While there is evidence of increased religious disapproval of pig raising, the consumption of pork, which is mainly met from imports, is increasing every year. Pig development activities are mainly focused on introduction of exotic germplasm. There is an evidence of a slow but steady increase in the population of improved pigs in the country. On the other hand, indigenous pigs still comprise 68 percent of the total pig population but their numbers are rapidly declining. If this trend continues, indigenous pigs will become extinct within the next 10 years. Once lost, this important genetic resource is largely irreplaceable. Therefore, Government of Bhutan must make an effort to protect, promote and utilize indigenous pig resources in a sustainable manner. In addition to the current ex situ conservation programme based on cryopre- servation of semen, which needs strengthening, in situ conservation and a nucleus farm is required to combat the enormous decline of the population of indigenous pigs and to ensure a sustainable source of swine genetic resources in the country. -

BUDGET FY 2019-20 HIGHLIGHTS ECONOMIC OUTLOOK • The economy is projected to grow at 7.2 percent. • Trade balance to improve upon commissioning of MHPA in medium-term. • Current Account Deficit improve from 13.4 to 9.7 percent of GDP. • Increased government spending to have positive impact on growth. RESOURCES • Total resources estimated at Nu. 54,619.197 million. • MHP expected to boost the domestic revenue by 20 percent. • Domestic revenue estimated at Nu. 43,299.071 million. • Grants estimated at Nu.11,320.126 million expected to cover 43 percent of capital expenditure. EXPENDITURE • Total expenditure estimated at Nu.61,197.307 million, 31 percent increase from previous year. • Capital expenditure Nu.26,544.542 million & current expenditure Nu. 34,652.765 million. • Revision of pay, allowances and benefits of public servants provisioned at Nu. 4,530 million. • Local Governments (205 Gewogs) grants amounting to Nu. 2,863.131 million • Dzongkhag Development Grants ( Nu. 10 m each) Nu. -

This honour and historic privilege was received on the basis of the vision and pledges offered to the people by the party through its manifesto. Thus, the manifesto is a sacred contract between the people and the elected government to serve the Tsa-wa Sum. It is the basis on which the people must now determine as to whether the Royal Government has served its purpose. It is the basis on which the Royal Government must submit itself to the judgement of the people. This report, presented in a tabular form for easy perusal, lists 153 pledges made in the manifesto and rates the extent to which these have been fulfilled by the Royal Government. Summary of performance: PLEDGES FULLY FULFILLED (FF): 135 88.24% (FF + PF = 98.04%) PLEDGES PARTIALLY FULFILLED (PF): 15 09.80% PLEDGES NOT FULFILLED (NF): 03 01.96% (The fulfilment rate has been assessed by taking into account the three values of (i) Fully Fulfilled (FF) (ii) Partially Fulfilled (PF) and (iii) Not Fulfilled (NF). -

THE JUDICIARY OF THE KINGDOM OF BHUTAN ANNUAL REPORT 2015 “Judiciary is a primary basis for protecting the sovereignty and security of our nation and to achieve the goals of Gross National Happiness (GNH) to enhance the unity, happiness and well being of our people for all time." - His Majesty the Druk Gyalpo’s Address during the 19th National Judicial Conference, 11th June, 2010 The Court Crest and the Court seal he Court Crest and the Court Seal, enclosed in a circle is composed of a wheel (Khorlo) placed over a lotus. It is surmounted by a jewel and framed by two dragons. The King, the Country and the People are based on the Rule of Law Tsymbolized by the Golden Yoke (sergyi nyashing) and a Silken Knot (dargye duephue). The Golden Yoke represents the temporal laws and the Silken Knot represents the secular laws. His Majesty the Druk Gyalpo, symbolized by the wheel is the supreme head of this Dual System (Lug Nye). The Chakra or wheel symbolizes the power and wisdom of His Majesty the Druk Gyalpo and His Majesty’s victory over all outer, inner and secret adversaries. “The spokes of the wheel signifies the rules of pure conduct; justice is uniform given their equal length; wisdom is the tyre; modesty and thoughtfulness is the hub in which the immovable axle of truth is fixed.” The wheel is placed within a mirror representing transparency and clarity with three types of calculating pebbles (Deu Kar, ngag and thra Sum) representing the evidentiary principles of proved, disproved and not proved. -
