That the feasibility of a Moraine Ribbon as part of the Open Space System in the Clair-Maltby Secondary Plan area be explored throughout the remainder of Phase 3 of the project. 4. That the Interim Employment Lands Update prepared by Watson & Associates Economists Ltd. dated February 21, 2018 and included as Attachment 6 to report IDE-2019-51 be received. That the proposed project timeline for the remainder of Phase 3 of the project be approved as outlined in report IDE-2019-51 subject to any timing impacts associated with changes to Provincial policy and legislation, which would be reported back to Council. Staff Report: Key Findings The modelling completed confirms the City’s understanding that the Paris Moraine is not a significant recharge area for the City’s drinking water supply, however, is an important recharge area for the local wetlands and headwaters of creeks in the surrounding area. The new “Golden Rule” “Do unto those downstream as you would have those upstream do unto you.” ― Wendell Berry Council Memo Date May 9, 2019 To City Council From Todd Salter, General Manager Division Planning and Building Services Department Infrastructure, Development and Enterprise Subject Clair-Maltby Secondary Plan: Phase 3 Project Update – Revised Recommendation Council is considering Report IDE-2019-51 regarding the Clair-Maltby Secondary Plan (CMSP) project on May 13, 2019. This report includes five recommendations with recommendation 5 being “That the proposed project timeline for the remainder of Phase 3 of the project be approved as outline in report IDE-2019-51.” The purpose of this memo is to recommend that recommendation 5 be revised as follows: 5. That the proposed project timeline for the remainder of Phase 3 of the project be approved as outlined in report IDE-2019-51 subject to any timing impacts associated with changes to Provincial policy and legislation, which would be reported back to Council. This revision to recommendation 5 is proposed because the Provincial government has recently announced Bill 108 and further, released a new Growth Plan for the Greater Golden Horseshoe. Depending on when and in what form these legislative and policy changes are finalized, there could be implications to the CMSP project timeline. Any significant impacts to the CMSP project timeline would be reported back to Council once they are known. Bill 108, More Homes, More Choice Act, 2019 On May 2, 2019 Bill 108, More Homes, More Choice Act, 2019, passed first reading. The Bill proposes amendments to the Planning Act, as well as a number of other Acts, which will likely impact future planning decisions including decisions related to this secondary plan process. The implications of the changes to the Planning Act proposed by Bill 108 cannot be fully evaluated until it is finalized and in effect. A Place to Grow: Growth Plan for the Greater Golden Horseshoe The Province also released ‘A Place to Grow: Growth Plan for the Greater Golden Horseshoe’ on May 2, 2019 which is a new Growth Plan that comes into effect on May 16, 2019. The impacts of the new Growth Plan on the secondary plan process need to be identified and reviewed
