However it does apply to communications with members of the Royal Family held by public authorities. Under the Act, as amended in 2010, certain information relating to communications with the Sovereign and to the heir and second in line to the Throne is absolutely exempt from the Act, whereas information relating to other members of the Royal Family and the Royal Household is subject to the public interest test. Before the 2000 Act was amended in 2010 by the Constitutional Reform and Governance Act 2010, all of the information covered by the exemption for communications with members of the Royal Family had been subject to the public interest test. -

Extension of Coverage of Freedom of Information (Scotland) Act 2002 UNISON Scotland’s response to the Scottish Government Consultation on Further Extension of Coverage of the Freedom of Information (Scotland) Act 2002 to More Organisations September 2015 INTRODUCTION UNISON is Scotland’s largest trade union representing around 155,000 members working in the public sector. UNISON Scotland welcomes the opportunity to respond to the Scottish Government Consultation on Further Extension of Coverage of the Freedom of Information (Scotland) Act 2002 (FoISA) to More Organisations. GENERAL COMMENTS UNISON Scotland is very disappointed about Scottish Government action on extending FoISA. There has been far too long spent on discussing and consulting about extending the legislation and far too little listening to important voices, including the Scottish Information Commissioner Rosemary Agnew and her predecessor Kevin Dunion, calling for a wide range of further bodies to be included. It is our longstanding view that the public should be able to access information about the public services they use and about public and political decisions that affect them, whatever type of body holds the information or provides the service. This does not happen in Scotland and the current proposal goes nowhere far enough, given the extent to which information rights have been lost because of the number of public services delivered by private companies and other bodies not covered by FOISA. As Mr Dunion said in 2007, information rights should “follow the money” when public services are privatised and outsourced1. He reiterated this in a strong plea to safeguard and strengthen rights in his Special Report, laid before the Scottish Parliament, in January 2012. -

Despite this, there have been no studies examining recent trends in inequality in the infant mortality rate (IMR) with associated socioeconomic characteristics. This study specifically focused on household occupation, environment, and support systems for perinatal parents. Methods: Using national vital statistics by household occupation aggregated in 47 prefectures from 1999 through 2017, we conducted multilevel negative binomial regression analysis to evaluate occupation=IMR associations and joinpoint analysis to observe temporal trends. We also created thematic maps to depict the geographical distribution of the IMR. Results: Compared to the most privileged occupations (ie, type II regular workers; including employees in companies with over 100 employees), IMR ratios were 1.26 for type I regular workers (including employees in companies with less than 100 employees), 1.41 for the self-employed, 1.96 for those engaged in farming, and 6.48 for unemployed workers. The IMR ratio among farming households was 1.75 in the prefectures with the highest population density (vs the lowest) and 1.41 in prefectures with the highest number of farming households per 100 households (vs the lowest). -
