    AMNESTY INTERNATIONAL PUBLIC STATEMENT Index: MDE 28/001/2011 Date: 3 June 2011 Algeria: Conviction for ‘offence to the Prophet’ and closure order of churches in Bejaia condemned Amnesty International regrets the five year-imprisonment sentence pronounced against Abdelkarim Siaghi for ‘offending the Prophet Mohamed’ in an unfair trial. Amnesty International fears that judicial proceedings were initiated against Abdelkarim Siaghi as a result of his conversion to Christianity and calls on the authorities to squash the conviction and uphold his right to freedom of conscience and religion. The organization also calls on the authorities to rescind the decision of the Bejaia Governor dated 8 May 2011 ordering the closure of all churches in the governorate of Bejaia. On 14 April 2011, Abdelkarim Siaghi, a 29-year-old man living in Oran, the second largest city in Western Algeria, was arrested by the judicial police and detained for 48 hours. He was interrogated about his religion and whether he offended the Prophet Mohamed, which he denied. He was taken to his house where his computer and Christian religious books were confiscated. On 17 April, he appeared before the General Prosecutor and was charged under Article 144 bis 2 for “offending the Prophet Mohamed”. On 25 May 2011, the Court of First Instance in Cité Jamal in Oran sentenced him to 5 years imprisonment and a fine of 20,000 Algerian dinars (equivalent of 1,400 euros). He is at liberty pending his appeal. It appears that Abdelkarim Siaghi was arrested on the basis of a complaint by a man in Oran stating that he insulted the Prophet Mohamed.

I am ensconced in the regional archives, searching for records relating to colonial-era disease control in Algeria’s communes mixtes (mixed communes). In place from 1858 to 1956, these colonial administrative units covered immense swathes of rural territory, encompassing centres de colonisation inhabited by a “mixed” population and outlying Muslim villages and settlements—the douars—under the sole charge of a centrally appointed administrator.1 In one archival box relating to the arrondissement of Bougie (Bejaïa), I find an improvised booklet constructed from quadrille paper threaded together with string. Sloping cursive lettering on the title page proclaims this to be a vaccination logbook: “Year 1936. Protection of Public Health (decree of 27 May 1907). Service of vaccination and revaccination. Mr AMRANE Mohand, vaccinator.” I immediately recognise Mohand ould Ramdan Amrane as one of the auxiliaires médicaux (medical auxiliaries), also known as adjoints techniques de la Santé publique, whose careers I have been tracking through personnel files and correspondence in the Algerian National Archives.

Dans cette thèse on trouvera une ébauche à l’étude des patronymes algériens à travers une analyse d’un corpus, d’environs 3300 unités, constitué dans trois daïras de la vallée de la Soummam. On y trouvera notamment les catégories sémantiques et les catégories syntaxiques qui sont pourvoyeuses des patronymes. D’un autre côté, l’étude formelle nous a permis de recenser, en plus des différentes formes possibles (simples, dérivées et complexes), les plus importants schèmes constitutifs des patronymes. Après avoir lancé, en janvier dernier, la deuxième édition du concours du village le plus propre, l’APW de Béjaïa vient de créer le prix d’excellence qui sera disputé par les quatre villages sur les cinq lauréats de la première compétition. Il s’agit des villages de Zountar (commune de Souk Oufella), Achelouf et Tala Hiba (Toudja), ainsi que Taourirt (Akfadou). Le village d’Aguemoune Nath Amar (commune de Taourirt Ighil, daïra d’Adekar), qui avait remporté, en 2020, le premier prix de ce concours, sera exclu de fait de cette course pour le trophée d’excellence qui vise, selon le président de l’APW de Béjaïa, Mehenni Haddadou, à “promouvoir l’écocitoyenneté, stimuler l’émulation et garantir un environnement durable”. À l’issue de ce concours d’excellence, deux villages sur les quatre en lice seront retenus par les membres de la commission d’évaluation, composée essentiellement d’élus de l’APW qui auront à se déplacer sur le terrain pour s’enquérir à nouveau de l’état des lieux, notamment en matière d’hygiène et de salubrité publique, mais aussi d’aménagement et d’embellissement des espaces publics.

JEANNE Abstract: Orthomus starkei spec, nova (type locality: Morocco, Taza Province: ca. 5 km S Sebt-des-Beni-Frassen, 30 km NW Taza, 34.20N/04.22W), Orthomus tazekensis rifensis subspec. nova (type locality: Morocco, Chefchaouen Province: Rif Mts., Bab-Besen, ca. 15 km NW Ketama, ca 1600 m) and Orthomus achilles spec, nova (type locality: Alge- ria, Bejai'a Wilaya: Aokas, ca. 20 km SE Bejai'a) are described. Comparisons are made to species of the O. rubicundus group from northern Africa and southernmost Andalucia. A key for distinguishing the species is given, the main characters are mentioned and the localities of the examined material are listed. Illustrations of the habitus and the median lobes of the spe- cies dealt with here and a table with variation of values of some ratios are presented. Introduction The genus Orthomus CHAUDOIR 1838 contains about 20 species being rather similar in structure and shape, occurring in the Mediterranea from the Canaries in the west to the Near East. All species are micropterous with elytra mostly fused at the suture, some of them form more or less well-differentiated subspecies. Among them there is a group of species from northern Africa with one species occuring also in southernmost Andalucia, which are characterized by some morphological features (eyes very flat, with longer tempora and with metepistema as long as wide or only a little longer than wide and only very weakly narrowed toward behind), contrary to the species group which members have eyes very convex with shorter tempora and metepistema, which are either distinctly longer than wide and strongly narrowed posteriorly or also short.

On the 14th November, the church of Aït Djemaa, 35 km south of Tizi Ouzou in the district of Ait Bouadou was ordered to close by the court (a new precedent). In addition, during the third week of October, four Pastors from the province of Tizi Ouzou were summoned by the authorities.
