EVROPSKA LJUDSKA STRANKA IN NJENO DELOVANJE V OKVIRU EVROPSKIH INTEGRACIJ Evropska ljudska stranka je predstavljena kot primer transnacionalne evropske politične stranke, ki ima v današnji Evropski uniji in njenih procesih odločanja pomembno vlogo, po eni strani prek supranacionalnih institucij, kot sta Evropski parlament in Evropska komisija, po drugi strani pa prek nacionalnih vlad, kjer so ključni akterji nacionalne politične stranke, ki so tudi same članice Evropske ljudske stranke. Korenine tega strankarskega združenja, ki je bilo ustanovljeno leta 1976, izhajajo iz utemeljiteljev procesa evropskega povezovanja ter stranko zavezujejo k prizadevanju za svobodno, demokratično in učinkovito Evropo, ki temelji na načelu subsidiarnosti in je blizu svojim državljanom. Stranka deluje v skladu z uredbo o predpisih, ki urejajo delovanje političnih strank na evropski ravni, in pravilih glede njihovega financiranja, ter združuje krščansko-demokratske, konservativne in sorodne desno-sredinske stranke iz vse Evrope. Danes je ena izmed vodilnih političnih sil v Evropi, kar je posledica njenega razvoja, ki je potekal sočasno z razvojem evropskih integracij. Stranka se je uspešno prilagajala spremembam v procesu evropskega povezovanja, medtem ko ji je velika ideološka in zemljepisna širina omogočila, da je vzpostavila in ohranila vpliv na strukture in politike Evropske unije. Ključne besede: transnacionalne politične stranke, evropske integracije, Evropska unija, Evropska ljudska stranka. THE EUROPEAN PEOPLE'S PARTY AND ITS ACTIVITY WITHIN THE FRAMEWORK OF EUROPEAN INTEGRATION The European People's Party is presented as an example of a transnational European political party, which has an important role in the modern European Union and its decision-making processes, on the one hand through supranational institutions, such as the European Parliament and the European Commission, and on the other hand through national governments, where the key players are national political parties, which are themselves members of the European People's Party. This alliance of parties, which was founded in 1976, has its roots in the founding fathers of the European integration process, binding the party to strive for a free, democratic and efficient Europe, based on the principle of subsidiarity and close to its citizens. The party, operating in accordance with the Regulation on the regulations governing political parties at European level and the rules regarding their funding, unites Christian democratic, conservative and like- minded centre-right parties from all over Europe. It is today one of the leading political forces in Europe, which is the consequence of its development, which occurred concurrently with the development of European integration. The party has successfully adapted to changes in the process of European integration, while its great ideological and geographic breadth has allowed it to establish and maintain an influence on the structures and policies of the European Union. The text follows the chronological line of development of events, emphasizing the doctrinal and the national differences as a reason for the relative failure in the process of unification of the European right wing. The subcontext of the argumentation protrudes the ideological, the national as well as the religious-doctrinal interests of some of the more important Christian Democratic, that is, conservative parties in Europe, which emerged as an obstacle of the unification. One of the more important problems that enabled the quality and complete unification of the European conservatives and Christian Democrats is the attitude in regard to the formation of EU as a federation of countries. It confronts questions including: What will effect will the manner of Juncker’s appointment have on the perceived legitimacy of the Commission? Will Juncker claim that the strength his mandate gives him license to run a highly Presidential, centralised Commission along the lines of his predecessor, José Manuel Barroso? Will Juncker continue to seek a modest and supportive role for the Commission (as Barroso did), or will his Commission embrace more ambitious new projects or seek to re-energise old ones?     BRIEFING European Union History Series Jacques Delors Architect of the modern European Union SUMMARY The consensus among most historians of European integration and political scientists is that Jacques Delors, who served as President of the European Commission from 1985 to 1995, was the most successful holder of that post to date. His agenda and accomplishments include the EU single market, the Single European Act, Economic and Monetary Union (EMU) and the rapid integration of the former German Democratic Republic into the European Community. His combination of coherent agenda-setting and strong negotiating skills, acquired through long experience of trade union bargaining and years of ministerial responsibilities in turbulent times, puts Delors above other Commission Presidents, whether in terms of institutional innovation or the development of new Europe-wide policies. A multiple-choice question Yves Bertoncini Executive summary and Thierry Chopin The designation of the president of the European Commission requires a joint agreement on the part of the European Parliament and the European Council, which rests neither on the "Westphalia model" (whereby governments alone make the decision) nor on the "Westminster model" (whereby the president belongs to the party ranking first at the European elections). An analysis of the appointments made since 1979 allows us to identify the four main criteria likely to prevail during the negotiations currently getting under way: 1. An initial criterion: The president of the Commission's party affiliation - All of the recent presidents of the Commission have had to rely on majority support from MEPs from the right and from the left (EPP-PES, and even the Liberal Democrats) but the president of the Commission's party affiliation has only one out of two matched that of the party which garnered the highest number of votes in the European elections (see Table 2). - The party affiliation of the president of the Commission has reflected that of the party most heavily repre- sented on the European Council (see Table 3) over the past twenty years (the Santer, Prodi and Barroso Commissions), yet it failed to do so in the years prior to that (the Delors and Thorn Commissions). 2. The paper argues that those longer-term trends continue and that the (s)election of Jean-Claude Juncker as President of the European Commission and the structural reforms he subsequently introduced are better understood as steps in ongoing processes rather than fresh departures. Thus, what will happen in 2019 will have been conditioned not only by 2014, but also by previous elections and previous developments, as considered in this paper.
