BOARHILLS AND DUNINO COMMUNITY COUNCIL

NOTES OF MEETING HELD ON THURSDAY 4 JULY 2019 AT BOARHILLS VILLAGE HALL

Present: Helen Raeside, Chair (HR), Arlene Slaughter Secretary (AS), Danny Slaughter, Co-opted member (DS)

In attendance: Councillor John Docherty (JD), Councillor Linda Holt (LH)

1. Welcome: The chair welcomed everyone to the meeting and declared apologies from Bobby Simpson (Vice Chairman), Mike Frodsham (Co-opted member) and Councillor Bill Porteous. Betty McQueen questioned why no notice of meeting had been published. It was explained that it had been published on the Council’s website but that other ways of publicising meetings would be used in the future (see item re Dunino Notice Board) 2. Declaration of Interest: None declared. 3. Matters arising from minutes of 2nd May 2019: Financial Update: AS advised that the application for the annual grant for CCs has been submitted. ACTION: AS to follow progress.

Statutory Consultee Status: LH suggested that the council should have more than one contact for statutory committee status. ACTION: AS to arrange for additional contact to be added. JD said that any objections or comments to a proposal should be forwarded to each councillor on the Local Community Planning Committee.

Dunino School: It was reported that Gordon Strang, the Estate surveyor for Council Property Services has been unable to market the property, as the title for the school has not been found.

4. Doctor’s Out of Hours Service: HR asked LH to give an update on the position re the Doctor’s Out of Hours Service. LH gave a comprehensive report on what had been happening. In short, The outcome is that the service will be re-opened in December 2019 and this cannot be brought forward.

5. Election of Office Bearers: Following the resignation of Treasurer, Jan Corcoran, a number of people were proposed and seconded to serve on the Council, they were Donna Mackie, Stuart Mackie, Danny Slaughter, Julie Hutchison, Iain Hutchison and Sarah Heald. Their respective roles on the council will be determined at the next meeting.

6. Beley Bridge planning – trees – safety at entrance to development: ACTION: LH to speak to Lyle Smith at Fife Council regarding the planting of trees on the new development at Beley Bridge. ACTION: LH to request a site visit by Fife Council Transportation to investigate the road and safety issues, with particular attention to road signage, the entrance to the new development and speeding. AS reported that she had spoken with Robert Wallace, the community police officer regarding traffic speed on the B9131. (Update – Police have since been carrying out speed checks on this road. HS read out an objection from Fabian Raeside registering her objection to traffic calming measures on this road. Discussion took place about what measures would be suitable but it was agree to wait for the transportation visit before discussing further.

7. Dunino Notice Board: The existing notice board is situated within the disused Dunino School and is not accessible, therefore a new board and suitable location is required. ACTION: Community Council to investigate.

8. Police and Crime Figures: The figures obtained from Police indicated 12 incidents relating to the Boarhills and Dunino area in June 2019. 2 concerned housebreaking and attempted fraud with others relating to road vehicles, noise complaints, neighbour disputes etc.

9. Councillor’s Report (John Docherty): JD mentioned a charity called “Include Me” which deals with 16-65 year olds with learning and physical disabilities. The charity is seeking volunteers to assist them for 3-4 hours at a time.

10. Councillor’s Report (Linda Holt): LH spoke about the Landward Community Forum that everyone is welcome to attend. She also mentioned that repainting of the white lines on the B9131 following road resurfacing was in hand.

11. Dunino Burn Wind Turbines: AS said she had been contacted by a renewable energy firm sounding out the Council’s views on a proposal to erect 3 128m high wind turbines, to be sited near the Dunino Burn. AS had requested further information on this but has not received anything further.

12. Any Other Competent Business: Sarah Heald asked whether Fife Council could trim grass verges more regularly. It was explained that this was not possible due to financial constraints. She also raised the issue of additional cycle paths for the area. This matter needs further investigation.

13. Next Meeting: The next meeting will be held at 6.30 pm on Thursday 5th September 2019 in Boarhills Village Hall.
