We recognise the importance of setting the appropriate costs of capital – one that balances the respective risks and returns and continues to ensure that the industry remains attractive to investors over the long term. We are aware that quantifying the cost of capital is not a simple exercise. There are many different approaches available to regulators. However, the fact that other regulators in the UK also need to determine a cost of capital does introduce benchmarks or reference points, even if the methodologies differ slightly. The complexity of this assessment is demonstrated by the revised cost of capital your most recent discussion document proposes. We note it is 0.3% lower than that underpinning your provisional findings for the 4 appellant companies published in September 2020. Company background for context Portsmouth Water is water only company serving 300,000 households and 15,000 commercial properties in Hampshire and West Sussex. Whilst we recognise that the approach to the cost of capital must be appropriate for the whole industry we would also like to raise the point that as one of the smallest water only companies’ the methodology decisions can often disproportionality impact the business. -

Service delivery report 2019-20 Introduction The service delivery report provides comparative information on both the total expenditure (totex) and the outcomes delivered to customers, as reported by the 17 largest companies within England and Wales. This report provides comparative information on important areas of performance. It should not be read as a final statement on performance, but is intended to supplement the more detailed information in companies’ Annual Performance Reports (APRs). This information will help us – and stakeholders such as customer groups, environmental groups and investors – to hold companies to account. This report is based on performance data for the last year of the 2015-20 price control period and also demonstrates trends in totex and outcomes across the five-year control period. Similar to the report in 2018-19, we: • provide comparative ranking of companies’ performance • present overall performance on total expenditure and outcome delivery in a single, tabulated view; and • examine longer-term changes on key indicators For 2019-20 we also include per capita consumption in our assessments of outcome delivery. We present an assessment of the shadow customer measure of experience (C-MeX) instead of service incentive mechanism (SIM) and include commentary on the developer services and business retail markets. This year, we also focus more closely on two areas – leakage and environmental performance. For environmental performance, we set out a selection of some of the company specific performance commitments companies were set for 2015-20 and how they have performed. By their nature these are less comparable across companies. ENVIRONMENT SCRUTINY PANEL 10th July WATER RESOURCE MANAGEMENT PLANS FOR SOUTHERN WATER AND PORTSMOUTH WATER Report of the Head of Regeneration & Planning Policy RECOMMENDATION It is recommended that the comments set out in paragraphs 33 & 34 form the response to Southern Water’s Water Resource Management Plan and Portsmouth Water’s Water Resource Management Plan. Summary Both Water Resource Management Plans set out in detail how Southern Water and Portsmouth Water propose to ensure that there is sufficient security of water supplies to meet the anticipated demand of all their customers over the 25 year planning period. This report identifies and discusses the main issues for Eastleigh for water supply. It is recommended that the conclusions of this report form the Borough Council’s formal response to both Southern Water and Portsmouth Water. November 2018 Portsmouth Water: Conclusions on Change of Control and Modification of Instrument of Appointment Portsmouth Water: Conclusions on Change of Control and Modification of Instrument of Appointment About this document On 25 May 2018 we published a consultation on “Proposed modifications to licence conditions for Portsmouth Water Limited”, which resulted from our consideration of a change in the ownership and control of Portsmouth Water Limited (‘Portsmouth Water’). The consultation closed on 22 June 2018. It set out: Our assessment for Portsmouth Water against our policy approach to changes of ownership and control to a water and wastewater undertaker. The proposed modifications to the conditions of the Instrument of Appointment (‘licence’) of Portsmouth Water following the recent change of control. Under section 13 of the Water Industry Act 1991 (‘WIA91’), the Water Services Regulation Authority (‘Ofwat’) may modify the conditions of a water company’s licence if the company consents to the modifications. Before making modifications under section 13 of the WIA91, Ofwat must give notice in accordance with that section. The consultation was a notice under section 13. In this document, ‘Portsmouth Water: Conclusions on Change of Control and Modification of Instrument of Appointment’, we set out our response to the issues raised on the changes of control at Portsmouth Water. This includes the modifications to the licence of Portsmouth Water. This document is also a notice confirming that Ofwat has now modified the licence of Portsmouth Water in accordance with section 13 of the WIA91 and sets out our reasons for doing so as required by section 195A WIA91. -
