell as various uth~r collections. However. the selection of officia~. papers was drawn principally from the archives of the Departments of State and War. the files of the United States Senate, and the Manuscript Division of the ~ibrary of Congress. The n~terial is arranged in chronological sequence, and the entire volume has a complete index of about 30 pages.

Basically the papers fall into tyO general categories: 1) civil administration and 2) Indian relations. There were few problems concerning the territory's civil administration; therefore, there are not many records in this category. There are no land records in the papers, because the Federal government failed to issue grants in Tennessee.

Th~ Tennessee territorial papers, however, have a large number of documents re­ lating to the Illdian policy of the government. These are helpful in understanding the total government policies which led to the removal of the Indians from the state. The records are also valuable tools for those interested in the movement of white settlers into the region.

The papers include a complete copy of the Journal of the Proceedings of Gov­ ernor Blount in the Territory South of the Ohio, 1790-1796 which is perhaps of greatest valu~ to the genealogist. In the Journal are included numerous names of the carly settlers in the territory. TIle Journal is replete with listings of ptrsons appointed to positions in the local militia or in the civil government. In addition. the Journal includes the names of persons who were required to obtain licenses from the territorial government. Thus, one will find names of persons a~thorized to practice law. traue with the Indians, etc.

In cOllclusion, Th~ Territorial Papers of the United States, Volume IV, The Territory South of the River Ohio, 1790-1796 can be of great assistance to the genealogist researching Tennessee ancestors. Although the volume covers a period from which there is a scarcity of surviving records, many genealogists fail to use it. This could be due, in part, to the fact that in many libraries the Territorial Papers are housed in the government publications department. As a rp9ult. the work does not appear in the library's card catalog even thougb most puhlic and academ~c libraries of medium-to-Iarge size will have the entir~ set. If you cannot locate the volume in your local library. ask the librarlan for assis­ tance. This work records more than 5,000 marriages from one of Tennessee's earliest (formed late 1799 from Davidson Co.) and most strategically located counties. In addition to brides', grooms', and bondsmen's names, and dates of license issue, the book lists, when available, the names of persons performing the ceremony and the date of marriage. This book is well-arranged for easy use--marriages are listed alphabetically by grooms' names; brides names are indexed.

Vol. I recounts the history of Arkansas from French and Spanish ownership up to 1921 with major sections on early days, industry, education, military, and local history. The author makes liberal use of names, especially in the section list­ ing the wars in which Arkansans fought, and in the political history describing presidential campaigns and each gubernatorial administration. Vols. II and III contain biographical sketches through 1923--many of them giving family lines back to the Colonial Period. These are handsome books, individually indexed.

Every conceivable spelling of the name has been included--63 of them, in fact--from Acles to Eck­ hoolds. This book can save the searcher for th8;name months of research time.

This ~ook, first intended to be a work on the Bench and Bar of Arkansas, grew into d highly readable, almost chatty account of Arkansas' famous and infamous. It is a delight to the historian ~nd genealo6ist alike, for in the scores of biographical sketches the author has included, he not only records who was kin to whom, but fre­ quently, how that relationship influenced politics. He covers at length the Con­ way-Rector-Sevier family which has produced numbers of governors of KY, TN, and AR. Most of Mr. Hallum'R subjects were born in states east of Arkansas and he meticu­ louslv records their parenta~e, place of birth, education and migration. The author has planned to print his family's genealogy in three volumes. The first volume, of which 200 copies were printed, is titled Gershom & Millicent (Archer) Silver, Their Descendants; Vol. II will be Gershom's Colonial Ancestors and Vol III English Ancestors, with Thumbnail Sketches of Collateral Harford County MD Families. Gershom, son of James and Margaret Silver, was born in 1725, and Vol. I contains information on his ancestors and descendants, the name Silver in England and some of the collateral line sketches--Boyd, Chew, Cooper, Harlan, Hoopman, Hopkins, Macklem, Rogers, Stump and Warnock. Many reproductions of fam­ ily charts and portraits, maps (old and current), old letters, deeds, county records, etc., make this family record most interesting reading.

Coweta Co., GA was formed in 1826 from ceded Creek Indian lands, and lies south­ west of Atlanta on the Alabama border. The county is naturally rich in land, tim­ ber and minerals, and is rich in Indian and white tradition. The white inhabi­ tants came from the older parts of GA and from the Carolinas, VA and other col­ onies. Some immigrants were from England, Wales, Scotland, Ireland and other parts of northern Europe. Coweta furnished emigrants to the states west and southwest and to the life and leadership of Ga. It bore a great burden during the Civil War. Many names, marriages, deaths and lineages are mentioned. The index is large, but not complete. Lists of companies of soldiers to the wars contain many names. The description of the life of the people is rich and beautiful. A book to be valued.

w. F. Pope was a Kentuckian who went to Arkansas as the secretary of his uncle, John Pope, Territorial Governor of Arkansas. In this work, written in his 80th year, he touches on many areas of history and life in general in the territory and the new state. He mentions such events as the first weekly mail route east, the first crafts on Arkansas rivers, the first steamboat, early duels, notables and settlers, finding of gold in Arkansas, his journey west by steamboat to Little Rock, Little Rock in 1832, and much Arkansas memorabilia.

