A photo posted by the nonprofit National Butterfly Center shows an excavator parked next to its property. Congress last March approved more than $600 million for 33 miles of new barriers in the Rio Grande Valley. While President Donald Trump and top Democrats remain in a standoff over Trump’s demand for $5.7 billion in border wall funding, U.S. Customs and Border Protection has pushed ahead with building what’s already funded. That construction was often described as fencing, and the government funding bill that included construction was supported by some Democrats in the House and Senate. CBP refers to what it plans to build as a “border wall system.” According to designs it released in September , CBP intends to build 25 miles of concrete walls to the height of the existing flood-control levee in Hidalgo County next to the Rio Grande, the river that forms the U.S.-Mexico border in Texas. On top of the concrete walls, CBP will install 18-foot steel posts and clear a 150-foot enforcement zone in front. Maps released by CBP show construction would cut through the butterfly center, a nearby state park, and a century-old Catholic chapel next to the river. CBP said in its statement that it intends to start construction on federally owned land. Environmental advocates expect the government to use land that’s part of the Lower Rio Grande Valley National Wildlife Refuge. The refuge consists of dozens of parcels of land purchased over the last 40 years to create a corridor for endangered species and other wildlife. The Department of Homeland Security can waive environmental restrictions to construct a border wall and issued its waiver for Hidalgo County in October. A coalition of environmental groups has sued DHS over its use of waivers. That lawsuit is still pending. Congress last March required CBP not to build in the Santa Ana National Wildlife Refuge after a public outcry. But it didn’t exempt the Lower Rio Grande Valley refuge. “Santa Ana was not a big enough refuge to sustain all the wildlife down here,” said Jim Chapman, a longtime resident of the Rio Grande Valley and member of the group Friends of the Wildlife Corridor. The National Butterfly Center released the text of an email sent by an attorney from the U.S. Department of Justice. The lawyer, Cliff Stevens, says in the email that construction will begin in mid-February “on federally owned land east of Bentsen State Park.” Directly east of Bentsen State Park is a refuge tract called El Morillo Banco, which is between the state park and the butterfly center. DOJ declined to comment on the email, and CBP did not respond to several requests for comment. Land already in the hands of the government becomes an easier place to start construction quickly, said U.S. Rep. Henry Cuellar, D-Laredo. Cuellar has introduced a proposal that would instruct CBP not to build border walls in several places that have environmental and cultural significance. “The easiest way, historically, is to go to public lands, because who’s going to fight them?” he said. Several dozen protesters were walking Monday along the river levee where CBP intends to start construction. The butterfly center said on Facebook that a local police officer had declared all their property south of the levee to be off limits. The center says it intends to take legal action. S.R. 160 widening project enters second work phase Special to the Las Vegas Tribune The Nevada Department of Transportation (NDOT) last month began work on the second phase of a $58.6 million State Route 160 upgrade project that includes, among other things, rehabilitating 22 miles of de- teriorating roadway from roughly the Nye County line to the Mountain Springs community in Clark County. Aggregate Industries SWR Inc. is the general contractor. The project calls for revamping the eastbound travel lanes, placing a cement-treated road base with an asphalt pavement overlay. These im- provements will ensure roadway integrity and durability while creating a smoother, safer driving experience for motorists. As such, State Route 160 will be reduced to one lane in in each direction separated by barrier rail through the work zone, with travel speeds reduced to 55-mph. Addi- tionally, a temporary stop signal has been placed at Tecopa Road for safe highway access through late-April. However, all 22 miles of roadway enhancements won’t finish until November. Meanwhile, work continues along a 6-mile-long highway widening, from two to four travel lanes, between Mile Markers 16 and 22, with in- termittent construction blasting occurring through year’s end to remove fractured bedrock. Blasting will result in temporary highway closures lasting up to 120 minutes, while crews place explosives, check the blast area and clear away rubble and debris. Check the department website at: nevadadot.com for the most recent blasting schedule. The project, which began in the summer of 2018, additionally calls for installing new signage and flattening side slopes for safer