In the case of Indonesia, of all the political offices, the Presidency is the single most important political office and wields the most power. Even President B. J. Habibie, the present incumbent was frank enough to admit this, arguing that 'according to the rules of the game of Indonesian politics, the President is one of the most powerful man in the country', something which the incumbent finds rather disturbing as 'this can be simply too dangerous'.* The responsibilities of the President have been enshrined in the 1945 Constitution, providing the Chief Executive with immense powers, including being the Head of State, Head of Government, Mandataris of the Peoples' Con- sultative Assembly and Supreme Commander of the Armed Forces. As an Asian country with a great political past, the actual powers of the Chief Executive are written as well as found in unwritten conventions and practices, and thus, the President is actually more powerful than can be expected. With so much at stake, the contest for the Presidency is extremely im- portant in Indonesia, all the more since the country had, until March 1998, experienced only two 'presidential successions', and that too, during turbulent times with great loss of lives. Xlll PREFACE In this study, succession refers to the way in which politi- cal power passes or is transferred from one individual to an- other. Narrowly, it is the orderly arrangements made for the transfer of power and how a regime manages the transition period. The ability to make transition of this kind peacefully over a period of time is taken as one of the many indicators of political stability. While in most political systems, succession can take place in the highest to the lowest office, in this study, the concern is essentially with the Presidency and to some ex- tent, the Vice-Presidency. Succession is necessary due to the physiological existence of man - the only certainty about man is his mortality, making succession something that is inevita- ble, regardless of how powerful a man may be. The only un- known is when and how this will take place. Succession can come through renewal or through the forcible removal of the incumbent and where a new 'contract' would have to be worked out between the Ruler and the Ruled. In this context, the challenge of the March 1998 Presidential elections in Indonesia was whether the process and mecha- nism established would be able to meet the challenges thrown up by the manifold crises confronting the country. Here, one of the key questions was what it would mean for the future of Indonesian politics in the even of Suharto's re-election to the Presidency for the seventh term. In view of Suharto's ripe age and various medical problems, on the one hand, and the im- mense political, economic and social problems facing the country, on the other, the key question was whether Suharto would eventually transfer power to his successor in an orderly and peaceful manner or would this be undertaken in turbulence as had been undertaken by his predecessors, especially if his re-election was opposed by various political groups. In the end, even though Suharto was re-elected for the record seventh term, his Presidency was a beleaguered one with the contraction of the economy, unleashing political and xiv PREFACE social challenges that were to culminate in the May 1998 Revolution that ultimately forced Indonesia's 'strongman' to resign in favour of his Vice-President, B. J. Habibie. With that, Indonesia precipitously entered into the post-New Order, post- Suharto era, one full of uncertainties and crises. It is against this backdrop that this study aims to analyse the politics of succes- sion in Indonesia and try to provide some answers as how a man, dubbed the 'best son of the soil' and elected overwhelm- ingly by a well-oiled political machinery, was eventually forced to resign 72 days later. xv.

By Max Lane* EXECUTIVE SUMMARY This year marks the 50th anniversary of the events of 30 September, 1965 and its aftermath. Amidst heightened discussion of the matter, President Widodo, on behalf of his government, stated that there would be no state expression of being sorry for the large scale massacres of 1965. He attended conventional activities on the anniversary consistent with the long-term narrative originating from the period of Suharto’s New Order. At the same time, there are signs of a gradual but steady erosion of the hegemony of the old narrative and an opening up of discussion. This is not driven by deliberate government policy, although some government decisions have facilitated the emergence of a generation for whom the hegemonic narrative holds less weight. The processes weakening the old hegemony have also been fostered by: a) Increased academic openness on the history of the period, both in and outside of Indonesia. b) More activity by lawyers, activists, researchers as well as former political prisoners demanding state recognition of human rights violations in 1965 and afterwards. c) A general attitude to educational processes no longer dominated by indoctrination concerns. 1 ISSUE: 2015 NO.66 ISSN 2335-6677 Hegemony may be slowly ending, but it is not clear what will replace it. *Max Lane is Visiting Senior Fellow with the Indonesia Studies Programme at ISEAS- Yusof Ishak Institute, and has written hundreds of articles on Indonesia for magazines and newspapers.

    CURRENT DATA ON THE INDONESIAN MILITARY ELITE (Prepared by the Editors) In the past, the editors have periodically prepared lists of officers holding key positions in the Indonesian Armed Forces to keep readers abreast of developments. The present list (updated to early February 1982) follows the format adopted in pre­ vious listings--namely, the full official organizational structure of the Department of Defense and Security, including all the various agencies under the minister’s supervision; the staff and command hierarchy of the Army down to the Kodam (Ter­ ritorial Command) level; and the Head of Bakin (State Intelligence Coordination Agency), a post directly subordinate to the President. As in our previous listing (Indonesia, No. 29 [April 1980]), we present some tentative preliminary comments on structural changes in the military hierarchy, and on the "politics of succession." I. Structural Changes In our last listing we discussed changes in the military high command in terms of centralization, Javanization, divisional and service affiliation, and generational stratification. These still seem the most relevant dimensions for any useful struc­ tural analysis. Centralization. We considered this question in terms of the power and author­ ity, first of President Suharto himself, and then of Defense Minister Yusuf, vis-S- vis the military hierarchy as a whole. With regard to the President, we commented in early 1980 on the extraordinarily long incumbency of particular key offices by certain trusted confidants, all of whom, by no means accidentally, seem disadvan­ taged in a succession competition by reason of religious or ethnic background. As a democratic constitution, the 1945 Constitution is expected to form a constitutional pattern and a democratic government system. However, the 1945 Constitution has never formed a state structure and a democratic government system since it becomes the foundation of the constitution of the state of Indonesia in the era of the Old Order, the New Order and the reform era. Such conditions bear the question of why the 1945 Constitution as a democratic constitution never brings about the pattern of state administration and democratic government system. The conclusion is, a democratic constitution, the 1945 Constitution has never formed a constitutional structure and democratic government system because of the personal or group interests of the dominant political forces in the Old Order, the New Order and the reformation era has made the constitutional style and the system of democratic governance that cannot be built in accordance with the principles of democratic law reflected in the 1945 Constitution and derived from the ideals of the Indonesian law of Pancasila.

Whereas multilateral development banks such as the World Bank advocate the market-based Public-Private Partnership (PPP) aimed at attracting private finance and deepening marketized governance, China is forging a state-capitalist alternative through its Belt and Road Initiative. These models are far from mutually exclusive. Through a conjunctural approach, this research examines the broader trade and financial interdependencies in which these models are entangled, and the geopolitical and geoeconomic objectives enframing the emergent infrastructure regime. Developing nations caught in the crosscurrents of these approaches and interests face uncertain risks and possibilities. In Indonesia I show how these approaches are grounded in ii infrastructure projects, framed by competition between China and Japan. Specifically, in Jakarta, I examine the coming together of these models, visions and practices as they articulate with the political-economies of city and state, and their path-dependent restructuring precipitated by the speculative 1997 Asian Financial Crisis.
