sustainability Article Deciphering the Spatial Structures of City Networks in the Economic Zone of the West Side of the Taiwan Strait through the Lens of Functional and Innovation Networks Yan Ma * and Feng Xue School of Architecture and Urban-Rural Planning, Fuzhou University, Fuzhou 350108, Fujian, China; [email protected] * Correspondence: [email protected] Received: 17 April 2019; Accepted: 21 May 2019; Published: 24 May 2019 Abstract: Globalization and the spread of information have made city networks more complex. The existing research on city network structures has usually focused on discussions of regional integration. With the development of interconnections among cities, however, the characterization of city network structures on a regional scale is limited in the ability to capture a network’s complexity. To improve this characterization, this study focused on network structures at both regional and local scales. Through the lens of function and innovation, we characterized the city network structure of the Economic Zone of the West Side of the Taiwan Strait through a social network analysis and a Fast Unfolding Community Detection algorithm. We found a significant imbalance in the innovation cooperation among cities in the region. When considering people flow, a multilevel spatial network structure had taken shape. Among cities with strong centrality, Xiamen, Fuzhou, and Whenzhou had a significant spillover effect, which meant the region was depolarizing. Quanzhou and Ganzhou had a significant siphon effect, which was unsustainable. Generally, urbanization in small and midsize cities was common. These findings provide support for government policy making. Keywords: city network; spatial organization; people flows; innovation network 1.

However, there are few references in this field and no landmark research work has been reported, particularly quantitative research. A forecasting model for ecological Keywords: security based on cellular automata (CA) was developed using preliminary spatial data from an ecological Urban ecological security security assessment of Guangzhou conducted previously (1990–2005). The model was constrained using Assessment transformation rules based upon proposed planning for 2010–2020. A simulation accuracy of 72.09% was Forecasting acquired. Using a one-bit assessment grid for 2005 as the starting state for the simulation, the model CA Guangzhou was used to forecast ecological security for 2020. This revealed that although the ecological security sta- tus would be improved relative to current trends, there would still be an overall decline in ecological security over the next 15 years. Even if new urban plans were implemented, landscape pattern analy- sis suggested a more scattered and homogenous distribution in the urban landscape of Guangzhou and significant variation in landscape characteristics among districts.

sustainability Article Evaluation of Sustainable Development of Resources-Based Cities in Shanxi Province Based on Unascertained Measure Yong-Zhi Chang and Suo-Cheng Dong * Institute of Geographic Sciences and Natural Resources Research, the Chinese Academy of Sciences, Beijing 100101, China; [email protected] * Correspondence: [email protected]; Tel.: +86-10-64889430; Fax: +86-10-6485-4230 Academic Editor: Marc A. Rosen Received: 31 March 2016; Accepted: 16 June 2016; Published: 22 June 2016 Abstract: An index system is established for evaluating the level of sustainable development of resources-based cities, and each index is calculated based on the unascertained measure model for 11 resources-based cities in Shanxi Province in 2013 from three aspects; namely, economic, social, and resources and environment. The result shows that Taiyuan City enjoys a high level of sustainable development and integrated development of economy, society, and resources and environment. Shuozhou, Changzhi, and Jincheng have basically realized sustainable development. However, Yangquan, Linfen, Lvliang, Datong, Jinzhong, Xinzhou and Yuncheng have a low level of sustainable development and urgently require a transition. Finally, for different cities, we propose different countermeasures to improve the level of sustainable development. Keywords: resources-based cities; sustainable development; unascertained measure; transition 1. Introduction In 1987, the World Commission on Environment and Development (WCED) proposed the concept of “sustainable development”. In 1996, the first official reference to “sustainable cities” was raised at the Second United Nations Human Settlements Conference, namely, as being comprised of economic growth, social equity, higher quality of life and better coordination between urban areas and the natural environment [1].