turnouts, as well as placing new cattleguards and a wildlife undercrossing near Mile Marker 18. The Mountain Springs Community, meanwhile, will receive new frontage roads, improved intersection lighting and an emergency sig- nal for Clark County Volunteer Fire Station #79. Total project completion is scheduled for August 2020. Motorists should use caution while travelling through the work zone, heed construction signage, and take alternate detour routes, if possible. NDOT works with Waze to inform the public about planned highway re- strictions, but unscheduled construction changes, closures and restrictions are possible due to weather or other factors. For the latest state highway conditions, visit nvroads.com or call 511 before driving. A governmentE big enoughditorials to give you everything you want, is strong enough to take everything you have. — Thomas Jefferson Our Point of View Election time — Get educated before casting your vote The election for three members of the Las Vegas City Council, plus the Mayor, is on now. Two seats have been vacated, one by the termed-out rule, and one by a self-imposed retirement; the third city council election is a no-brainer because the sitting city councilman in that seat is without a doubt the only choice the voters on Ward 5 have. As it always happens when there is an open seat in any election, everyone rushes to put their name on the ballot, hoping for a lucky strike (to get elected) regardless of their lack of experience or qualifications, and then to sit there and follow the leader. The Smith Center brought ‘Spamilton: An American Parody’ to Las Vegas By Sandy Zimmerman Las Vegas Tribune Photos by Roger Mastroianni With a mega Broadway hit like “Ham- ilton” what more can anyone say about the Constitution and revolution yet “Hamilton’s” concept of searching for a new beginning, a revolution for a new country, “Spamilton” became a revolution for becoming successful in the theater! It’s a play about the theater, each actor’s revolution as they are attempting to win their own way by trying for parts, possibly getting a break, and being accepted. The performer’s search for success can be very frustrating. You would like “Spamilton: An American Parody” even if you were not familiar with the play “Hamilton” because there are just a few references to “Hamilton” during the show and the parody doesn’t center on poli- tics, yet it symbolizes revolution as achieving your goals in show business. Updating the play from the time of Hamil- ton to today we enjoy a quick pace of mixing rap and singing while combining lively and humorous dialogue. The stage is bare and the actors continually bring in and take out their own props for each act change. The talented cast of seven entertained the audience with their quick singing and dancing numbers, creating a fast moving, pleasant show. “Spamilton: An American Parody” cre- ator, writer and director Gerard Alessan- drini, was influenced by the huge success of “Hamilton,” “the biggest Broadway hit since 1981,” and when he saw the powerful rendition and its symbolism, that encouraged him to write a parody. Alessandrini’s long list of credits includes as creator, writer and director of “Forbidden Broadway” with 25 editions around the world as well as writer, director of “Forbidden Hollywood”, co-writer, director of “Madam Lansbury, and Bob Hope. This show captured the essence of the two stars while the audi- ence watched Denise and Liza performing as mother and daughter it was like looking through a window peeking into the past. There were such perfect renditions of each character as Suzanne and Denise made them come alive and also provided touching moments between the mother and daughter. Their collection of songs that were chosen traced Liza and Judy’s lives and films and the star’s pictures projected on the stage’s wall added so much to the show! You can tell, whoever wrote this script felt love for these two famous personalities while Suzanne and Denise portrayed the two stars with such feeling, not only singing and dancing but added comments. The two ladies’ sang like stars, their impressions were so close and so vivid, topped with impressive Broadway-style choreography. Paying tribute to Judy Garland or Liza Minelli alone would be a wonderful show but featuring both makes the evening outstand- ing! The multi-talented Suzanne and Denise are perfect for their character parts, with performances that thrill audiences. The two impressionists kept the show rolling along at a great pace, one song after another. Some of their numbers included “New York, New York,” “All That Jazz,” “Rainbow Cabaret,” A Tribute to Judy Garland and Liza Minelli starring Denise Rose and Susanne Goulet “You Made Me Love You,” “Everything’s Throughout the evening the mood changed television producer and has produced Health, as well as a Photographer/ Vid- coming up Roses,” “The Man That Got from sultry, to happy, to comic and very real travel specials around the world.
