Refer to the C.2 Municipal Operations section of the CCCWP’s PY11-12 Annual Report for a description of activities implemented at the countywide and/or regional level. County Watershed Program (CWP) staff coordinated with County Public Works Department (PWD) Maintenance Division management and crews throughout the year to ensure implementation of stormwater best management practices during municipal maintenance activities. This PY 2011-12 CCC’s municipal operations recovered 2,280 cubic yards of debris from street sweeping nearly 7,000 curbed miles. Our contractor, Universal Building Service who continues to provide monthly street sweeping service in our diverse unincorporated service areas from Discovery Bay to Pacheco, Alamo to El Sobrante. CCC also continued to provide additional bi-monthly street sweeping services to heavy trash load areas in the high density residential areas of North Richmond and Rodeo’s Housing Authority. Additionally, special street sweeps were scheduled along Jones Road in the Pleasant Hill BART area, along 13 miles of Vasco Road in East County, which receives heavy traffic, and along several miles of heavy industrial and commercial Waterbird Way leading to the Contra Costa Transfer and Recovery’s transfer station in Martinez. Road crews recovered over 1,600 cubic yards of large debris dumped along County road right of ways. Crews also removed 1,770 cubic yards of sediment, vegetation and debris from roadside ditch cleaning operations and 290 cubic yards from over 10,000 catch basins. Together, CCC’s enhanced municipal activities have prevented almost 6,000 cubic yards of pollutants from impacting the storm drain system and receiving waterways. Comments: Prior to each season’s municipal activities (e.g. catch basin cleaning, storm patrol, surface treatment, pavement maintenance, slide repair etc.) CCC Maintenance crews are trained in that task’s Activity Description/Standard Operating Procedures. These trainings include written descriptions of the work to be performed, planning criteria, work method and check points. Throughout each tasks’ Activity Descriptions there are numerous references to stormwater pollution prevention practices including: “Follow current BMPs to insure that rock and oil do not enter the storm drain system; No piles of aggregate left on roadway; All driveways and sidewalks shall be left clean of loose aggregate; All areas that are serviced shall be left clean and free of trash, mud & debris; Place BMPs-straw wattles, silt fence, or hay bales as needed to keep silt/mud out of drain system; waste/spoils shall be covered with tarps; Roadway shall be left free of dirt, rocks, tree limbs and debris; Remove BMPs when complete.” Crews implement grinding and only use saw cutting when necessary. When saw cutting is performed, crews use wet-vacuum systems to recover and properly dispose of all slurry. The Activity Description for this task specifically addresses this issue: “If saw cutting is performed, ensure that all BMPs are followed e.g. vacuum all slurry cuttings and loose material and protect drainage inlets.” As an additional storm drain system protection measure, all trucks in the PWD Maintenance fleet contain spill kits in case of accidental releases, and crews are annually trained in their use.
