Seoul, Korea Miree Byun, Chang Yi, Mook Han Kim, Jun Sik Bae and Inhee Kim 13.1 INTRODUCTION The Republic of Korea, as the 5th largest economy in APEC, and the 11th largest economy in the world, has undergone a significant transformation from a manufacturing to a services based economy. Seoul, as the capital of Korea, and the area with the highest population and concentration of economic activities in the nation, has been leading this change. Functionally, Seoul is a part of a greater metropolitan area that includes the City of Incheon and Gyeonggi Province. The metropolitan area is one of the largest and densest urban agglomerations in the world (Photo 13.1). This chapter describes the current state of the economic, social, physical development and governance environments of Seoul, and the sustainable development initiatives involving various types of partnerships undertaken to create a more liveable and prosperous city. After a period of rapid development in the 1960s and 1970s, serious environmental and urban development problems began to emerge in the city and metropolitan region. These necessitated strong actions by the government, often in partnership with business and the community, to address issues like water and air pollution, traffic and housing.