The Pendleton Messenger was thll:i! first new&paper printed in the "Up Country" of SC, having been established in 1807. The town of Pendleton was the seat of Pendleton District wnich was abolished in, 1828 and ultimately became th~ counties of Ander­ son, Pickens, and Oconee. These accounts are of marriages and deaths not only from that up-country area, but rt:flect those of the entire state because many "Low Country" people summered in Pendleton. Moreover, Pendleton District bor­ dered NC and GA and notices from those ~tates were also printed in the Messenger.

One who has tried to read the old £cript ~f County Court Minutes can appreciate Ms. Haun's contribution to genealogistl::l in this book. The original manuscripts of Wake Co. prior to 1777 are missing, but she has transcribed from microfilm these records which are available. Her work is excellent and can be used with­ out difficulty as all surnames are capitalized. ~ Wake Co. was created in 1771 from Orange, Johnston, and Cumberland Counties, these records could include people from that area.

This well-compiled. very neat aud legible transcription of the Benton County 1880 census is an important addition to genealogical publications on this county. Ben­ ton County, iu th~ w~stern part of TN, was created by the legislature late in 1835 from parts of Humphreys and Henry Counties. Settlement had begun in 1819 by set­ tlers principally frum VA, NC, SC, and GA. This census is a valuable research tool in that it gives wure iuformat10n than any of the previous censuses.

The Third, or 1820. Ceurgi& Lanu Lottery was the distribution of lands ceded by the and Cretk Indians, and consisted of all or part of the counties of Appling, Easly, Gwinett, Habersham, Hall, Irwin, Rabun and Walton. These lands were in the north-central p3r~ of the state and along the southern border. The Fourth, or 18:1, Land. Luttery opened ~hat portion of Georgia between the Ocmu1gee and Flint Rivers for settlement and extt:nded from today's Roswell on ~he north to Ashburn on the south. These lands lay in Dooly, Fayette, Henry, Houston and Mon­ roe Counties. Dr. Terry has given genealogists with roots in the Tennessee Valley area a wonderful tool of the trade. His neat little book of around 1000 will~ (one of John Phelps probated first in Halifax Co. VA 27 Jan 1794, and registered in Madison Co. AL 11 Feb 1847) lists alphabetically anyone about whom there is any available probate record, giving date of probate, book and page number. He has researched wills from deed books, probate records, probate minutes, will books, chancery court records, orphans court records, and a volume called 1818-1820 of mixed minutes, wills, inventories, etc. When the decedent was a resident of another county or state, that is noted. Many times he has given the heirs. There are fifteen references to the state of Tennessee.

These abstracts are from all of the newspapers which could be located from the districts of Spartanbur~, Laurens, Newberry and Lexington, SC before 1866. As marriages were not recorded by SC before 1911, these newspaper records of mar­ riages and obituaries are especially important to the genealogist. The notices are from allover the state as well as from the adjoining states of NC and GA and of persons who had left the state and gone to AL, MS, TX, CA and other states.

Old Ninety-Six District, settled by the Scotch-Irish, the English, the French Huguenots, and some Germans, was split in 1798 to form the new districts of Abbe­ ville, Edgefield, Newberry, Laurens and Spartanburg. These abstracts, therefore, made from the original papers ~ound in th'2 probate judge's office, can refer to people who later are found to be living in the new districts. The town of Ninety­ Six was the seat of the courts of the old district and after the realignment of districts was located in Abbeville District. The records of Old Ninety-Six are, therefore, now to be found in the courthouse (those records, that is, not found in the State Archives) of Abbeville County.

The language of early deeds frequently paints a vivid picture of the wilderness our pioneer fathers had to tame. These words from a Warren County deed dated 4 July 1818 are an example:

" ...a certain tract or parcel of land l!ying and being in the county of Warren and third District on the waters of Collins' river and bounded as follows: Beginning on a stake ten poles south east course from a small spring on the top of the Mountain. Thence North twenty poles to the brow of the Bluff of the Mountain to a stake. Thence west sixty­ three poles to a sourwood tree. Thence East sixty-four poles to a Black Gum and Chesnut. Thence North forty-three poles to the beginning."

And picture this homestead as described in another deed:

" ...beginning at the head of spring or on a stake in the middle of Collins River, against the spring a little above where Hill's road crosses the river now the using spring where Isaac Hill, Sr. lives, and running thence eastwardly with what is now called Hill's road about 100 poles to the foot of the mountains or against what is called the wheat field or peach orchard, thence north with the meanders of the mountains about one hundred and fifty poles to a spring in the gap between the river and big sink, including said spring, thence westwardly with the mountains and Brown's line to the river, thence southwardly up the river with its meanders to the beKinnin~." 60 "Ansearchln'" News

August 8, 1826 - Died in Greene Co., Tenn. on July 16 age 25 years, Mr. James E. Robinson. Mr. Robinson was born and raised in Lincoln Co., N. C.; he was on a tour to the we.t when he was taken with a fever on Aug. 29, 1825; by assistance he was enabled to get on toward. home as far as Greene Co. where he died.

AUqust 8, 1826 - Departed this life in 28th year of his age at Hickory Grove, Burke Co., h. C. on 30th of June at 10 o'clock P. M., Col. John B. Tate. He was sick with a pul­ monary disease for 3 years. A short period before his death he had united himself in marriage to the amiable and accomplished Miss Webster of Tennessee.
