This letter covers the revised site boundary for Erskine Barracks (as detailed in the attached Figure 102708-01). The separate Phase 1 LQA and Technical Note for the leasehold area have been issued by separate cover of letter. A summary of the content of this letter report is provided below; 1. Review of current land use 2. Updated regulatory review and environmental setting 3. Site observations and activities 4. Review of Phase 2 scope of works recommended in 2004 LQA reports and subsequent 2007 updates Review of Current Land Use A site visit was undertaken on 11/2/10 by Grontmij staff. Interviews were held with the Site Estate representative for Erskine Barracks. At the time of the site visit, Erskine Barracks is being used as the main Headquarters for the Army’s Land Command and is also used by the Joint Helicopter Command. Current proposals are for Erskine Barracks to close, with the site to be vacated by May 2010 and subsequently 1 Erskine Barracks, Wilton. Phase 1 Land Quality Assessment Report. Final, December 2004. Prepared by Carl Bro Group on behalf of Defence Estates made available for disposal. No major land use changes have been reported at the site since preparation of the 2004 LQA reports. As detailed in the 2004 LQA reports, Erskine Barracks is predominately an administrative facility with the majority of the site being occupied by office buildings. Erskine Barracks is divided into two areas by an operational railway line: North Camp and South Camp. The North Camp site is a compact development of office buildings whilst South Camp is more spaciously laid out. To the north of South Camp is a privately owned area used as a commercial motor garage. The northern most car park in North Camp is also utilised as a helicopter landing ground. No helicopter refuelling takes place on site. Other activities across the site include a Motor Transport (MT) yard in South Camp, a medical centre and photographic unit. The site is located in an area of mixed residential, commercial and open woodland land use. Land use surrounding the site has not significantly changed since 2004, with exception of a new Park & Ride constructed to the west of Erskine Barracks. There are no significant changes in the Envirocheck since the 2004 LQA report, with exception of the current exclusion of reported pollution incidents to controlled waters. A number of minor incidents were reported within 1km of the site in 2004. Note that although the area is not identified as being within a radon affected area, health and safety protocols are in place at Erskine Barracks to protect confined space workers from the potential exposure to radon. This specifically relates to individuals entering the IT cable pits. As part of the safe system of work for confined spaces, radon monitoring was carried out in 2003/2004. No permanent radon detectors are installed but there is a requirement to force vent the chambers if prolonged confined space entry is required. If forced venting is carried out then radon levels are considered unlikely to increase to significant levels throughout the day. No other radon protection measures are installed within any of the buildings located at Erskine Barracks. Note that former inspection pits in the TSU (Transport Service Unit – South Camp Building 33) have also been infillled. As detailed in the 2004 LQA, the sensitivity of local environmental receptors within the vicinity of the site remain have been assessed as follows: • Groundwater – High sensitivity. The site is located over a Major Aquifer with highly permeable drift deposits. • Surface water – High sensitivity. The site is located close to the River Wylye and Nadder with surface water abstractions in the vicinity. • Ecology – High sensitivity. The site is located 130m north of a SSSI for the River Avon System. Site Observations and Activities There have been no significant land use changes reported at the site since preparation of the 2004 LQA reports although installation of the new centralised gas fired boiler system is now complete (installed in 2004/2005). This has included construction of a new generator house (with back-up fuel tank, fill point and interceptor) and gas boiler houses : • Building 92 - Generator house (55,000 litres capacity fuel tank) • Building 93 – Boiler house • Building 94 – Boiler house • Building 95 - Boiler house • Building 96 – Boiler house Details on any site investigation data or information on ground conditions relating the construction of these facilities was requested from the Site Estate representative. No information has been made available to date. Decommissioning of the redundant main boiler house (Building 10) and associated fuel storage tanks has not been carried out to date. Following a leak within one of the boiler house fuel tanks (Building 10), fuel was decanted and transferred into a secondary bunded tank. The decanted fuel is awaiting off-site disposal. Fuel is also present within one of the other remaining tanks and is awaiting off-disposal. Annual fuel tank testing is reported to be carried out for all tanks in current use. A number of redundant fuel tanks are described in the 2004 LQA. These currently remain
