CHAPTER 2 The Political Culture of Canada LEARNING OBJECTIVES By the end of this chapter you should be able to • Define the terms political culture, ideology, and cleavages. • Describe the main principles of each of the major ideologies in Canada. • Describe the ideological orientation of the main political parties in Canada. • Describe the major cleavages in Canadian politics. Introduction Canadian politics, like politics in other societies, is a public conflict over different conceptions of the good life. Canadians agree on some important matters (e.g., Canadians are overwhelmingly committed to the rule of law, democracy, equality, individual rights, and respect for minorities) and disagree on others. That Canadians share certain values represents a substantial consensus about how the political system should work. While Canadians generally agree on the rules of the game, they dis- agree—sometimes very strongly—on what laws and policies the government should adopt. Should governments spend more or less? Should taxes be lower or higher? Should governments build more prisons or more hospitals? Should we build more pipelines or fight climate change? Fortunately for students of politics, different conceptions of the good life are not random. JOSH COLE Neoliberalism as Historical Narrative: Some Reflections n a potentially seismic contribution to the study of knowledge and Ipower (cut short by his death in 1962) the sociologist C. Wright Mills argued that the “first rule for understanding the human condition”, is that people “live in second-hand worlds”. They are aware of much more than they have personally experienced; and their own experience is al- ways indirect. “The quality of their lives is determined by meanings they have received from others.”1 This phenomenon — in which modern “consciousness and existence” is mediated by symbols which “focus ex- perience [and] organize knowledge” is central to the understanding of nationalism and history, not least in Canada.2 Through communications — embodied in media, school curricula, in statues, museums and monu- ments — we learn to love our country and the history that seems to ‘nat- urally’ inform it. So much so that, as Benedict Anderson argues, we are willing to lay down our lives (or those of our fellow citizens) in its name.3 Yet, the paradox is that nations and their national histories are not eternal, but are themselves historical artifacts of a strikingly recent invention. There is less ‘blood and soil’ than we might imagine, and more technology at work in it. What we today recognize as nationalism is a modern phenomenon, involving a break with a past in which social life was organized hierarchically under “sovereigns whose right to rule was divinely prescribed and sanctioned.” OUR SCHOOLS/OUR SELVES “Cosmological time” — that is, time conditioned by the natural rhythms of life — was dealt a severe blow by the development of sciences like geology and astronomy on the one hand, and new technologies such as chronometers, clocks, and compasses on the other. -

CHOICE OR CONSENSUS?: THE 2006 FEDERAL LIBERAL AND ALBERTA CONSERVATIVE LEADERSHIP CAMPAIGNS INTRODUCTION Two of Canada’s most prominent political dynasties experienced power-shifts on the same weekend in December 2006. The Liberal Party of Canada and the Progressive Conservative Party of Alberta undertook leadership campaigns, which, while different in context, process and substance, produced remarkably similar outcomes. In both instances, so-called ‘dark-horse’ candidates emerged victorious, with Stéphane Dion and Ed Stelmach defeating frontrunners like Michael Ignatieff, Bob Rae, Jim Dinning, and Ted Morton. During the campaigns and since, Dion and Stelmach have been labeled as less charismatic than either their predecessors or their opponents, and both of the new leaders have drawn skepticism for their ability to win the next general election.1 This pair of surprising results raises interesting questions about the nature of leadership selection in Canada. Considering that each race was run in an entirely different context, and under an entirely different set of rules, which common factors may have contributed to the similar outcomes? The following study offers a partial answer. In analyzing the platforms of the major contenders in each campaign, the analysis suggests that candidates’ strategies played a significant role in determining the results. Whereas leading contenders opted to pursue direct confrontation over specific policy issues, Dion and Stelmach appeared to benefit by avoiding such conflict. -

Aron Tabor April 26, 2019 iii iv Abstract The first two decades of the twenty-first century saw an unprecedented proliferation of the discourse of American exceptionalism both in scholarly works and in the world of politics; several recent contributions have characterized this notion in the context of a set of beliefs that create, construct, (re-)define and reproduce a particular foreign policy identity. At the same time, some authors also note that the term “American exceptionalism” itself was born in a specific discourse within U.S. Communism, and, for a period, it was primarily understood with reference to the peculiar causes behind the absence of a strong socialist movement in the United States. The connection between this original meaning and the later usage is not fully explored; often it is assumed that “exceptionalism” existed before the label was created as the idea is traced back to the founding of the American nation or even to the colonial period. -

WHAT HAS HAPPENED TO INTERGOVERNMENTAL RELATIONS IN CANADA? Surprises. In October 2015, we had an election with a surprise ending. The Liberal Party, which had been third in the polls for months, won a clear majority. The new prime minister, Justin Trudeau, provided more surprises, engaging in a whirl- wind of talks with first ministers as a group and with social partners that the previous government, led by Stephen Harper, had largely ignored. He promised a new covenant with Indigenous peoples, the extent of which surprised even them. Change was in the air. -

Fergusson Specialist in International Trade and Finance September 14, 2011 Congressional Research Service 7-5700 www.crs.gov RL33087 CRS Report for Congress Prepared for Members and Committees of Congress United States-Canada Trade and Economic Relationship: Prospects and Challenges Summary The United States and Canada conduct the world’s largest bilateral trade relationship, with total merchandise trade (exports and imports) exceeding $429.7 billion in 2009. The U.S.-Canadian relationship revolves around the themes of integration and asymmetry: integration from successive trade liberalization from the U.S.-Canada Auto Pact of 1965 leading to North American Free Trade Agreement (NAFTA), and asymmetry resulting from Canadian dependence on the U.S. market and from the disparate size of the two economies. The economies of the United States and Canada are highly integrated, a process that has been accelerated by the bilateral U.S.-Canada free trade agreement (FTA) of 1988 and the NAFTA of 1994. Both are affluent industrialized economies, with similar standards of living and industrial structure. However, the two economies diverge in size, per capita income, productivity and net savings. Canada is the largest single-country trading partner of the United States. In 2009, total merchandise trade with Canada consisted of $224.9 billion in imports and $204.7 billion in exports. In 2007, China displaced Canada as the largest source for U.S. imports for the first time, a trend that has continued since then. While Canada is an important trading partner for the United States, the United States is the dominant trade partner for Canada, and trade is a dominant feature of the Canadian economy. -

Previous versions of this paper were presented at the University of Regina, University of Ottawa, and Blurring Genres Research Network (London, UK). 1 Abstract This article develops a narrative-based model for political communication in election campaigns. Political parties develop a heroic fable about the relationship between their leader and the electorate and an ironic fable about the relationship between the leader(s) of their opponent(s) and the electorate. This model was applied to English-language political advertisements posted online by the three major parties in the 2015 Canadian federal election and advertisements by the two major party candidates in the 2016 US presidential election. The narrative characteristics of the ads (fable employed, narrating voice, background music, visual tonality) demonstrated significant differences among the five parties’ narrative strategies. YouTube viewcounts were used to determine the effectiveness of individual ads as well as the overall campaigns. The article demonstrates how narrative analysis enhances our understanding of the essential role of the party leader in election campaigns. -
