His resignation comes against the backdrop of increasing tensions between the Finance ministry and the Reserve Bank of India. Shaktikanta Das, former Economic Affairs Secretary and member of the 15th Finance Commission has been appointed as the 25h Governor of the RBI. The conflict: The Reserve Bank of India (RBI) and the government give the impression that they are not on the same page even as far as an understanding of their roles is concerned. The RBI suggests that its independence is being violated while the government rationalises its intervention in terms of its concern for the economy. Since it is clear that the government and the central bank are not on the same page on these issues, their relationship is being widely debated. It has often been argued that the RBI is not an independent central bank. However, the real question is: should the RBI not have the operational independence to attain the objectives given to it? Former RBI governor Raghuram Rajan has explained what RBI does with the analogy of a seat belt. The driver—in this case, the government—has the option of not putting on the seatbelt, but in case of an accident, the damage could be severe. Critical Areas Of Conflict Section 7 of the Reserve Bank of India Act: • Section 7(1) of the RBI Act says: “The Central Government may from time to time give such directions to the Bank as it may, after consultation with the Governor of the Bank, consider necessary in the public interest.” • ·Section 7(2) gives the government powers to entrust the running of the RBI to its board of directors.
