No.: SEIAA/HR/2010/416 dated 10.06.2010 The project was monitored on 25.05.2016 along with other projects in the area. Lack of cooperation WClS noticed from the PA as no one present at the site during tile visit despite being informed in advance. It was found thClt the construction work was on hold (Photos 1-2). Security personal informed that due to the dispute (water issue) between Haryana Urbvn Development Authority (HUDA) and PA, the project was on hold. The main gate was locked by the HUDA and project site was not accessible. However, review of progress, documents submitted and the compliance shows the following: 1. It was observed during the visit thvt 70% construction wvs completed. 2. PA did not submit the copy of Consent to Establish under Air & Water Acts from HSPCB till date. 3. Details of quantity of removed soil & its utilizvtion/disposal were not submitted. 4. Fly ash materials were not used at the site in the existing structures as observed during the visit (Photo No.2). This is in contravention to the fly ash notification 1999 amended in 2003. 5. PA has not submitted NOC from the Forest department as per condition (iv) of general conditions of the EC. 6. NOC (for the height clearance) from the Air Port Authority of India has been expired on 05.05.2015. Fresh NOC has not been submitted till date. 7. PA had assured vide letters dated 27.05.2015 and 20.11.2015 that six-monthly compliance report and monitoring data will be submitted to RO Chandigarh once the construction work is recommenced at site. In light of above mentioned non-compliances and lack of sincerity shown by PA, status of the remaining conditions of construction phase could not be verified.
