Call to Order & Orders of the Day - Meeting called to order at 5:30 p.m. - Commissioner Bejarano Absent II. Public Comment (Members of the Public are invited to speak on any item that does not appear on today’s Agenda and that is within the subject matter jurisdiction of the Parks and Recreation Commission - Speakers are limited to 2 minutes). - None III. Announcements - Mike Jones reminded the Commissioners about the scheduled Boards and Commissions Training. IV. Consent Calendar A. Approve the Minutes of December 7, 2016 B. Approve the Attendance Report C. Receive and File Correspondence to Commission Documents Filed: (1) Minutes of December 7, 2016. (2) Attendance Report for December 7, 2016. (3) Documents and Correspondence submitted during the meeting. Action: Upon motion by Commissioner Quint, seconded by Commissioner Mandair, the motion carried. The Commission Minutes, Attendance Report, Documents and Correspondence were approved (8-0-2). Absent: Bejarano and Woolfe. PRC AGENDA: 02-01-17 ITEM: IV. A. Page 2 of 4 V. Reports A. Chair; - The Chair recommend that all Commissioners receive paper copies of the Agenda before the meeting. - The Chair is interested in having the meetings in other locations. - The Chair reminded the Commissioners to contact Angel Rios and Mike Jones for any feedback regarding budget ideas from last meeting. - Commissioner Mandair expressed a desire to have Angel Rios, Director of PRNS attend the Parks and Recreation Commission meetings. The Chair will discuss it later. B. Director; Mike Will, Interim Deputy Director, PRNS, reported on the following: • Rincon South Park Master Plan was approved. • Family Camp at Yosemite – Fundraiser. • Southside Community Center – improvement additions. • Willow Street Frank Bramhall Park – Council awarded a construction contract for the renovation of the Bowling Green. • Municipal Rose Garden – rose pruning occurring this Saturday. • Los Lagos Golf Course – community outreach will occur to determine the best use of the golf course. • New Deputy Director, Justin Long, will start on Monday. • Handout: List of Parks by Council District. • Handout: List of Volunteer Opportunities. C. Council and Commission 1. Council Liaison; • Michele Dexter, reported that the Mayor has assigned Councilmember Tam Nguyen to be the new Parks and Recreation Commission Council Liaison. • Councilmember Johnny Khamis expressed his appreciation for the Commission’s work. • Councilmember Tam Nguyen expressed his desires for his role as Liaison for the Commission and for the Commission to attend Community events. D. Department Staff and Organizations; 1. Kelley Park Complex Report Documents Filed: (1) Memorandum, from Nicolle Burnham, dated November 23, 2016. (2) PowerPoint Presentation. Nicolle Burnham, Parks Manager, PRNS, presented information on the Kelley Park Complex. Commissioner discussion ensued. San José Works Update Documents Field: (1) Memorandum, from Neil Rufino, dated December 8, 2016. (2) PowerPoint Presentation. Israel Canjura, Community Services Supervisor, PRNS and David Mirrione, Executive Director, Work2future Foundation, presented information on San José Works. Commissioner discussion ensued. Israel Canjura and David Mirrione responded to Commissioner questions. VI. New & Returning Business A. Age-Friendly Updates; Documents Filed: (1) Memorandum, from Neil Rufino, Interim Deputy Director, dated December 12, 2016. (2) PowerPoint Presentation. Mary O’Meara, Recreation Superintendent, PRNS and Tracey Gott, Recreation Supervisor, PRNS, presented information on Age-Friendly Updates. Public Comment: • None Commissioner discussion ensued. Mary O’Meara and Tracey Gott responded to Commissioner questions. Action: Commissioner Woolfe moved to accept the report, which was seconded by Commissioner Del Real. The motion carried, accepting the report. (9-0-1). Absent: Commissioner Bejarano B. 2016-17 Parks and Recreation Commission Work Plan; Document Filed: (1) 2016-2017 Work Plan Action: Commissioner Del Real moved to accept the work plan, which was seconded by Commissioner Cron. The next step is for the City to prepare the construction documents and bid the project. Construction of the project should start in the Fall of 2017 and be completed before June 30, 2018. Family Camp at Yosemite Citywide Next week the City Council will award a construction contract for the Family Camp Workshop Replacement Project at $178,928 to Southwest Property Management and Construction, Inc. This project will replace the workshop/storage barn that was lost in the 2013 Rim Fire. This project will complete the efforts to rebuild the structures lost from Fire. Family Camp at Yosemite Citywide "Fire Up and Friendraiser" event for Family Camp on Saturday, January 28th at Kelley Park. If you attend you get early-bird registration. [Hand out postcards] Backesto Park 3 On February 7th, the City Council should award a construction contract for Backesto Park at $446,341 to Integra Construction Service, Inc. for repairs the two restroom buildings, exterior repairs to the Re-Use Building including a new roof, install a lighted dirt volleyball court, rearrange the picnic areas, install Para course equipment to the Park and hang the Don Johnson Tennis Courts signs. Southside Community Center 2 This month, the City will begin a small addition to the Restrooms associated with Multi-Purpose Room at the Southside Community Center. This project will enhance the movability with two restroom spaces and hopefully will resolve the many years of patron’s complaints. Willow Street Frank Bramhall Park 6 On December 13th the City Council awarded a construction contract for the Bramhall Park Lawn Bowling Green Renovation Project to Goodland Landscape Construction, Inc. for $1,104,350 to do a total renovation of the existing lawn bowling facility. Construction should begin when the weather is dry and completion should occur in late summer. Downtown 3 On December 13th the City Council approved “Actions related to the Extension of the Downtown High-Rise Incentive Program” by keeping the Parkland Fees charged for residential downtown high-rise developments of 12 stories or higher at fifty percent (50%) of the applicable Parkland Fees for multi-family 5+ units in the Downtown Area and to provide for payment at time of issuance of the Certificate of Occupancy for each unit, along with a 50% reduction of the Construction Tax Fee for projects the break ground by July 2018 and are completed by December 2020 for the next 1,500 units. Municipal Rose Garden 6 Everyone is invited to attend the annual Municipal Rose Garden Volunteer Pruning event, this Saturday, January 7th. Registration begins at 8:30 AM, with Kick-Off and training at 9:00 AM. We hope to engage 400+ resident volunteers in the winter care of the 3,500 rose bushes in the MRG. The MRG is located on Naglee and Dana Avenues, 95126 No pre-registration is necessary Please bring pruning shears and gardening gloves if you have them. A limited amount of supplies will be available. The Mayor plans on being there--so we hope you will too!
