Contrary to their historical purpose, parliaments today are often considered as merely representative and legislative assemblies. They are treated as parts of the system of government, while paying little attention to their deliberative character or modes of proceeding. This is also the case in Finland, although Finnish parliamentarism was in fact original- ly developed through intra-parliamentary procedures. The study examines the learning and development of parliamentary rules and practices in the late nineteenth-century Finnish Diet and the early twenti- eth-century unicameral parliament, the Eduskunta. It highlights a lost history of Finnish parliamentarism. While parliamentary government was largely out of the question in the Finnish grand duchy of the Russian Empire, the discussions in Finland reflect an understanding of parliamentarism as a procedural mode of politics. Procedures were seen as the essence of parliamentary activity; they of- fered a means to introduce characteristics of modern parliaments within the obsolete four-estate system. Contrary to the standard interpretation, the thesis shows that the formula- tion of Finnish procedures was a process based on an active following of a vari- ety of foreign discussions. Utilising possibilities offered by the recent digitisa- tion of historic Finnish newspapers, the study sheds light on previously unstud- ied topics and explores the press as a means for learning and teaching foreign parliamentary models and as an arena for debating Finnish procedures. Finland was part of a European discourse: newspapers offered a means to fill gaps in the availability of parliamentary literature in the European periphery. The early debates that had a defining influence on Eduskunta procedures were struggles between different conceptions of parliament. The procedural debates were closely connected to political agendas and ideological positions. Consequently, political groups used foreign models selectively, giving parlia- ment different purposes and character. In the thesis, the Finnish discussions are analysed through international nineteenth-century parliamentary literature and authors such as John Stuart Mill and François Guizot. (Barnard, 1943) iii Abstract This study presents a diachronic analysis of the language ruled to be unparliamentary in the New Zealand Parliament from 1890 to 1950. While unparliamentary language is sometimes referred to as ‘parliamentary insults’ (Ilie, 2001), this study has a wider definition: the language used in a legislative chamber is unparliamentary when it is ruled or signalled by the Speaker as out of order or likely to cause disorder. The user is required to articulate a statement of withdrawal and apology or risk further censure. The analysis uses the Communities of Practice theoretical framework, developed by Wenger (1998) and enhanced with linguistic impoliteness, as defined by Mills (2005) in order to contextualise the use of unparliamentary language within a highly regulated institutional setting. The study identifies and categorises the lexis of unparliamentary language, including a focus on examples that use New Zealand English or te reo Māori. Approximately 2600 examples of unparliamentary language, along with bibliographic, lexical, descriptive and contextual information, were entered into a custom designed relational database. The examples were categorised into three: ‘core concepts’, ‘personal reflections’ and the ‘political environment’, with a number of sub-categories. This revealed a previously unknown category of ‘situation dependent’ unparliamentary language and a creative use of ‘animal reflections’.

The aim is to compare how the different aspects of the economic crises are constructed discursively in newspapers texts, and how these differences shape the interpretations of the economic crises within the regions. The study is based on three methodological bases: it is comparative; it leans on methods of textual analysis (content analysis and discourse analy- sis); and it makes pragmatic use of theories within the critical tradition in the interpretation of the texts. It introduces a spatial approach to media studies, combining it with the theory of legitimation crisis and relational thinking as a way to construct identity, space, region, and change. For the study, four newspapers were selected from regions that were different, both economically and culturally. Theoretically, the regions are seen as dynamic entities consisting of different processes. The research ques- tions were approached with the help of data collected from the newspapers between the years 1988-1997. The time-span covers the last years of the economic boom of the 1980s, the economic crisis, and the recovery at the end of the 1990s.

Purchased from Ryrie Bros. Ltd. of Toronto at a cost of $340.00, it is made of heavy gold-plated brass and is about four feet long. The head consists of a Royal Crown with the arches surmounted by a Maltese cross and bears the Royal Coat-of-Arms on the top indicating the Royal Authority. Each side is decorated with a sheaf of wheat, representing the province’s agricultural wealth, a beaver representing Canada and the monogram E.R. VII, representing the sovereign at the time, Edward VII. The shaft and base are ornamented with a shamrock, thistle and rose intertwined. A Latin inscription around the Royal Coat of Arms reads in English, “Edward the Seventh, by the Grace of God of British Isles and Lands beyond the sea which are under British rule, King, Defender of the Faith, Emperor of India”. Él me dio fuerza para continuar el camino que me trajo aquí aun cuando física, anímica, emocional y espiritualmente no tuve más voluntad para continuar andando. A través de muchas formas, que a cualquier persona le resultan desconocidas e incomprensibles —en su mayoría—, me hizo andar y no rendirme ni renunciar a la encomienda que tenía enfrente. Me ayudó y proveyó de lo necesario para continuar incluso cuando parecía que todo estaba en mi contra. Por más desánimos que recibí, insultos, ofensas, burlas, limitaciones que se me impusieron en cualquier ámbito y obstáculos que se presentaron, con su ayuda pude salir avante de toda situación que se me presentó.
