The purpose of the funding application is to replace the current water distribution system to the town of Tacna, Arizona, which is an USDA eligible area for water systems funding. The town of Tacna currently has a water distribution system that is more than 39 years old and has drinking water deemed as non-drinkable due to high levels of arsenic. Funding is needed to provide safe drinking water to the residents of Tacna. The proposed Project will upgrade the current water distribution system in order to address leaks and erosion. Additionally, plans are in place to address the existing poor water quality, as the Arizona Department of Environmental Quality (ADEQ) placed an Administrative Order on the water system deeming the water non-drinkable due to high arsenic levels in 2012. The current water system is operating under an administrative order from the ADEQ and if the current water distribution system is not addressed the community will continue to be out of compliance with the ADEQ. This report has been prepared to evaluate the appropriate level of National Environmental Policy Act (NEPA) documentation for the USDA RD funding assistance to construct and operate a clean and reliable drinking water system for Tacna Water. 1.2 Project Background The existing water system in Tacna has been in place since 1980. It is owned by the Tacna Water Management Company. The system includes a groundwater well, piping, pumps and water storage. Some upgrading of the system has been completed since 1980 including installation of a water intake on the Wellton-Mohawk canal, installation of water treatment in 2007, and repainting of the water storage tank. The existing water system serving the community of Tacna includes approximately 10,000 linear feet of polyvinyl chloride and transit pipe, an above ground welded steel water storage tank, a well, a booster pump and an intake on the Wellton-Mohawk canal. The system includes 175 service connections and typically provides water to 135 to 160 customers (approximately 310 people). The water system includes no fire hydrants and currently does not provide fire protection. No water treatment is currently provided. The piping and the tank are reported to be in poor conditions with evidence of leaks (Stantec, 2019a). 1.3 Project Location and Description The proposed Project is located in the town of Tacna in Yuma County, Arizona, approximately 42 miles from Yuma, Arizona (Figure 1). The Project can be accessed east or west along Interstate 8. The proposed replacement water system would include infrastructure located within portions of Township (T) 8 South (S), Range (R) 17 West (W), Section 25 and T8S, R16W, Section 30, Gila and Salt River Baseline and Meridian. Tacna Water Planning Project Environmental Report January 21, 2020 Yuma County 1 The proposed Tacna replacement water system (Project) would consist of three components and are discussed in detail below: 1) water supply and treatment; 2) water storage; and 3) a replacement water distribution system. Six potential sites have been identified to house the new water treatment and storage facilities (Figure 2). 1.3.1 Water Supply and Treatment The town of Tacna has two options available for water supply including either a groundwater well or a surface water intake from the Wellton Mohawk Irrigation and Drainage District (WMIDD) canal. The water supply and treatment system would be designed to be capable of meeting the peak hour demand and maximum day demand respectively, at a minimum. A back-up water supply would also be constructed to allow for times when the primary water source may be unavailable. If Yuma County chooses a groundwater well, the proposed well would be located adjacent to the proposed treatment and storage site depending on the site selected, similar to the current configuration.     ______________________________________________________________________________ A Vegetation Map of Carlsbad Caverns National Park, New Mexico ______________________________________________________________________________ 2003 A Vegetation Map of Carlsbad Caverns National Park, New Mexico 1 Esteban Muldavin, Paul Neville, Paul Arbetan, Yvonne Chauvin, Amanda Browder, and Teri Neville2 ABSTRACT A vegetation classification and high resolution vegetation map was developed for Carlsbad Caverns National Park, New Mexico to support natural resources management, particularly fire management and rare species habitat analysis. The classification and map were based on 400 field plots collected between 1999 and 2002. The vegetation communities of Carlsbad Caverns NP are diverse. They range from desert shrublands and semi-grasslands of the lowland basins and foothills up through montane grasslands, shrublands, and woodlands of the highest elevations. Using various multivariate statistical tools, we identified 85 plant associations for the park, many of them unique in the Southwest. The vegetation map was developed using a combination of automated digital processing (supervised classifications) and direct image interpretation of high-resolution satellite imagery (Landsat Thematic Mapper and IKONOS). The map is composed of 34 map units derived from the vegetation classification, and is designed to facilitate ecologically based natural resources management at a 1:24,000 scale with 0.5 ha minimum map unit size (NPS national standard). Along with an overview of the vegetation ecology of the park in the context of the classification, descriptions of the composition and distribution of each map unit are provided. The map was delivered both in hard copy and in digital form as part of a geographic information system (GIS) compatible with that used in the park.

Elevation and ecological diversity decrease from east (Organ Pipe) to west (Tinajas Altas) while aridity increases from east to west, all correlating with decreasing botanical diversity. Organ Pipe Cactus National Monument, which includes an ecologically isolated Sky Island of dwarfed woodland rising above actual desert, has a flora of 657 taxa in 395 genera and 93 families, of which 11 percent (72 species) are not native. Cabeza Prieta National Wildlife Refuge has a documented flora of 426 taxa in 266 genera and 63 families, of which 8.8 percent (37 species) are not native. The Tinajas Altas region has a flora of 227 taxa in 164 genera and 47 families, of which 5.3 pecent (12 species) are not native.

This account includes selected synonyms, English, Spanish, and O’odham common names in when available, identification keys, brief descriptions, images, local and general distributional, natural history, and ethnobotanical information.

The “cumulative impact” is the impact on the environment which results from the incremental impact of an action when added to other past, present, and reasonably foreseeable future actions regardless of what agency (Federal or non-Federal) or person undertakes such actions. The Sonoran pronghorn is an endangered species that inhabits Sonoran desert habitats found primarily on federally-managed lands in southwestern Arizona, and in northern Sonora, Mexico. Current estimates indicate that approximately 100 pronghorn exist in the United States today. Factors threatening the continued survival of the pronghorn include lack of recruitment (survival of fawns), insufficient forage and/or water, drought coupled with predation, physical manmade barriers to historical habitat, illegal hunting, degradation of habitat from livestock grazing, diminishing size of the Gila and Sonoyta rivers, and human encroachment. This is the twelfth contribution for this flora, published in Phytoneuron and also posted open access on the website of the University of Arizona Herbarium (ARIZ). This contribution to our flora in southwestern Arizona includes 9 eudicot families, 23 genera, and 25 species: Campanulaceae (2 genera, 2 species); Cannabaceae (2 genera, 3 species); Capparaceae (1 species); Caprifoliaceae (1 species); Caryophyllaceae (6 genera, 6 species); Cleomaceae (2 genera, 2 species); Crassulaceae (3 genera, 3 species); Crossosomataceae (1 species); and Cucurbitaceae (5 genera, 6 species). They grow mainly upon the rocky slopes of hills and mountains and are generally lacking in the valleys and on the plains. Hence, the distributional pattern is islandlike. Compared with the massive populations of agaves in Baja California and in the Coahuilan Desert, they are very sparse in Sonora. However, they are distinctly characteristic of the succulent component in the vegetation of our American deserts and arid regions (i2).'^ Sonora is predominantly a country of open shrub and small tree growth with intervening grasslands.
