    Sains Malaysiana 50(3)(2021): 645-654 http://dx.doi.org/10.17576/jsm-2021-5003-07 Alternative Water Resources Quality Assessment during Flood Disaster in Kuala Krai, Kelantan, Malaysia (Penilaian Kualiti Sumber Air Alternatif semasa Bencana Banjir di Kuala Krai, Kelantan, Malaysia) KOH LIEW SEE*, NASIR NAYAN, MOHMADISA HASHIM, YAZID SALEH & HANIFAH MAHAT ABSTRACT Quality assessment of water resources is important to ensure the well-being of residents, especially the victims who are affected by floods and having difficulties in obtaining clean water supply when the floods hit. This paper seeks to discuss the quality assessment of water resources in the district of Kuala Krai, Kelantan. Field methods were used to collect water samples during the northeast monsoon season in the month of December 2016/January 2017 involving six well stations, four flood water stations and four rainfall stations. The quality assessment of water resources involved six key parameters, namely DO, pH, BOD, COD, NH3N and SS using the Water Quality Index (WQI) analysis. The results of the analysis showed that the WQI percentage of well and flood water stations accounted for 61.31 to 75.95% which is Class III of moderately contaminated status, except the T6 station that recorded 80.99% of WQI value which is Class II of good status. The findings also showed that allWQI values ​​from the rainwater stations were at 87.85 to 89.10%, which is Class II of good status. This condition explains that the rainwater resources have better quality than the well and flood water resources. With the help of this research, the flood manager’s party can take systematic management measures in ensuring that flood victims receive water supplies during flood events.

Malek, Ferlis Bahari, Ida Shafinaz, Adi Fahrudin, dan Nurul Auni, Universiti Malaysia Sabah Abstrak Musibah banjir luar biasa pada penghujung tahun 2014 berlanjutan sehingga awal tahu 2015 telah menyebabkan banyak kerosakan harta benda, ekologi malah menyebabkan masalah psikologikal dalam kalangan mangsa banjir. Berdasarkan rekod dari Majlis Keselamatan Negara (2015), jumlah mangsa banjir di seluruh negara mencecah bilangan 541,896 orang seluruh negara dan rekod mangsa tertinggi dicatatkan di negeri Kelantan. Kemusnahan teruk secara realiti ini dapat dilihat dengan mata kasar, akan tetapi terdapat persoalan-persoalan yang menjadi tanda tanya antaranya sejauh manakah persediaan mereka aspek fizikal dan mental dalam menghadapi musibah yang menimpa ini? Oleh itu, kajian ini bertujuan untuk mengetahui pengalaman mangsa dalam berhadapan dengan bencana banjir. Kajian ini berbentuk kualitatif yang menggunakan kaedah temubual untuk mengetahui dengan mendalam pengalaman mereka berhadapan dengan bencana banjir. Seramai 29 orang responden kajian yang berada di lokasi sekitar Manek Urai termasuk Kg. Manek Urai Baru dan Kg. Manek Urai Lama, Kuala Krai, Kelantan telah ditemuramah. Responden kajian dipilih berdasarkan kaedah persampelan bertujuan. Hasil analisis menunjukkan terdapat beberapa tema utama yang terbina iaitu (i) perasaan (ii) reaksi psikososial, (iii) strategi daya tindak dan (iv) ketahanan diri. Hasil dapatan ini juga menunjukkan rata-rata responden memberikan respon mengenai konsep keagamaan dalam mengatasi permasalahan dalam menghadapi bencana banjir. Kata Kunci: Banjir, Perasaan, Reaksi Psikososial, Strategi Daya Tindak dan Ketahanan Diri. PENGENALAN Bencana alam merupakan sesuatu kejadian yamg tidak dapat dielakkan dan sekiranya berlaku hal ini menjadi diluar kawalan manusia.

The vulnerability indices of the Kelantan River sub-basins involved flood depth-inundation area, soil erosion potential, and potential of soil for agricultural use, population vulnerability, road infrastructure vulnerability and market infrastructure vulnerability. These indices were developed from the use of Geographic Information System (GIS) technique. The result indicates that the flood vulnerability indices of sub-basins were mostly ranked high in the areas with high concentration of development activities and densely populated region with large infrastructure existence that are more flood-prone group than others especially in major metropolitan areas. In order to steer against probable damage caused by flood, it remains important to develop a tool that is most beneficial for river basin managers and policy makers, so that they can conduct vulnerability assessment and flood risk in term of human lives losses and property damages during future massive floods.

This study attempts to determine the factors of flooding in Kelantan's, especially in areas near the Kelantan River, Galas River and Lebir River. By using the OLS estimator on the primary data in 2014, a total of 400 questionnaires were distributed among heads of household, and owner of business premises in the district of Manek Urai, Dabong, Tanah Merah, Kota Bharu and Pasir Mas. The result shows that income per capita, number of households, distance from the river and willingness to pay can reduce a flood risk.
