Planning Committee meeting – 17th December 2018 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held in the Parish Rooms, 17, Vicarage Rd, St. Agnes, at 19:15.

Present: Cllrs Barrow (Chair), Ball, Bunt, Ripper, Slater, Clark (ex officio). Absent: Cllrs Brown, Johns, Palmer. In attendance: C Callaway, Officer; Non-Committee Cllrs Forbes, Lane, Rodda; 7 members of the public; Cwll Cllrs Duffin and Mitchell.

PL72/18 Reports from Council representatives. NDP: The examiner has requested further information regarding Policies 1, 5 and 9. A response to these was worked upon and agreed by members of the NDP Steering Group on 14th December. The Council approved the responses recommended by the Steering Group regarding: • Policy 1 – Settlement boundaries • Policy 5 – Principal residence (and second homes) • Policy 9 – Green/open space designations and associated ownership

The Committee nominated Cllrs Barrow, Brown, Bunt, Clark and Ripper (members of the Steering Group) to respond on behalf of the Council regarding any other questions brought forward by the examiner in the future.

Cllr Ripper reported on the Towan Valley Informal Hearing which he attended on behalf of the Parish Council on 5th December. Cllr Ripper explained that some information requested by the Inspector was not forthcoming and the Hearing will reconvene at a later date. Noted that the developer had submitted an amended planning application to last month. The Committee extended their thanks to Cllr Ripper for his attendance at the Hearing and for his feedback.

PL73/18 Public Participation S Walters (Planning Consultant, Situ8 Ltd) spoke for PA18/10635. S Walters also revisited the potential pre-application development proposal at Rocky Lane, St Agnes which she had outlined to the Committee in October. She explained that she was experiencing difficulty accessing data from Cornwall Council and requested the Committee’s assistance. Officer to forward relevant Cwll Council contact details via email. PL74/18 Planning Committee meeting minutes: 19th November 2018 RESOLVED that the minutes of the meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Ripper/Slater. 5 voted in favour, 1 abstained: Cllr Clark.

PL75/18 Pre-application presentation: Outline proposal for up to 2 new dwellings – Carnbargus House, Perrancoombe RECEIVED as above from Mark Dawes of CAD Architects who explained that the proposed development is “repeating the pattern” of the settlement and detailed how they have attempted to address neighbour’s concerns regarding the site boundary and access. Noted that work has been done to the application to reduce impact on the flood zone. Feedback was provided. Full planning application to be submitted in due course.

PL76/18 Presentation following pre-app advice: New barn style eco-house with outbuildings - Sloe Barn, Buckshead RECEIVED as above from E Moore on behalf of himself and K Gibbins. He explained that, following pre-application advice, they have made relevant amendments to the proposals for a long-term family home and attempted to design the dwelling/outbuildings to be more in keeping with local surroundings, sourcing materials locally etc. Feedback was provided. Full planning application to be submitted in due course.
