Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker. Luxembourg is the seat of several major institutions such as the European Court of Justice, the European Investment Bank, and the Court of Auditors. Attitude toward the EU Luxembourg is one of the six founding members of the European Union and has historically played a key role in its formation. -

As the new leadership takes the helm, this month's section on EU politics and institutions includes a look at the geo-economic focus of von der Leyen's presidency and one article argues for a focus on fundamental values in the EU global strategy 2020. Under competitiveness, articles discuss renewing the industrial strategy and developing an EU approach to artificial intelligence. There are also articles covering the debate on internet governance. The ecofin section includes a discussion on the growth mechanism in Europe as well as an article covering the topic of crisis resolution in eurozone banks and another on eurozone reform. On environmental issues one article asks how to make the green deal work, while another highlights the importance of the circular economy in reaching the goal of climate neutrality. In justice and home affairs there is a call for the EU to act together to tackle antisemitism in Europe. The issue of repatriating foreign fighters and those associated with ISIS is discussed as is the issue of extremism online. The section on transport, telecommunications and energy deals with the question of 5G and the risks it entails. On foreign and security policy priorities for European security are set out and responses within EU foreign and security policy to climate-related security risks are analysed. There is a look at EU-NATO cooperation and there are recommendations for the civilian common security and defence policy, including for making it more gender-balanced. -

The gender of citizenship in Europe The founding fathers of Europe and the ECSC mother Mauve CARBONELL ABSTRACT The European Coal and Steel Community (ECSC), which emerged from the Treaty of Paris signed on April 14, 1951, was a world of men, of “founding fathers” who pooled the heavy industries that were then entrusted to the ECSC (coal and steel). Its virtuous image as a founding myth and mold for today’s EU—a builder of European peace and reconciliation—is essentially male. Women, who were invisible, worked in the shadows of the High Authority of the ECSC and the other institutions that were established during the 1950s. They especially performed “office” duties (secretaries, stenographers, interpreters), which were an important part of the burgeoning Community administration, for instance as interpreters who served as links between men who did not speak the same language. It has marked the fates of many people, the way of life we used to enjoy, the way in which we communicated and worked, and in fact the entire world. On one hand, it has caused unprecedent fear for Welcome 04 human lives, but on the other hand it stimulated signifi- cant ones, such as the great effort to effectively coordi- nate the fight against the virus and the decision to create the Recovery Fund – Next Generation EU. PAOLO PONZANO, COSTANZA HERMANIN AND DANIELA CORONA Preface by António Vitorino Paolo PONZANO is a senior fellow at the European University Institute and a special adviser of the European Commission. Former collaborator of Altiero Spinelli at the Institute for International Affairs in Rome, he has worked for the European Commission from 1971 to 2009. He was formerly Director for Relations with the Council of ministers, subsequently for Institutional Matters and Better Regulation. He was also Alternate Member of the European Convention in 2002/2003. He published several articles and chapters on the EU institutions. He teaches European Governance and Decision-Making at the University of Florence and at the European College of Parma as well as European Law at the University of Rome. Costanza HERMANIN is a researcher in the department of social and political science of the European University Institute, where she is about to complete her PhD. Her research interests comprise EU social and immigration policy, EU institutional affairs, and human rights and immigration policy in Italy. She has been visiting fellow at several places (WZB, CERI, Columbia, Berkeley). She is the co-editor of a forthcoming book on “Fighting Race Discrimination in Europe” (Routledge, 2012). She has been publishing on Italian and English speaking journals. Daniela CORONA is currently research collaborator at the Robert Schuman Center for Advanced Studies at the European University Institute in Florence where she completed her PhD. -

Regarding political and academic challenges, TRACK responds to an ongoing need to provide regular offers for teaching and research on the EUCO. In view of known and unknown challenges in the EU, TRACK focuses on the EUCO's role in the EU's policy-making and in shaping the EU's future. The Special Policy Brief by Herman van Rompuy (former president of the European Council and head of the TRACK advisory board) is dedicated to an assessment of the performance of the European Union and the European Council during the recent Corona Crisis. For research and teaching, analyses of political actors are of specific relevance. Thus, the comments of the first President of the European Council offer us stimulating insights. The European Union and the Corona Crisis Herman van Rompuy Just before the outbreak of the corona crisis, the European Council failed to reach an agreement on the European budget 2021-2027. It is normal that more than one attempt is needed, but the February meeting ended in deadlock. At the beginning of the crisis, the EU was also powerless simply because it had no competence on health. The Union is not a superstate. But the Union also failed in coordination of national policies. Due to the national character of the corona policy, the Schengen zone was also in a state of disarray. -
